At its meeting of 8 July 2013, SGSC reviewed and approved revisions to Graduate
General Regulation (GGR) 1.11 (including 1-3) Publication of Thesis. SGSC
is recommending the revised regulation to Senate to bring the GGR into line with
current practice.
This gives rise to the following motion:
Motion:
That Senate approve the revisions to GGR 1.11 (including 1-3) Publication of Thesis

Motion: Move that SGSC approve revisions to GGR 1.10.4 Submission ofthe Thesis to the Library and
1.11 (including sections 1- 3) Publication of Thesis.
GGR 1.10.4
- This follows a request from SGSC Library representative, Nicole White. Ifapproved, the
Library will only accept digital copies oftheses and move away from its current practice of accepting a
combination of digital and print copies.
The Library is prepared to make this transition beginning Fall 2013.
GGR 1.11 (including sections 1-3)
- This follows a request from SGSC Library representative, Nicole
White, to update the language to reflect current practices associated with the publication of theses.

Publication
of Thesis
When the thesis is submitted tothe library, the student shall authorize the copying and publication ofthe
thesis as follows.
1.11.1
Partial Copyright License
Except as noted in 1.11.3, the student shall sign a partial copyright license which grants to the University
the-a non-exclusive worldwide, irrevocable, royalty-free license toreproduce, convert, publish, archive,

single copies for ouch users. .Multiple copying isnot permitted without written permission from the
author except that, ifthe author isunobtainable, the dean ofgraduate studies may give this permission.
1.11.2 Reproduction
Except as noted in 1.11.3, the student shall sign an agreement form authorizing Library and Archives
Canadajho National Library ofCanada toreproduce the thesis and to sell microfilm copies on request.
1.11.3
Postponement of Publication
The results ofresearch conducted at Simon Fraser University should be available freely tothe public, and
it is expected that theses will be placed in the institutional repositorv-tibfafv immediately following final
revisions. It is the responsibility ofgraduate students to ensure that this policy is communicated clearly to
relevant individuals and organizations outside the university prior tothe initiation ofany research project.
A postponement will delay the inclusion ofa thesis inthe institutional repository thesis mny ho withhold
from circulation and from copying fora period of 12 months from the date of defence of the thesis, in
order to protect confidential commercial information, patentable material, pending application, orwhere
immediate commercial publication isanticipated. No extensions to this time limit will bo permitted. At
the time of the thesis defence, a thesis withholding document requesting and authorizing such delay

and the dean ofgraduate studies. The thesis and all pertinent forms shall be submitted tothe library along
with the postponement document. Theofficial copies ofthe thesis and all pertinent forms shall be

thesis shall not be sent to Library and Archives Canada Tho National Library ofCannrfn during the
restricted period,, but tho abstract of tho doctoral thesis shall bo sent to Dissertation Abstracts
International with tho period of restriction duly noted.
In rare and exceptional circumstances a postponementof publication may be extended for an additional
12 month period. Requests for such extensions should be submitted 60 days prior tothe expiration ofthe
current postponement usingthe Thesis Postponement of Publication Request form. Thisform should he
accompanied with documented evidence justifying the extension.
Undor exceptional circumstances, portions ofathesis may bo withhold from tho rofcronco copy oftho
thesis that is mado available to faculty mombors and students (soo 1.9.2 and 1.9.1). This procoduro must
bo authorized by tho doan of graduate studios well before tho distribution of thothesis. Tho doan must
ensure that only tho most confidential matorial is withhold from tho thesis, and that tho overall content of
tho thesis is not lost.

1.11.4 Publication of the Thesis by the Student
None of the clauses above precludethe student from publishing the thesis in any form at any time.
