    2. Location of program
    The program may be offered at any site in BritishColumbiawhere there is a demand and suitable
    classroom space is available. For cohorts from the lower mainland, the program will be offered atone
    of SFU's campuses.

    5. DESCRIPTION OF PROGRAM
    Summary
    The proposed graduate certificate builds on SFU'sexpertise in curriculum and instruction, and
    existinggraduate programs in that field. Professional competence in curriculum and instruction can
    enhance thequality ofteaching provided by instructors in public and private schools, community
    colleges, technical institutes, and universities. Instructors inthese settings can benefit from graduate
    study of research, theory, practice and professional ethics in the area ofcurriculum and instruction.
    The proposed certificate will consist of four courses (18 units) administered through Graduate
    Programs in the Faculty ofEducation.
    Background
    Curriculum and instruction is recognized as a sub-discipline within the broad field ofeducational
    studies. The study of curriculum and instruction draws from the philosophies of epistemology and
    ethics, psychologies ofhuman development and learning, approaches to creative and critical thinking,
    and thetheories and practices of program development, program evaluation, and curriculum design.
    Curriculum and instruction is often taughtthrough a critical examination ofcurrent instructional
    practices.

    SFU's Facultyof Education offers Master's andDoctoral programs in curriculum and instruction
    including a specialty Master of Education (MEd) program. SFU's MEd specialty program in
    curriculum and instruction currently includes cohorts taught on-campus at Surrey and off-campus in
    Prince Rupert andVictoria. Locatingthe MEd program according to the needs of students andtheir
    organizations is a key strategy for engaging with communities ofeducators acrossBritish Columbia.
    Delivery ofthe specialty MEd in curriculum and instruction relies on tenure-track members ofthe
    Faculty of Education as well as Lecturers, Professors Emeriti and Adjunct Professors. The Adjunct
    Professors and Lecturers who teach in curriculum and instruction are experienced instructors who
    bring valued professional perspectives and expertise to the programs.
    Through contacts with educational institutions across the province a need has been identified for a
    graduate certificate in curriculum and instruction that would enable educators to advance their careers
    without committingto the six semesters or morerequired to completethe MEd.
    Purpose ofthe Graduate Certificate
    The purpose ofthe GCCI is to provide professional development to K-12 teachers and instructors in
    postsecondary education. The certificate is expectedto be recognized by educational institutions as a
    professional development credential at the
    graduate level.
    Enhanced educational access for economicallyimportant jgroups. The certificate is designedto
    provide accessto professional development forthose working as instructors (a) in the trades,
    technologies and health related fields at BC publiccolleges, and(b) in educational institutions serving
    the First Nations and indigenous peoples of BC. Completion ofthe GCCI will increasethe career
    advancement opportunities for these postsecondary sectoremployees. Many ofthose who would
    benefit from the
    program have CGPAs below 3.0 andwithout accessto a graduate certificate would
    not normally be accepted into graduate studies at SFU.
    Increased value to the community. Technical colleges and similar postsecondary institutions have an
    important roleto play in training BritishColumbians forwork in the trades, technology, andhealth
    sectors. SFU can assist these institutions to raise the quality oftheir educational services by offering
    an academically sound, professionally-oriented graduate certificate in curriculum and instruction. The
    connections that SFU develops with postsecondary instructors who complete the certificate will
    enhance the cooperative relationships thattheUniversity already enjoyswith postsecondary
    institutions across the province.
    Requirements for Graduation
    The minimum University requirements for admission to a graduate certificate program are set out in
    GGR 1.3.2a.
    The GCCI will be comprised of four Faculty ofEducation graduate courses. Three will be chosen
    from the following courses required for the MEd in Curriculum and Instruction.
    EDUC 816-5: Developing Educational Programs and Practices for Diverse Educational Settings
    EDUC 820-5: Current Issues in Curriculumand Pedagogy
    EDUC 822-5: Evaluation of Educational Programs
    EDUC 823-5: Curriculum and Instruction in an Individual Teaching Specialty

    EDUC 830-5: Implementation ofEducational Programs
    EDUC 833-5: Social and Moral Philosophy in Education
    EDUC 858-5: Intercultural Perspectives and Practices in Francophone School Contexts
    The fourth course will be an approved special topics course thematically linked to curriculum and
    instruction:
    EDUC 714-3: Scholarship in Curriculum and Instruction
    EDUC 714-3 will introduce students to the academicstandards and expected practicesin a graduate
    program and will do so through examination ofconcepts and issues in curriculum and instruction. In
    the course, students will advance their understanding ofacademic modes of spoken and written
    discourse andwill enhance their ability to think critically, argue persuasively, and express their ideas
    in standard scholarly formats.
    Teaching methods and estimated completion time
    The courses in the program are primarily taught through weekly face-to-face meetings. The courses
    are designed to allow for students to participate in discussion and to receive feedback on written
    assignments. There is no designated work term or placement because it is anticipated that most
    students will be working full-time in education-related employment. Students will be able to complete
    the certificate in three semesters of continuous enrollment.
    Enrollment plan andfees
    The certificate will be organized as a cost-recovery, cohort program such that courses will only be
    offered when a sufficient number of students have been identified to form a cohort. The
    recommended fee for 2013/14 is $538 per unit, which is the per-unit equivalent ofthe fee to be
    charged for the MEd in curriculum and instruction in 2013/14.

    Access to an SFU-supported learning management system
    Faculty
    Courses will be mostly taught by instructorsholding a Doctorate in Education or a related field. On
    occasion, a course may be taught by an instructorholding a Master's degree who is enrolled in a
    doctoral program in Education or a related field.

    The graduate certificate in curriculum and instruction is a professional credential signifying
    knowledge and ability in educational practice.
    This program is for educators who wish to critically examine current educational theory, research
    and practice. Participants are encouraged to examine their own instructional practices in relation to
    research and theory.
    The program requires 18 units of course work. As per graduate general regulation 1.7.6, students
    who successfully complete this certificate and are subsequently accepted into the Master of
    Education (MEd) in Curriculum and Instruction program may apply 15 units from the certificate
    program toward completion of the MEd program.
