The minutes of the open session on December 3, 2012 were approved as distributed.

Business Arising from the Minutes
There was no business arising from the minutes.
4.
Report of the Chair
The Chair acknowledged the passing of Geoff Madoc-Jones, Faculty Senator and Gary Hall,
longer term employee and father of Senator Hall. The Chair welcomed the new Faculty Senator,
Elina Birmingham (not in attendance) and then provided an update on several items.
The Chair reported on the ongoing CUPE, Faculty and APSA negotiations.
The Chair reported on three upcoming events that may be of interest to Senate: the upcoming
President’s Dream Colloquium: Justice Beyond National Boundaries; Jacques Frémont, the
former provost and VP Academic at the University of Montréal, will be giving a public lecture
on January 16 on the topic of "Internationalizing Higher Education: Adapt or Perish?"; and the
Sixth World Universities Forum in Vancouver this week.

will be answered at the February 2013 meeting.

A)
Student Discipline Matters
i)
Annual Report (S.13-1)
Senate received the Student Discipline Matters Annual Report from 2011 to 2012 for information.
It was recommended that the report include more details regarding the ratio and the rate of
incident reports for domestic students vs. international visa students and the proportion of
students within each faculty. A correction was noted that the proportion of students who received
an incident report form represented 1%, not .01%.of the student population. It was pointed out
that the high number of incidents in the Faculty of Applied Science was likely due to their use of
an electronic reporting process and their vigilance with regard to dishonesty. J. Hinchliffe spoke
of the new website being developed that is expected to be more accessible and clearer for all
students, including international students, with regard to academic integrity and the consequences
of cheating. The Department of Chemistry has developed a system of assigning seats and utilizing
photo IDs for exams to reduce the opportunity for cheating, which will be investigated by the
Registrar’s office. Greater faculty accountability for changing exams and assignments from term
to term was raised as an issue. In answer to a question, the range of penalties in the policy allows
instructors flexibility when dealing with individual cases. The committee resource person will
take the recommendations under advisement for action and design of future reports.

“That Senate approve the proposal for the establishment of the Institute for Diaspora Research
and Engagement as an Institute for a five year term.”
Clarification was requested regarding the nature of research institutes at Simon Fraser University
and the expanding definition of research. Senate was informed that research has expanded
beyond the traditional definition of what constitutes research, including innovation, advocacy,
and research in the arts and social science.
Clarification was requested regarding the definition of diaspora, whether it refers to the forced
movement of peoples outside of their homeland or the broader definition of the movement or
migration of peoples away from their ancestral homeland. Senate was informed that the
definition is the latter.
The Chair thanked the resource people for all the work done on bringing this institute to fruition
and expects that SFU will be a leader in this type of research.

Revision of Policy R20.01 – Ethics Review of Research Involving Human Subjects

At the suggestion of J. Driver, and with general assent, the motion was modified by changing the

delegated authority, added new courses and made revisions to existing courses and programs in
the Faculty of Arts and Social Sciences (School of International Studies; French; Linguistics; and
Gerontology).
ii)
Curriculum Revisions – Beedie School of Business (S.13-8)
Senate received information that the Senate Committee on Undergraduate Studies, acting under
delegated authority, added a new course, and made revisions to an existing course in the Beedie
School of Business.
iii)
Curriculum Revisions – Faculty of Communication, Art and Technology (S.13-9)
Senate received information that the Senate Committee on Undergraduate Studies, acting under
delegated authority, added new courses, and made revisions to existing courses and programs in
the Faculty of Communication, Art and Technology (Publishing; School of Contemporary Arts).

Clarification was requested regarding the inconsistencies in the admission requirements for the
various programs in the School of Contemporary Arts and the quality of the hand written
corrections made on the documents. Senate was informed that there are different admission
requirements for the various programs – some require an audition, others an interview, and others
a portfolio submission to be considered before enrolling in classes within the specific programs.
SCUS will be reviewing its processes regarding updating or changing documents.
iv)
Curriculum Revisions – Faculty of Environment (S.13-10)
Senate received information that the Senate Committee on Undergraduate Studies, acting under
delegated authority, added new courses, and made revisions to existing courses and programs in
the Faculty of Environment.
D)
Senate Graduate Studies Committee (SGSC)
i)
Curriculum Revisions – Faculty of Applied Sciences (S.13-11)
Senate received information that the Senate Graduate Studies Committee, acting under delegated
authority, added new courses and programs in the Faculty of Applied Sciences (School of
Mechatronics Systems Engineering).
ii)
Curriculum Revisions – Faculty of Arts and Social Sciences (S.13-12)
Senate received information that the Senate Graduate Studies Committee, acting under delegated
authority, added new courses, and made revisions to existing courses in the Faculty of Arts and
Social Sciences (Gender, Sexuality and Women’s Studies; School of Public Policy).
Clarification was requested regarding the lack of supporting documentation to justify increasing
the number of units for Gender, Sexuality and Women’s Studies graduate courses. Senate was
informed that the information was reviewed verbally during the Senate Graduate Studies
Committee meeting and that the change was made in response to external requirements requesting
a minimum of thirty units in graduate programs, and followed university policies evaluating
course work to determine unit values.
iii)
Curriculum Revisions – Beedie School of Business (S.13-13)
Senate received information that the Senate Graduate Studies Committee, acting under delegated
authority, made revisions to an existing program in the Beedie School of Business.
iv)
Curriculum Revisions – Faculty of Education (S.13-14)
Senate received information that the Senate Graduate Studies Committee, acting under delegated
authority, made revisions to an existing course in the Faculty of Education.
v)

Senate received information that the Senate Graduate Studies Committee, acting under delegated
authority, added new courses, and made revisions to existing courses and programs in the Faculty
