I am pleased to submit the Annual Report of the Senate Policy Committee on Scholarships,
Awards
and Bursaries (SPCSAB) for the fiscal year 2010-2011.
Overview
SPCSAB is the committee charged by Senate with setting policy for the administration of awards,
student scholarships, bursaries and other forms of financial aid at SFU. It should be noted that this
is primarily for internal awards. Three other Senate committees, namely SUAAC (Senate
Undergraduate Awards Adjudication Committee), SGAAC (Senate Graduate Awards
Adjudication Committee) and SCUH (Senate Committee on University Honors) adjudicate
financial awards to students where adjudication is needed. Financial Assistance, a unit within
Student Services, processes bursary applications.
For the 2010-11 fiscal year total financial aid and awards was $71.7 up from $69.2 million in
2009-2010 and $59.1 million in 2008-09. Financial aid and awards managed internally rose from
$12.1 million to $12.8 million, an increase
of 6.1%. Externally supported financial aid for 2010-11
rose 4.2% from $56.6 to $59 million primarily due to an increase in funding from Student Aid
BC. Of the internal funding, year over year undergraduate entrance scholarship funding rose by
8.3% from $4 to $4.3 million as the total number of awards rose to 1,944 from 1,125.
International undergraduate entrance scholarships increased by 79% in number and 31%) in value
although comprising only 21% of the value of all entrance awards. Some 1,840 Open
Undergraduate Scholarships (for which the required cumulative GPA was set at 3.67 (A-)) were
awarded, an increase of less than 1% over 2009-10. Disbursements per recipient were $1,086 up
from $770 per recipient in 2009-2010. The total number of bursaries awarded rose by 25%
between 2009-10 and 2010-11. At the same time the value of all bursaries awarded (including all
of graduate and undergraduate) declined by 10 %. The value of athletic awards rose by 17% year
over year, and Work Study grants to undergraduates increased by 25%.

THINKING OF THE WORLD
Total funding for SFU graduate students in 2010-11 from internal and external sources was $15.4
million up from $14.9 million in 2009-10. Total internally funded graduate awards fell 5 percent
from $7.3 million in 2009-10 to just under $7 million in 2010-11. While graduate
scholarships/fellowships provided by faculties and schools at SFU increased by over $108,000, and
various other internally funded awards rose by $313,000. There was a fall of $774,000 in the
Graduate scholarships/fellowships/awards budget most of which was attributed to the elimination
of the (targeted) Special Graduate Entrance Scholarships, and to a lesser extent in the Graduate
Fellowships and
CD. Nelson Scholarships. A portion of this decrease is attributed to the timing of
the Year of Science money. Additionally, this is a fiscal year report whereas Graduate Awards are
distributed on an academic year basis.
The summer 2011 award distribution, increased by more
than $500,000 year over year. As noted in last year'sAnnual Report, support from external
sources was affected by the elimination of the Pacific Century Graduate Scholarship Program, and
Pacific Leaders Scholarships ($-670,000) as well as decreases in
NSERC PGS and MSFHR trainee
program support.
Of the current Graduate SBA funding, 68.6 percent was awarded as Graduate
Fellowships, 20 percent for President's Ph.D. Research Stipends, 3 % for Special Graduate
Entrance Scholarships,
and 4 percent for the CD. Nelson Entrance Scholarships. Travel and other
minor grants made up the remainder (4.3%).
Other Items of Interest
Scholarships and Awards for Entering Undergraduate Students
• The fifty one Ken Caple College Transfer Entrance Scholarship Award had a higher
acceptance rate moving from 53% in Spring 2010 to 68% in Spring 2011.
• The number of scholarships offered and disbursed in Fall 2010 increased by 3% over Fall 2009
• The acceptance rate for the Gordon Shrum BC Secondary School Entrance Scholarship for
Fall 2010 was stable at about 75%.
Scholarships and Awards for Continuing Undergraduate Students
• For the SFU Open Scholarship the cumulative grade point average (CGPA) is set at a fixed
value of 3.67
• The value per unit was increased in the Fall2010 and Spring 2011 terms based on additional
funding that was received from the University in Fall 2010 (approximately $500,000).
Bursary Program for Undergraduate and Graduate Students
• The regulation that domestic students must have government student assistancewas removed
as an eligibility requirement from the Bursary program as of Summer 2010. It had been in
effect since Fall 2007.
• The number of applications received by FinancialAid and Awards for bursary funding
increased by 1,374 or approximately 19%from the previous year. This may in part be
attributed to the removal of the government student assistance requirement which opened up
this opportunity to a much larger group of students.

• Funding for Undergraduate Student Research Awards fell by 10, or 11.5%, in 2010-2011
compared to the previous year.
• Funding by the Vice-President Research for 60 Undergraduate Student Research Awards in
Science and 11 Undergraduate Student Research Awards in Social Science and the
Humanities was introduced in 2010-2011.

2010-2011 (Summer 2010 to Spring 2011)
Scholarships and Awards for Entering Undergraduate Students
•
The Ken Caple College Transfer Entrance Scholarship Award had a higher acceptance rate moving
from 53% in Spring 2010 to 68% in Spring 2011.
•
The number of scholarships offered and disbursed in Fall 2010 increasedby 3% over Fall 2009; the
acceptance rate (offers to disbursed) was steady at about 29%.
•
The acceptance rate for the Gordon Shrum BC Secondary School Entrance Scholarship for Fall
2010 was stable at about 75% as compared the previous year.
•
Students receive scholarships/awards ranging from $7,000 to $40,000, disbursed in four to eight
installments while at SFU. The average renewal rate for these students was 93% for the Spring 2011
term. These students need to achieve a 3.50 or higher
CGPA and be registered in 12 units;
Scholarships and Awards for Continuing Undergraduate Students
Open Scholarships
•
Cumulative grade point average (CGPA) is set at a fixed value of 3.67

year

The value per unit was increased in the Fall 2010 and Spring 2011 terms based on additional
funding that was received from the University in Fall 2010 (approximately $500,000).
Private Scholarships and Awards (Endowed and Annual)
•
Two new annual awards and one new annual scholarship established this year
•
Undergraduate in-course scholarships and awards are available to international students, unless
otherwise specified in the terms of reference. In 2010/11, international students were awarded
$50,890 in endowed/annual scholarships, $10,950 in endowed/annual awards and $17,750 in
University funded awards.
Bursary Program for Undergraduate and Graduate Students
•

of Summer 2010. It had been in effect since
Fall 2007.

The number of applications received by Financial Aid and Awards for bursary funding increased by
1,374 or approximately 19% from the previous year. This may be attributed to the removal of the
government student assistance requirement which opened up this opportunity to a much larger
group of students.

Financial Aid and Awards
The total calculated financial need increased by $4,411,616 or approximately 66% from the
previous year. In addition to a greater number of students applying, more students were eligible
than would have been previously with the student loan requirement.
Individual student bursaries for domestic and grandfathered international students were awarded at
an annual average of 43% of assessed need, which was approximately 23% lower than the previous
year. To accommodate for available budget and support of all those that did qualify for bursary
funding, the percentage of assessed need used was lowered.
The budget for international fee schedule A students was $725,000. Fee schedule A international
students were awarded at an annual average of 25%, which was 6% lower than the previous year.
University designated bursaries to encourage internationalization in the form of exchanges for
undergraduate students showed a 40% increase in bursary funding awarded over the previous year.
University designated bursaries to support aboriginal students (both graduate and undergraduate) in
high financial need again showed a 5.5% increase in bursary funding awarded, over the previous
year. Awareness and communication campaigns for students through a Financial Aid and Awards
partnership with the First Nations Office have continued to keep students engaged in applying for
this opportunity. Aboriginal students also received bursaries from donors and these numbers were
included under the undergraduate student Annual/Endowed bursaries portion of the table below. It
is a priority to use donor funded bursaries before accessing funds through University funded
bursaries.
There was approximately an 8% decrease in bursary funding awarded for domestic graduate
students from the SFU
Open Graduate Bursary compared to the previous year. There was an
approximately 32% decrease in bursary funding awarded, for international graduate students from
the SFU Open Graduate Bursary over the previous year.
Work-Study Program for Undergraduate and Graduate Students
•
There was an approximately 15% increase in undergraduate students and 8% decrease in graduate
students that accepted a Work-study position. Due to budget limitations, the number of graduate
students was capped for the Spring 2011 term.
StudentAid BC Program - Full-Time Student Loan Funding for BC Undergraduate and
Graduate Students
•
According to the government's statistics Simon Fraser remained the 2nd largest user of the
assistance programs for the 9th year in a row.
•
At Simon Fraser University approximately 20% of all undergraduate students received their primary
funding through StudentAid BC government student assistance.
•
The federal government shifted funding to some new undergraduate student grants for persons
from low-income and middle-income families. Students were automatically identified for these
grants based on the information provided in their student loan application. For the low-income
grant, a student could receive $250 for each month
of study and for the middle-income grant a
student could receive $100 for each month of study. The grants included in the overall BC/Federal
grant information show a 29% increase in funding disbursements over the previous year.

(1)
CD. Nelson Scholarships are paid over three terms, normally starting in the Fall term. The figures reported include academic year 2009/2010 award winners (receiving their last award installment corresponding to Summer 2010) and
academic year 2010/2011 award winners (receiving their first two award installments corresponding to Fall 2010and Spring 2011). The total number of award recipients per term reflects the number of students thatwere paid at least one
installment of their CD. Nelson Scholarship in that term. In FY2010/2011, a total of 29 students were paid their scholarship in installments over several terms.
(2) CD. Nelson Scholarships and Graduate Fellowships may be granted at less than full value in orderto keep within the annual maximum scholarship funds allowed per student. CD. Nelson Scholarships and Graduate Fellowships may
also be reduced to less than full value due to student's withdrawal from graduate program.
(3)
Special Graduate Entrance Scholarships-General may be granted as one of the following types of award:
a) As stand-alone entrance scholarships - paid over one or two terms;
b) as top-up funding to major entrance scholarships - paid over three terms; or
c)
as the second year of funding to provincial awards - paid over three terms.
The total number of award recipients reported each fiscal year reflects the number of students that were paid at least one installmentof their Special Graduate Entrance Scholarship-Generalduringthat fi seal year.
(4) Special Graduate Entrance Scholarships-Targeted were paid over two terms. The total number of award recipients reflects the number of students that were paid at least one installment of their Special Graduate Entrance Scholarship-
Targeted during the fiscal year.
(5) Funds for the Travel & Minor Research Awards program were assigned to graduate programs for allocation to students at the discretion ofeach individual academic unit. The number of award recipients is an approximate figure, and is
based on documentation submitted by graduate programs for travel/research funding requests made to the Dean of Graduate Studies.
(6) Formerly called Graduate International Scholarships. Name was changed to Graduate International Research Travel Awards effective May 2008.
(7) The Vice President's Undergraduate Research Student Awards (VPR-USRA) for Science and Humanities were offered starting in FY 2010-2011
(8) CIHR Health Professional Student Awards were reported under the "CIHR Graduate Scholarships" category in FY2007/2008. However, these awards are not national scholarships and should be treated as other external funding. As a
result, the CIHR Health Professional Student Awards are reported under the "Other externally-funded awards and grants" category starting in FY2008/2009.
(9) Formerly called Cross Government Research, Policy and Practice (CGRPP) Branch Awards until August 2008. Name was changed to Student Led Research Grants by the CGRPP Branch ofthe Ministry of Labour and Citizens'
Services (the funding party) effective September 2008. No awards were given out in the Fall 2010 term.

Scholarship in that term. In FY2010/2011, a total of 24 students were paid their scholarship in installments over several terms.
