Report of the Chair
The Vice-Chair, on behalf of Senate, welcomeCd hris Shaw, a Faculty Senator and Marena
Brinkhurst, a Student Senator, to their first meeting of Sena. te
The Vice-President, Legal Affairs, was invited to make a statement on behalf of the President
regarding recent developments in the relationship between research universities and the
government. In 2003, research universities became a part of the government reporting entity
resulting in university debt being reported on the government’s balance sheet. It was recently
announced that research universities would now be excluded from the government reporting
entity because this reporting procedure reducedth e flexibility of universities to serve its students.
This change may be effective by fiscal year end and will result in mainly a contractual
governmental relationship.The re will also be changes to the way external members of the Board
of Governors are appointed. There shouldn’tbe any change in Senat’s
e present jurisdiction as set
out in the University Act.

i) Creation of the Vancouver Institute for Visual Analytics (VIVA)

“that Senate approveand recommend to the Board of Governors the creation of the
Vancouver Institute for Visual Analytics (VVIA) as an Institute for a 5 year term.”
An inconsistency in the detailed governance of the nstiI tute was pointed out. Section 2.2 states
that the Director is nominated by the Institute’s Steering Committee and approved by the Vice
President, Research, but in section 2.3.1 it states that the Steering Committee has the power to
dismiss the Director. It was suggested that the wording of the second sentence in section 2.3.1
state, “While it normally operates by consensus, when necessary it can make decisions by majority
vote, including the appointment of new members and dismissal of existing members of the
Steering Committee, as well as the

for a Concentration in Early Modern World History in the Department of History within
the Faculty of Arts and Social Sciences, effective May 2011.”

“that Senate approve and recommend to the Board of Governors the establishment of the
Undergraduate Programs under the Development and Sustainability Program within the
Faculty of Environment, effective immediately.”
It was pointed out that the motion was nota s clear as the intent of the motion that weaxprs essed
in the memorandum. New wording for the motion was suggested and accepted as a
friendly
amendment.
The motion as amended was read as follows:
“that Senate approve and recommend to the Board of Governors that authority be given to
the Faculty of Environment to initiate undergraduate programs under the Development and
Sustainability Program, effective immediately.”

A comment was made regarding the use of long paragraphs in a table formarets, ulting in a
document that was difficult to read. The administrators of the review process were requested to
find a better format or keep the text to a minimum.

Senate received information that the Senate Committee on Undergraduate Studies, acting under
delegated authority, approved new BA degree options in the Faculty of Communication, Art and
Technology.
iv) Curriculum Revisions – Faculty of Education (For Information)

Senate received information that the Senate Committee on Undergraduate Studies, acting under
delegated authority, approved changes to program requirements and a minor revision to an
existing course in the Faculty of Education.
v) Curriculum Revisions – Faculty of Environment (For Information): REMS.10 -142
Senate received information that the Senate Committee on Undergraduate Studies, acting under
delegated authority, approved new courses and minor revisions to existing courses in the Faculty
of Environment.
C) Calendar Committee (CC)
i) Calendar Publication and Revision Guidelines (For Information)

Concern was expressed thatA dvisors will have to refer to three different calendars in a year for
graduation requirements once the online calendar is published for each termIt .w as pointed out
that the degree progress report (DPR) willa ssist advisors and students with graduation
requirements because it shows completed and outstandingdegree requirements that are based on
when the student declared their program(s, )so this new tool will make it easier for dvaisors to do
graduation checks.
Concern was expressed aboutt he removal of the online calendar’s faculty lists because calendar
readers from outside the universitymay wish to refer to the calendarsi nce it has university-wide
authorization.
Senate was advised that faculty lists are no longer includein d the calendar because often this
information became out of date as soon as it was published. Insteat d wai s decided to include a
link in the calendar to the departmental websites since the faculty information already existed on
these websites.It was pointed out thatde partments are the source of the faculty information so
this should be the most accurate place for information.
It was notedtha t often departmental websites aren’t updated regularlydu e to lack of resources.
The opinion was expressed that the university should support departmental website maintenance
to keep faculty lists updated, to help attractst udents and as a resource for people within and
outside the university. It was suggested that departments should also keep historical faculty
information on their websites.
Concern was expressed regarding the transition of using the online calendar instead othf e print
calendar and a suggestion was made to print lima ited number of the calendar to be used by
selected people. This would also addrests he problem of accessing the online calendar on and off

campus when computers and the internet aren’t available. It was pointed out that the online
calendar can be printed by individual users if desired.
It was recommended that furtherdi scussion regarding the online calendar and its implications be
continued at some future Senate meeting and the discussion was brought to a close.
D) Senate Nominating Committee (SNC)
i) Elections

A revised Senate pape, r distributed prior to the start of the meeting,s howed all positions that
were elected by acclamation and outstanding vacancies that would be carried forward to the next
meeting of Senate.

Other Business
i) Academic Amnesty Motion

“that Senate requests that faculty and instructors make every effort to accommodate students
who wish to participate in the November 10

rally and not penalize these tus dents
academically.”
Senate was advised oft he Minister of Advanced Education & Labour Market Development’s
desire to hear from students whoa re having problems with debt and tuition fe, easnd that this
rally provides an opportunity to educate students and the province aboutth is serious issue. It was
clarified that the date and time of the rally, 2:30 to 4:30 on November
th
, 10were specifically
chosen to attract a higher number of students. Minor clarifications were requested in regards to
the wording of the motion.
