    RE:
Request for authorization to offer Undergraduate Programming under the Development and
    Sustainability program
    (DEVS)
Attached please find a memo from the Director of the Development and Sustainability Program (DEVS),
Dr. Robert Anderson, outlining the Development and Sustainability Program Steering Committee's
    request
to offer undergraduate programs. The rationale is as follows:
The DEVS program is proposing to initiate undergraduate programming in the form of a Minor in
Development and Sustainability, for which a Notice of Intent has been forwarded together with this
request for joint approval by SCUP. As the DEVS program is graduate only at present, this step to request
    authority to offer undergraduate programs
    is required as a preliminary.
    This initiative
at the undergraduate level is supported by the Dean's Advisory Committee of the Faculty
    of Environment,
has been approved by the Steering Committee of the DEVS Program and
    I
    recommend it
    to SCUP for approval.

    22 July 2010
This letter requests your support at Senate to enable us to establish an undergraduate
    instruction program
under the Development and Sustainability (DEVS) Program, which at
present is authorized to offer graduate programming only. This step will enable the
    Program
    to initiate new undergraduate programming.
The university approved a Graduate Certificate in Development and Sustainability in early
2010. SFU has also adopted a strong agenda to change its operations and outlook to be 'more
    sustainable'
and our place in the new faculty will be a strong signal to undergraduates. Given
these reasons we are confident that this new undergraduate programming will strengthen
    our
program, and thus the Faculty and SFU as a whole. The high level of teaching and research of
    the faculty involved
in this program is consistent with SFU's emphasis on internationalization.
Most universities in North America have programs in development and a great number of
those programs also have a 'sustainability' focus.
DEC has a new Institute of Environment,
    Resources,
and Sustainability. UVic has a program on Business and Sustainability. Our
undergraduate focus on development and sustainability will complement others at SFU.
    Any
resources that are required for this new undergraduate programming will be detailed
under specific programming initiatives and approvals will be sought at the appropriate time.
    The
DEVS program will continue to develop within the new Faculty and in collaboration with
    other interdisciplinary teaching, research
and programming throughout the University. The
    Development
and Sustainability Program has a Steering Committee that has approved this
request to offer undergraduate programming. The Committee comprises members from nine
    units across the university
vvho consult regularly with their own departmental committees and
chairs/ directors. We expect this collaborative process to continue
    ,vith expanded
    undergraduate teaching responsibili ty.
    Respectfully
    SUbmitted~
