    The Universities Act provides for an annual report from the Board to the
    Lt. Governor in Council (article 50) which is in essence a financial report,
    and covers the period from April 1st to March 31st, to conform with the
    fiscal year of the Provincial Government.
    The Act also provides for an annual report by the President to the Board and
    the Senate on the progress of the University.
    As the present time, I have plans for reporting to convocation three times a
    year, in the publication "Takkali" the first two issues of which have
    appeared, and the third one is under preparation, and will cover our fall
    semester 1965. Issue number four will report on the present spring semester,
    issue number five on the summer semester etc.
    These reports might be considered as the trimester equivalent of the annual
    report mentioned in article 59, but on the basis of discussion with the
    Heads of Departments I believe that a separate annual report would have real
    merit, particularly if it was produced at the end of our summer semester,
    so that it was available in print by mid-September, and would cover the
    operation of the preceding fall, spring and summer semesters together with
    a note on the enrolment for the fall semester in which the publication appeared.
    With suitable editorial organisation the bulk of this report could be prepared
    during the summer semester, and a few key parts written quickly, immediately
    the registration record of the current fall semester was known.
    Such a report would have several advantages over the traditional June reporting
    date of this province, in that it would contain information based on a trimester
    operation i.e. a complete number of semesters and would contain information of
    immediate relevance to the estimates to be submitted to the Provincial Govern-
    ment, approximately two months after the annual report would be available. The
    report would therefore be of value to all members of the legislative assembly and
    of particular value to the Minister of Education and the Advisory Board in consid-
    ering our estimates and budget application.
    As my annual report is specifically (article 59) Universities Act) for the Board
    and the Senate, I would appreciate your consideration of the forgoing. I sought
    the views of the Board of Governors. They agreed with the forgoing thoughts and
    pointed out that our Academic Year" really starts in September with the Fall
    semester so that this is the logical break point for the report.
