The Chairman opened the meeting and said that it was a special
meeting called at the request of six members of Senate:
B.L. Funt, A.R. MacKinnon, J.W. Matthews, R.J.C. Harper, D.C. luck
and W. Vidaver, to consider the two items they had placed on the agenda.
He reminded members that it was a closed meeting, in response to the
desire of those who had called the meeting.
Moved by D..H. Sullivan, seconded by J.W. Matthews
"that Senate refuse to discuss these two points
at this call for a special meeting on the grounds
that there is no evidence one way or the other,
either positive or negative, that the allegations
are true"

Moved by M.A. Lebowitz, seconded by G. Sperling
"that we consider Item-2 before Item 1"
The Chairman ruled that the order of business should be that
transmitted in the notice of 'the meeting, as laid down in Senate's
Rules of Procedure. M.A. Lebowitz and R.N. Maud challenged this ruling,
the matter was put to a vote and the chair upheld. M.A. Lebowitz askd
that this challenge be recorded.

Item I of the Agenda was then discussed.

"that it would be improper for waiting non-members
of Senate to be called in to this meeting to make

statement to a properly constituted committee of

should be informed that they will not be called tonight"

Discussion proceeded. M.A. Lebowitz protested that the discussion
was referring to the activities of the University committee rather
than procedural matters.
The chair ruled that the discussion should proceed.
C. Sperling and S. Yandle challenged this ruling, a vote was taken
and the chair upheld.
S. Yandle and M.A. Lebowitz moved a vote of no confidence in the chair.

K. Okuda suggested that two members be nominated by PSA, two members
be nominated by the University Committee and these four select a
chairman.
Moved by M.A. Lebowitz, seconded by C. Sperling,
that A.F.C. Hean's nomination be tabled while
K. Okuda's suggestion was discussed.

Moved by K. Okuda, seconded by S. Yandle
"that the Senate Committee which will look
into allegations consist of five persons,
two of whom shall be nominated by the signatories
to the documents under consideration, two of whom
shall be nominated by the University Committee,
the four of whom shall agree upon a chairman
presiding at the meeting"
Discussion brought to light considerable disagreement with this Motion.
Moved by B.L. Funt, seconded by D.H. Sullivan, to lift the
Motion to nominate A.F.C. }Iean from the table.
MOTION CARRIED
(Note: the effect of this was to nullify K. Okuda's Motion which was
a substitute Motion).
The following accepted nomination for election to the Senate Committee:
E.M. Gibson, R.J.C. Harper, R.N. Maud, M.A. Lebowitz,
S.J. Foulds, R.J. Baker, S.K. Lower, S. Wong.

A ballot was then taken.

"that D.G. Bettison and others waiting, at Senate's
invitation, be told with Senate's apologies that
they will not be called tonight"

It was agreed that the term "legal representation" would include a
representative, other than a lawyer, if the person appearing before the
Committee so wished.
The result of the ballot for membership of the Committee was
announced: R.J. Baker, S.J. Foulds, E.M. Gibson, R.J.C. Harper and
S.K. Lower were appointed. R.J.C. Harper was asked to act as Convenor
until the Committee elected its own chairman.

"that Item 2 should not be given further
consideration by Senate at this time"
C. Sperling said that he wished it recorded in the Minutes that he
thoiiht some aspectn of the discussion were improper.

The Chairman indicated that if the Motion passed, he would

consider it in effect transferring the concerns embodied in Item 2
to him and he would consider it his duty to bring these concerns to
the attention of the Dean of Arts and the Head of PSA Department for
investigation and report to him.

"that Senate censure Dean Funt for conduct
unbecoming of a member of Senate and of the
University, and instruct Dean Funt to apologise
to Senate for placing Item 2 on the agenda"
It was requested by S. Wong and G. Sperling and agreed that there
be a secret vote on the Motion.

"that Senate direct Dean Funt to take this
matter to the Faculty and PSA Department
through the Head and that the President
take a direct interest in this until it
goes through the proper channels"

and carried, that the meeting adjourn.
