On behalf of Senate, the Chair welcomed the following elected/re-elected Senators to the

Convocation
The Chair reported on the very successful series of Convocation ceremonies just
concluded and informed Senate that there were a number of new people responsible for
the organization of the event this year. He wished to thank them for the well managed
event which he felt was very well done and, as always, a great credit to the University.

Question Period
A question was posed about the Kamloops program and the list of priorities that were
approved by Senate at the beginning of the year. D. Harder asked about the status of
those priorities. T. Perry advised that most of the priorities have been implemented. The
program is now operating, with an appropriate operating budget, as a full University
installation and the staff are now SFU employees. SFU and the Kamloops Indian Band
have a good working relationship and a partnership agreement is about to be signed that
designates the Kamloops Indian Band as the host partner for a program to be located on
the Band's land.

"that Senate approve and recommend to the Board of Governors the
proposal for a Joint Major Program in Mathematics and Computing
Science (MACM), and the consequential changes to the Joint Honors
Program in Mathematics and Computing Science"
M. Monagan, Department of Mathematics, was in attendance in order to respond to
questions.
Discussion ensued with respect to the upper division requirements relevant to MACM
requirements. In response to a concern that the upper division MACM requirements
would be computed on just the one required course, Senate was advised that students
could take additional MACM courses and if they did, the intent was that the GPA
required for the MACM courses would be the same as for the Math and/or Computing
courses.
A concern was expressed about the deletion of Computing 250 from the requirements and
the possible impact this would have on the integrity of the program. Reference was made
to the rationale that stated that the course was removed in order to satisfy the WQB
requirements and a question was asked about why these requirements were not waived
instead. Senate was advised that the WQB requirement was not the only reason CMPT
250
was removed. The department was trying to seek a reasonable balance between the
. requirements for the honors program versus the major program and chose to remove
CMPT
250
as a required course. Senate was advised that this was not an issue for the
Department and they did not feel that it threatened the validity or the quality of the
program.

Europe and creation of the Centre for International Studies

dissolution of the Research Institute for Southeastern Europe, effective
immediately" and
"that Senate approve and recommend to the Board of Governors the
approval of the Centre for International Studies, effective immediately"
It was noted that practical training was not a normal function for a Centre. Senate was
advised that this likely referred to the practical experience rather than practical training of
graduate students associated with the Centre.

Paper S.05-81 - High School Admission Requirements related to New
Curriculum Requirements

"that Senate approve the revisions to High School Admissions
requirements, effective Fall 2006"
B. Frisken, Chair, Undergraduate Curriculum Implementation Task Force and N. Heath,
Director of Admissions, were in attendance to respond to questions.
D. Harder spoke strongly against the use of a private exam such as the Language
Proficiency Index at SFU. He felt that the use of private exams represented the
privatization of education and since students were charged a ee.for writing the
exam, it added another barrier to access. He stated he would vote' fiWt motion and
requested that his
o$o31ti%?
noted in the Minutes.
Questions were raised with respect to the difference between 'required to withdraw' and
being 'blocked from registration'. An inquiry was also made as to how students who are
"blocked from registration" would satisfy the requirement that they have the necessary
proficiency in written English to get back into the University. Senate was advised that
'required to withdraw' was a very formal situation for students in bad academic standing
and had precise requirements for re-admission. A 'block from registration' was less
formal and could be lifted without going through the re-admission process as soon as a
student satisfied the requirement. To satisfy the requirement, expectations were that
students would either take a proficiency test from outside the University, or satisfactorily
complete a course that transfered to SFU as a writing credit or writing intensive credit
course. It was suggested that it would be better if these expectations were clearly
outlined in the documentation to students.
Reference was made to the second bullet under Continuation Requirements dealing with
non-BC resident students. An inquiry was made as to why these students were being
given up to
45
credits to complete the FWS course. Senate was advised that the first
opportunity for non-BC students to write the LPI was in their first semester at SFU and
by that time they are unable to register in a FWS course. The Committee expected them
to register in the FWS course in their second semester but felt that if they failed the first
time they should have a second chance and by that time they could be within the first
45
credits of their program. A suggestion to revise the wording of the second bullet parallel
to the last sentence of Section (d) under 'Direct Admission from Grade 12' was accepted
and the Chair requested the Committee to clarify the wording in the final documentation.

CRUA Annual Report (For Information)
T. Rahilly, Acting Director, Academic Resources, and Secretary of the Committee, was
in attendance in order to respond to questions.
Some Student Senators expressed an opinion that the decline in admission appeals
• corresponded to a decline in admission applications due to increased tuition fees, which
in turn resulted in a declining grade point average to enter the University. Senate was
reminded that there were many variables other than increased tuition associated with
fluctuations in applications, including factors such as demographics and policy decisions.
Although the general trend in applications seems to be in decline, SFU's admissions for
2005 appears to have dramatically increased due to the success of the co-ordinated
guaranteed admission strategy for Grade 12 students with an average above 80%.
Following the above-noted discussion, Senate received the Annual Report of the
Committee to Review University Admissions for information.

delegated authority, approved the addition of a Calendar entry for Satisfactory
Performance, a revision to the number of credit hours required to graduate, and minor
revisions to existing courses.

Senate received information that the Senate Graduate Studies Committee, acting under
delegated authority, approved a revision to the PhD program degree requirements,
including a change from '20 credit hours of graduate work' to 'at least five graduate
courses'; the elimination of the requirement to complete all courses before completion of
any other program requirement, and a change to the wording about the timing of the
comprehensives.

Revised - Elections
Senate's attention was directed to the newly distributed paper, S.05-89 Revised, which
contained the final slate of candidates for elections. A number of elections were resolved
by acclamation and ballots would be distributed for the remaining positions during Open
Session with time made available for voting before the start of the Closed Session. Any
vacancies would be carried forward to the next meeting of Senate.
Reference was made to the graduate student position on the Senate Policy Committee on
Scholarships, Awards and Bursaries and an error was noted. Senate was advised that
there were in fact two candidates for the position so the candidate indicated on the paper
(C. Apaak) was not elected by acclamation. Given that the Committee would not likely
meet until after the next meeting of Senate, balloting for this position would take place at
the July Senate meeting.
Secretary's Note: Subsequent to the June meeting, C. Apaak withdrew his nomination
and the remaining candidate (B. McCollum) was elected by acclamation. The Graduate
Student position for the SLC/LPAC showed two candidates. B. McCollum's name
appeared incorrectly. The remaining candidate (A. Hornstein) was elected by
acclamation. ?
