Approval of the Agenda
L. Peterson, Chair of the SNC, briefly explained that nominations are initially
brought forward by the SNC, and thereafter nominations are received by the
the Secretary of Senate, and he expressed concern about Paper S.96-13
appearing on the agenda as a report of the Senate Nominating Committee.
The concern was noted by Senate, and the Agenda was approved as
distributed.

Report of the Chair
i)
The Chair briefly explained that SCAR had decided to schedule the
meeting at 5:00 p.m. because the agenda was very light but approval of specific
items is essential.
ii)
The Chair advised that he has no further information from the
Government with respect to the budget situation but planning activities must
be taken now to have a tentative budget in place by April 1st. He made
reference to the package of material sent out to the University community.
Requests have been made to academic and administrative units to prepare
plans for cuts of between 5%-6%. Comments are most welcome and can be
sent by e-mail (96/97_planning).

Reference was made to a recent by-election call for nominations for a faculty
member to Senate for a term of office ending May 31, 1996. Inquiry was made
as to why this was necessary for such a short term of office, and suggestion
was made that the partial term of office be incorporated with the regular term
of office for which a call was also issued. It was pointed out that under the
Rules of Senate, an attempt must be made to fill such vacancies and the
Secretary has no jurisdiction to combine two terms of office.

Other Business
F. Karabotsos reported to Senate that the Student Society at SFU, along with
Student Societies across Canada, have designated February 7, 1996 as a
national day of action to protest budget cuts to post-secondary education, and
he briefly advised Senate of the local activities planned for February 6th and
7th in this regard. A motion that the Senate of SFU support the national day
of action against the cuts, that faculty not set exams or have any assignments
due on February 7th, and that students not be penalized for not attending
classes on February 7th was deemed to be procedurally out of order since it
was not introduced at the time the agenda was approved.
