    APPROVAL OF THE AGENDA
    At the request of the Dean, Faculty of Business Administration, item 5.b).i) Paper
    S.94-64 was withdrawn from the Agenda. Following this amendment, the
    Agenda was approved.

    APPROVAL OF THE MINUTES OF THE OPEN SESSION OF OCTOBER 3,
    1994
    The Minutes were approved as distributed.

    BUSINESS ARISING FROM THE MINUTES
    There was no business arising from the Minutes.
    4.
    REPORT OF THE CHAIR
    i)
    Referring to the recent storm, the Chair reported that Facilities
    Management and Traffic and Security had both worked very well under the
    circumstances. Although there were no panic situations, it was learned that
    clearer procedures with respect to dealing with the residences in emergency
    situations need to be addressed and action in this regard has been initiated. It
    was further reported that it will take some time to clean up after the storm,
    particularly the fallen trees, and that clean-up work has already begun.
    ii)
    Referring to Mr. Axworthy's paper on social policy review, the Chair
    indicated that he would like to briefly highlight some of the issues which directly
    affect higher education. Firstly, he wanted to remind Senate that although
    negotiations are expected to take place between the Provinces and the Federal
    Government, there was no need for the Government to pass any legislation to
    implement any of the changes proposed in the report. Secondly, whatever
    changes are decided upon, they will happen in the fiscal year 1996/97, not in
    1995/96. Thirdly, it is expected that the established program funding transfers
    will gradually disappear and be eliminated within ten years. At the present time,
    provinces have no obligation to pass the EPF transfer funds directly to
    universities and colleges. They have traditionally included the transfers as part of
    their general revenue, then allocated grants to universities and colleges out of
    this fund. The Axworthy paper proposes that the money currently transferred to
    the provinces through EPF be made available to students through an income
    contingent loan repayment scheme. There are no details as to how this plan will
    work. Concerns are that if the Federal Government were to withdraw from the
    EPF transfers, and if the provinces did not provide alternative funding, a major
    tuition increase is inevitable. Finally, funding from the Federal Government
    through both EPF transfers and grants, supports the teaching and research
    infrastructure at universities. If these funding allocations are altered to become
    income contingent loans for students, universities will probably have to find other
    sources of funding to support research. Consequently the university community,
    through AUCC, is making a strong argument to the Federal Government that
    there should continue to be funding to support the research infrastructure in
    Canadian universities.

    The House Committee on Human Resource Development will be holding
    hearings in Vancouver for two days in November during the tour across Canada
    and the University administration will endeavour to develop a joint presentation
    involving representatives from the University, the Faculty Association and the
    Student Society. A written presentation will be submitted but the University has
    asked to appear before the Committee. The House Committee will receive
    written reports or statements until December 9, 1994.
    iii)
    The Chair reported that the issue of Maclean's ranking universities has
    been released and that the University of Waterloo and the University of Victoria
    have tied for first place among 'comprehensive' universities, Simon Fraser has
    been ranked as third this year. Sixteen universities boycotted the process this
    time.
    iv)
    The Chair advised that there are a number of visitors present at the
    meeting who wished to speak to Senate about the Student Code of Conduct.
    Since this type of request cannot be procedurally dealt with under the Rules of
    Senate, the Chair suggested that Senate allow a 10-15 minute presentation
    during the break between open and closed sessions to hear their concerns.
    There were no objections to this suggestion.
