On behalf of Senate, the Chair welcomed newly elected Senator, B. Mueller to
the meeting and extended congratulations on his election as President of the
Simon Fraser Student Society.

Provincial Budget
The Chair advised Senate that grant allocations for colleges and
universities are expected to be announced on April 25th, and at the present time
no detailed information with respect to funding is available.
4.
REPORT OF THE CHAIR
The Chair referred to the document circulated to the University community
by the Senate Committee on University Budget with respect to 1994/95 budget
planning which provided members of the University community with an
opportunity to comment on a series of budget models and planning processes.
The Chair reported that meetings with various Faculties over the past several
days have provided a fair amount of response and commentary on the various
budget models.

b) SENATE COMMITTEE ON ACADEMIC PLANNING

Paper S.94-26 - External Review - Department of Economics - For
Information
J. Chant, Chair of the Department of Economics was in attendance in
order to respond to questions.
Discussion ensued with respect to the question of gender issue as it
related to the Department of Economics and in a more general sense with
respect to University policy. A concern was raised that the language in the
revised guidelines for external reviews relating to the issue of gender/racial
issues was too general and may need to be reconsidered. However, it was noted
that since no reviews have been completed under the new policy, it is not yet
known whether the language in the policy will be effective.
Questions were raised with respect to the preparation of the summaries
presented to Senate and the process of selecting reviewers, and Senate was
provided with brief background information. There was no objection to a
suggestion that the source of the summary be identified in future documents.

Paper S.94-27 - David See-Chai Lam Centre for International
Communication
Moved by J. Munro, seconded by B. Clayman
"that Senate approve and recommend approval to the Board of
Governors, as set forth in S.94-27, formal approval of the David
See-Chal Lam Centre for International Communication under
Schedule B of Policy R 40.01"
Brief discussion took place with respect to funding for the Centre, and its status
within the University.

Paper S.94-29 - Access to Telephone Registration for New (Semester 11
Students

Moved by J. Munro, seconded by L. Wong
"that Senate approve as set forth in S.94-29, the change to the
registration priority of new students"
In the interest of fairness, particularly to second year students, suggestion was
made that the policy should be disseminated to students three semesters in
advance of implementation so that continuing students will be warned and have
the opportunity to complete courses that are most likely to be taken by entering
high school students. Suggestion was also made that new (Semester 1)
students should be clearly advised not to expect in their second and successive
semesters the same special registration priority given to them in their first
semester. Opinion was also expressed that extra sections of first year courses
should be offered in order to ease the anticipated access problems this policy will
create at the time of its introduction.
It was noted that the recent revision in the course drop policy is expected to
make more spaces available, and that the Faculty of Arts plans to take special
measures this Fall to increase first and some second year course offerings in
order to accommodate the anticipated bulge of students which the proposed

questions.
Following very brief discussion, the Annual Report of the Senate
Undergraduate Admissions Board was received by Senate for information.

Paper S.94-32 - Proposal to implement charges for Computing service -
For Information
Discussion ensued with respect to the status of the proposal in relation to
Senate and the Board of Governors, followed by a brief discussion with respect
to the consultation process that the proposal had received prior to being
presented to Senate.

"that the proposal be sent back to the Senate Committee on
Academic Planning with instructions to bring back a report and
motion for debate at Senate"

OTHER BUSINESS
i)
Paper S.94-33 - Report - Revised Tuition Refund Policy - For Information
Brief discussion took place with respect to the number of appeals, and
Senate was informed that all of the additional tuition fee revenue generated from
this policy has been allocated to the student financial aid budget.
Reference was made to the graph on page 4 concerning student course
loads, and suggestion was made that incentives should be considered to
encourage students to take full time course loads. Brief discussion followed in
which it was pointed out that from its inception Simon Fraser University has
emphasized part time studies and has gone out of its way to accommodate part-
time students so they are not denied access to a university education simply
because they can not attend on a full-time basis.
ii)
External Review - Faculty of Education
It was noted than an external review of the Faculty of Education had taken
place last May/June, and inquiry was made as to when the report will come
before Senate. J. Munro indicated that he would make inquiries as to the report's
status at the present time.

1994.
