On behalf of Senate, the Chair welcomed newly elected Senator, C. Dean,
Department of Mathematics & Statistics, and newly appointed Order-In-Council
Senator B. Sanghera.
APPROVAL OF THE AGENDA
Referring to the paper distributed prior to the start of the meeting,
Senators were informed that to allow this paper to be added to the agenda it was
necessary to suspend the Rules. The motion to suspend the rules required an
affirmative vote by two-thirds of the voting members present.

"that the Rules of Senate be suspended to allow consideration of
the motion to change the composition of the Search Committee for
the Vice-President, Research with the attached paper (S.94-24) to
be added under Item 6- Other Business"

REPORT OF THE CHAIR
i)
Provincial Budget
The Chair reported that the budget announcement for British Columbia will
be made on March 22, 1994 and that universities have traditionally received
news of their grant allocations shortly thereafter.
ii)
Federal Budget
The Chair briefly summarized some of the issues effecting higher
education by referring to the cancellation of the KAON project and to concerns
about whether or not there will be adequate funds for TRIUMF to continue its
activities. Referring to the closure of Royal Roads, the Chair advised that it is
hoped that the facilities will be made available to the Province of British Columbia
for use by post-secondary education. Funding for the Research Councils will
increase 1.5% a year from now, and transfer payments for post-secondary
education will not be any higher than 93/94 levels.
iii)
University Reorganization and Planning
The Chair advised Senate that the reorganization of the senior
administrative structure effected a significant reduction in costs. The Chair
wished to acknowledge those individuals who have assumed additional burdens

in the University to make this restructuring possible, and indicated his awareness
that with fewer resources, everyone in the University will be under more
pressure.
The Chair announced that Professor David Boal, Department of Physics,
has accepted the position of Planning Coordinator, and that it is hoped that the
composition of the three committees - the Presidential Committee on University
Planning, the Working Group on Services for Students, and the Working Group
on Instructional Technology and Academic Computing - will be finalized in the
near future.

Honorary Degrees
The Chair reported that all of the individuals recommended by Senate for
honorary degrees have now accepted the University's invitation. The degrees
will be awarded at either the June or October Convocation.

Governors the admission targets as outlined in Dr. Wattamaniuk's
memo of January 31, 1994, and further, that SCAP be delegated
authority to adjust these targets based on the enrolment experience
in the Summer 1994 and Fall 1994 semesters, consistent with the
University's overall enrolment target".

"that Senate approve and recommend approval to the Board of
Governors that the maximum percentage of international students
to be admitted into undergraduate programs at SFU in 1994/95 be
set at 7%."
Senate's attention was drawn to the introductory memorandum, and it was
pointed out that this motion maintains the status quo and recommends the same
limit which was established by Senate and the Board of Governors in 1982.

Motion #1:

Governors that limited enrolment programs may request approval to
limit enrolment of undergraduate international students to 10%."
Senate was provided with brief background information with respect to
motion #1 and motion #2. In response to a request for clarification, Senate was
advised that the 10% limit, in both motions, applied to the number of declared
majors in a program.

that the restriction that enrollment of undergraduate international

Paper S.94-20 - Vectors
Moved by J. Munro, seconded by S. Wade
"that in S.73-125, section c) be revised
from: "That within the total number of contact hours assigned to a
course, and subject to the approval of the departmental
undergraduate curriculum committee, the Chair be permitted
to vary the vector pattern. Such vector patterns to reflect
only the in-class requirements and the calendar description
of the course.
to: That the vector pattern approved by the Senate when a
course is initiated may be changed with the approval of the
Chair and the Faculty. The vector pattern shall reflect the in-
class requirements and the calendar description of the
course. The Faculty decision shall be reported to SCUS for
information."
Brief discussion took place with respect to the meaning, value, and
reasons for vectors. Discussion also ensued with respect to the publication of
. vectors in course timetables, course outlines, and in the University Calendar.
Concerns were expressed about the possible erosion of the present-day tutorial
system, but it was pointed out that this recommendation tightens up the
regulations by requiring departments and schools to bring forward changes in
vector to the Faculty for approval and for report to SCUS so there is in fact more
control over such changes.

Paper S.94-21 - New Course - Department of Mathematics & Statistics

"that Senate approve and recommend approval to the Board of
Governors, as set forth in S.94-21 the proposed new course -
MATH 339-3 Groups and Symmetry."

Senate Membership
Clarification was requested with respect to the recent announcement of
the reduction in Senate membership. Senate was advised that in order to comply
with the provisions of the University Act relating to the ratio of Senate
membership, since the number of named administrators on Senate has been
reduced by two as a result of the restructuring of the senior administration, the
number of positions elected by and from faculty members jointly has to be
decreased by four, and the number of elected student positions has to be
decreased by two.
iii)
Women's Basketball
Senate was advised that the Women's Basketball team play their last
playoff game on February 15th and if successful go on to the NAIA finals in
Jackson, Tennessee. Senate expressed commendation and good wishes for
their success.
iv)
Summer Course Offerings
The importance of publications for upcoming semesters accurately
reflecting Departmental course offerings was stressed. It was noted that
students need to be able to plan their semesters well in advance, especially
during summer semesters when there are generally fewer courses available, and
the importance of departments adhering to their published offerings was pointed
out. It was noted that some departments are not offering a sufficient number of
upper division courses in the summer and it has been difficult for students to plan
their programs.
Senate was advised that each semester the Vice-President, Academic
and the Director of Analytical Studies review course schedules and watch for
unusual patterns to reductions in the number of courses offered at lower and

upper divisions. J. Munro acknowledged the need for the university to do a better
job of planning future course offerings, and Senators were invited to advise him
should they have concerns in this area about particular departments.

Course Outlines
Senate was advised that as of the first day of registration for the Summer
94-2 semester, approximately 80% of upper level course outlines were available.
The importance of having course outlines available well in advance of the start of
registration was stressed, as students needed this information in order to register
in the correct courses, especially in light of the current financial consequences
associated with dropping of courses. L. Wong wished to give special thanks and
recognition to the School of Kinesiology who had their course outlines available
since mid-February.
J. Munro thanked Senator Wong for the information and expressed
opinion that the University should do better than 80% availability and indicated he
would be re-sending his memo on course outlines to the Deans and Chairs.
Senators were invited to advise him should they have specific concerns with
particular departments.

The date of the next regularly scheduled meeting of Senate is Monday, April 11,
1994.
