    Senate was advised that Paper S.94-2b - Undergraduate Curriculum Revisions, School of
    Kinesiology - was being withdrawn from the agenda because
    all
    relevant supporting
    documentation was not included with the material distributed to Senators. Following this
    amendment, the Agenda was approved.

    Senate received information that SCUS, acting under delegated authority of
    Senate, approved change of credit hours and vector for the following courses: MATH
    443,466,470,471.
    c) SENATE COMMITTEE ON ACADEMIC PLANNING

    Paper S.94-6 - Revision of External Review Guidelines
    Moved by J. Munro, seconded by A. Soheili
    "that Senate approve the revised guidelines for external reviews, as
    outlined in S.94-6"
    Senate was advised that the proposed revisions specify procedures more completely and
    respond to problems and shortcomings in the existing language of the review guidelines.
    Senate's attention was drawn to the summary of changes outlined on the first page, and it
    was pointed out that these revisions also specify more clearly the role of students in the
    review process.
    Clarification was requested as to how student participation is expected to occur. Senate
    was advised that the intent was to identify student participation as a desirable component

    of review procedures, particularly the self-study process,and that by not specifying
    particular options within the procedures,
    all
    possibilities will be left open for participation
    to occur.
    In response to questions on time limits, Senate was advised that timely submission of
    reports from review committees has not been a problem and it was felt that it would not
    be desirable to set a specific deadline. With respect to the submission of external review
    reports to Senate, it was noted that the time frame is governed by the six month deadline
    given to units being reviewed to make a response to the report.
    Discussion turned to the role of the internal member on review committees, and it was
    pointed out that althoughthe policy does not directly address this issue, it is assumed that
    the internal member will be treated in the same way as other members of the committee
    in
    all
    aspects of the review process, including the preparation of the report.
    Concern was expressed that the mission statement contained in the introduction of the
    guidelines was somewhat vague and could lead to a misunderstanding of what was
    expected from the review procedure. It was pointed out that individual departmental and
    faculty units see themselves differently and will have different goals and aspirations. In
    order to recognize these differences, units have been requested, as an initial step in the
    self-study process, to provide a mission statement so that reviewers can be directed to
    issues which the units themselves see as being important.
    Opinion was expressed that it was important to choose qualified committee members and
    clarification was requested with respect to the condition set out in number five that both
    genders be represented on the committee. It was explained that this was a statement of
    intent and that this type of language is used in other university policies to reflect the
    commitment to gender equity.

    Paper S.94-7 - Report of the Senate Committee on Instructional Methods and

    Organization - For Information
    The Chair explained that many of the recommendations in the report are currently
    under consideration by SCAP and other appropriate committees, and that the full report
    was being presented to Senate for information at this time.
    In response to an inquiry as to when the report will be presented for discussion, Senate
    was advised that SCAP is expected to complete its consideration of the report within the
    next few months and that various of its recommendation may be brought forward to
    Senate at that time. It was pointed out, however, that not all of the recommendations
    required Senate action and that the intent of bringing the report to Senate at this time was
    to provide Senators with the opportunity to comment on the report as a whole. Senators
    were invited to submit their concerns in writing to the Chair of
    SCAP
    for inclusion in
    SCAP
    deliberations. Opinion was expressed that it would be useful if a general
    discussion of the report took place at Senate prior to
    SCAP's
    consideration in order to
    provide SCAP with some idea of which issues were of specific importance to Senators.
