Health Services
Referring to the inquiry raised at the last meeting, Senate was advised that
the establishment of the student services fee allowed Health Services to escape
the budget cuts that were brought in across the University, and to increase the
budget in order to provide more health education programming to students on
campus and at Harbour Centre, to provide additional funding for counselling, and
to help retain the Student Placement Centre.
ii)
University Planning
As a follow-up to his report at the last meeting, the Chair advised Senate
that the budget modeling exercise is under discussion by PACOPAB and a report
on the result of that exercise soon will be distributed to the University community.
iii)
International Students
Referring to item 5-C-i), Principle C of the Report of the Senate Committee
on International Students, Senate was advised that the Senate Committee on
Academic Planning has requested that the Senate Committee on Enrolment
Management include in its annual recommendation on admission targets for new
students, a recommendation on the maximum percentage of new international
students. It is hoped that the SCEMP recommendations will be considered by
SCAP in February and by Senate at its March meeting.
iv)
SCIMO Report
In response to an inquiry about the SCIMO Report, Senate was advised
that it will be presented to Senate at its January meeting.
4.
REPORT OF THE CHAIR
i)
In Remembrance
Senate observed a moment of silence to commemorate the fourth
anniversary of the events at the University of Montreal and the recent deaths of
two members of the SFU Pipe Band.

ii)
Maclean's Survey
Referring to the survey which ranked Simon Fraser University first among
comprehensive universities, the Chair noted that this was a tribute to, and
reflected positively on faculty, staff, students, Alumni, and friends of the
University and he wished to thank all of those involved in the preparation of the
mater ial.
iii)
Federal Government
The Chair noted that although the Government appeared to have a very
strong public commitment to research and development which could be beneficial
to universities, there is a concern about further reductions in transfer payments
which would have a direct bearing on the fiscal situation for post-secondary
education within the Province.
iv)
Ministry of Skills. Training and Labour
The Chair was pleased to report that he had a formal meeting with the
new Minister, Mr. Dan Miller, and it was his belief that Mr. Miller will be an
energetic Minister on behalf of the universities within the Government. The Chair
reiterated that there is a strong focus within the Provincial Government on skills
and upgrading skills to meet the current needs of the economy and he felt that
universities have to work hard to persuade the Government that they have an
important role to play in this area.

D. Boal, Chair of the Faculty of Science Undergraduate Curriculum Committee
was in attendance to respond to questions.
Reference was made to the new course proposal form for BISC 333 which
indicated an expected enrolment of 30 students. It was noted that BISC 203,
which appeared to be replacing 333, normally had enrolments of approximately
100 students or more, and inquiry was made as to why there was such a
difference in numbers. Senate was provided with some background information
with respect to overall changes in the area of Developmental Biology and it was
noted that should enrolment for BISC 333 be higher than predicted, the course
might be opened to accommodate additional students.

throughout the University community and comments have been received.
However, there was still time for further input should anyone be interested in

e) SENATE COMMITTEE ON AGENDA AND RULES

Referral of proposed policy on Computing charges
Senate was advised that this matter had been referred to SCAR and that
SCAR has asked SCAP to examine the proposal and provide advice on the
specific item in question. The proposal has been suspended pending the report.

ii)
At the time Senate approved recent changes to the registration process
and the introduction of new fees, indications were that the policy with respect to
course outlines was going to be reviewed with a view to providing outlines at an
earlier date and in more detail. Inquiry was made as to the status of that review.
Senate was advised that the Vice-President Academic had written to Chairs and
Deans reminding them of the obligation to provide course outlines in as much
detail as possible well in advance of registration. The Associate Vice-President
Academic has also been asked to look at the grading policy in which the course
outline distribution requirement is housed to consider whether the current
language with respect to course outlines is adequate. In addition, other aspects
of the grading policy will be examined to see if a full revision of the grading policy
is necessary.

INFORMATION
The date of the next regularly scheduled meeting of Senate is Monday, January
10, 1994.
The Assembly recessed briefly at 7:50 p.m. prior to moving into Closed Session.

The Senate agenda contains a substantial amount of material relating to undergraduate
and graduate curriculum revisions. The Senate Committee on Academic Planning
advises Senate that according to the policy direction on library materials for new courses,
that there has been extensive discussion between the Library and the Departments on the
library materials required for each course. With the exception of two new courses in
Gerontology which are dealt with below, there is agreement between the Library and the
Departments on the materials required and the provision of funding or the reallocation
.
of resources to support the required materials. The substantial amount of
correspondence confirming these agreements has been omitted from the documentation
circulated to Senate
In the case of the two courses in Gerontology, SCAP recommends that Senate approve the
courses in Gerontology in principle, but that the courses would not be listed in the
Calendar nor would the courses be offered, until there is agreement between the Library
and the Gerontology Program on the provision of library materials required for the
courses.
