Paper S.93-44 - Library Hours
Referring to the point of order raised at the last meeting concerning the
presentation of Senate Paper S.93-26 to Senate for information, the following
statement
was
read into the Minutes by the Chair:
In reaching my decision, I have considered the University Act
Which states in Part 36 (L) - "The academic governance of the
University is vested in Senate and it has the power to make rules
for the management and conduct of the library." and the terms of
reference of the Senate Library Committee as approved by Senate,
which under Purpose 2, states - "To report to Senate on matters of
policy under discussion by the Committee and to make
recommendations to Senate concerning changes in, and additions
to, existing rules and regulations for the operation of the library".
I also looked into how Senate and the SLC have interpreted those
powers through past practice. That review shows clearly that
Senate has chosen to limit its interest in Library management to the
establishment and maintenance of Library loans policy. All other
administrative matters have been delegated to the Senate Library
Committee, which has reported to Senate on issues similar to the
one in question here. So - while I conclude that there is no
question about the authority of Senate on issues pertaining to the
management and conduct of the Library, I also note that in past
practice Senate has delegated that authority in matters other than
the loans policy, and that the Vice-President, Academic's Report is
consistent with that past practice. Therefore I rule against the point
of order.
However, if Senate wishes to discontinue the past practice of
delegation, it may challenge the chair to make its wishes known.

Opinion was expressed that the subject matter of the paperwas.within the
jurisdiction of Senate and, because of its importance, Senate should have the
opportunity to discuss the issue.
Concern
was expressed about detailed
decisions being made on the floor of Senate, especially after the matter had been
thoroughly discussed and considered in much more detail by a smaller
committee with delegated authority.

Since this
was
his last meeting as Acting President of the University, A. Brown
extended his personal appreciation to all Senators who-have given of their time
with respect to Senate responsibilities. He went on to say that he was confident
that the University will face' its forthcoming challenges in good spirit
, and with
good leadership.

b) SENATE COMMITTEE ON ACADEMIC PLANNING

Paper S.93-39 - Report of the Library Review Implementation Committee
Moved by J. Munro, seconded by S. Wade
"that Senate accept the recommendation of the Library Review
Implementation Committee contained in SCAP 93-22 to amend the
terms of reference of the Senate Library Committee as noted. in
section 10 of SCAP 93-22"
Question was called, and a vote taken.

Senate received, for information, the report of the Library Review Implementation
Committee.

Paper S.93-40 -External Review and Response of the Department of
Psychology - For Information
J. Ogloff, Associate Chair of the Department of Psychology was in attendance in
order to respond to questions.
• Opinion was expressed that, in many. instances, there seem to be few results
from external reviews, and the value of such reviews, especially in times of
budget constraints, was questioned. J. Munro advised that the cost of external
reviews, approximately $4,000 per review, is the responsibility of his office. He
felt such reviews are useful .in that they present departments with a unique
opportunity to think about themselves and to present themselves to peers outside
the university in an organized and objective way. Senate was also advised that
the whole issue, including current procedures for external revieWs; is being
looked at, and it is expected that a paper on this issue will be brought forward this
fall to SCAP, and Senate, if changes are necessary.
Secretary's Note: Subsequent to the meeting of Senate, J. Munro has reported
that the approximate cost of an external review would be $8,000 rather than the
$4,000 reported during the Senate meeting.
Reference was made to the issue of sexual harassment which was mentioned in
the report, and Senate was informed that the Department has taken a number of
steps to address this concern. Existing procedures have been clarified, and new
guidelines have been adopted for relationships between graduate students and
faculty members within the Department. In addition, a series of workshops for
faculty, students, and the department in general have been conducted in

consultation with the Harassment Policy Coordinator. A suggestion was made
that the newly established guidelines be made available to other departments,
and it was ñôtëd'f hat when this issue arises 'Mthin departments; and is responded
to, it would be useful to make such information generally available to
Departmental Chairs and Directors in order to see how this issue is dealt with
department by department.
It was noted that there needs to be a concerted effort to address this issue, and
Senate was advised that this matter will be discussed at the September meeting
of the Senate Committee on Academic Planning.
It was pointed out that the situation in the Department of Psychology had led to a
significant broadening of the Harassment Policy Coordinators influence across
the Faculty, and the university-wide guidelines for supervisor and graduate
student relationships have benefited greatly from the guidelines adopted by the
Department of Psychology.

"that Senate approve and recommend approval to the Board of
Governors, as set forth in 8.93-42, the following
New Course PSYC 999 - PhD Comprehensive Examination"
lnreply to an inquiry as to why this was not-being implemented university-wide,
Senate was advised that because of the wide variety of traditions in different
disciplines, the Senate Graduate Studies Committee did not advocate a
university-wide entry of this type.

Paper S.93-43 - Annual Report - For Information
P. Percival provided Senate with background information with respect to the
covering memo which had been written by the Chair of the Committee at the
committee's request because of their concern aboutthe difficult financial situation
faced by the scholarships, awards and bursaries budget. An updated report with
respect to developments -which have occurred since the memo was written was
also. provided - the outstanding deficit has been fQ
;
rgiven so that in future years
the financial aid budget can begin with a fresh start; extra money has been added
to the budget This year; and the Board of Governors has recently passed a
motion reaffirming their commitment to support scholarships and awards. As a
result, the situation is much better than set out in the covering memo even
though it is still not quite back to the level it was just over a year ago.
Reference was made to a discrepancy in the first table ". 13-R-10 Entrance
Scholarships Number and Type of Scholarships Accepted 1978 to 1992" wherein
it is stated .that for 1990-92 there were 150 awards given to 170 students. It was
suggested that this might refer to the number of awards offered but attempt will
be made to find out the correct information and report back to Senate.
