OF THE MINUTES OF THE OPEN SESSION OF MARCH 1, 1993
The Minutes were approved as distributed.
3.
BUSINESS ARISING FROM THE MINUTES
Senate was informed that information on the 1993/94 operating budget had been
received and that letters in this regard from the Ministry to the Chair of the Board
of Governors and the President had been widely circulated within the university
community. Senators were encouraged to read both letters, copies of which are
available from the President's office upon request.
Senate was reminded that the enrolment targets for 1993/94 approved at the last
meeting were based on an assumption of funding for an additional 150 FTE over
92/93 targets. Senate was advised that funding has been received for 125
additional FTE. The difference of
25
FTE was not considered substantive
enough to warrant adjusting the projected target figures at this time, and will be
taken into consideration when admission targets are next adjusted.
Referring to discussion at the previous meeting about funding for the opening
and operation of new buildings, Senate was advised that although a definitive
amount is not yet known, expectations are that there will be a modest
contribution to the budget for that purpose.

first instance the election for the Vice-Chair will be for term of office from date of
election to May 31, 1994.

Prior to the motion being formally moved, the Senate paper was changed to add

Reference was made to the note about the detailed course proposal for Science
400, and Senate was advised that the relevant documentation was expected to
come forward to Senate for consideration at its May or June meeting. Senate
was advised that the degree to be offered at UCFV is a general B.Sc. program
with a double minor and expectations are that the program will prove to be as
successful and mutually rewarding as the Bachelor of Arts program currently
being offered. Senate was advised that UCFV has been granted a six million
dollar start-up fund over five years to initiate new programs such as this and
Senate was provided with a detailed overview of, their commitment in terms of
funding with respect to library, laboratory and staff resources.

Change to Graduate Regulations 15.4 - Minimum GPA

"Senate approve and recommend approval to the Board of

Governors as set forth in S.93-23, the following change to Graduate
Regulation 1.5.4
frorñ: A graduate student is required to maintain a CGPA of at
• least 3.0. A student failing to maintain a CGPA of 3.0 is
automatically dropped from the program and required to
withdraw from the University unless the Supervisory
Committee or the Chair of the Graduate Program Committee
recommends continuation in the program. Such
recommendation is made to the Graduate Program.
Committee which, if it concurs, sends it to the Faculty

Graduate Studies Committee for approval.

J. Little, Department of History, was in attendance in order to respond to
questions.
In response to a concern about overlap with courses in other departments, it was
pointed out that at both the Faculty of Arts Graduate Studies Committee and at
the Senate Graduate Studies Committee, graduate program Chairs from all
programs are present and concerns in this regard had not been raised.
Concerns were also expressed about the issue of library resources. It was
pointed out that since these are graduate reading: courses which will normally be
offered irregularly on a one-to-one basis, the requirements are not the same as
courses regularly involved in a curriculum offered to larger numbers of students.
It was also noted that most of these courses have sufficient library resources
already and that expectations are additional library resources will be acquired
and phased in as the need arises over the next few years.
Discussion turned to the issue of library resources in general, and inquiry was
made as to who was responsible for determining whether or not resources are
• sufficient. Senate was reminded of the policy approved last January in which
disagreements between departments and the Library are determined either by
the Senate Committee on Undergraduate Studies for undergraduate courses or
the Senate Graduate Studies Committee for graduate courses. It was pointed

out that this particular proposal was en route at that time and therefore had not
benefited from this procedure.,

"that Senate approve and recommend approval to the Board of
Governors, as set forth in S.93-25, that Senate delegate to the
Senate Graduate Studies Committee the authority to grant final
approval to all changes in prerequisites of graduate courses and
changes in course titles and course descriptions of graduate
courses where, in the opinion of the Dean of Graduate Studies,
these represent minor changes in course content, and to report
such actions in summary form to SCAP for information and the
Board of Governors for ratification"
Following brief discussion, a suggestion by J. D'Auria to add the words 'and
Senate' to the motion after the word SCAP was accepted as a friendly
amendment.

6.' OTHER BUSINESS
'In response to

an inquiry about the proposal to change the hours of operation for
the Library and the progress of consultations, between the Library and students
(including the Student Society) in this regard, Senate was advised that the
question is still
under
consideration and consultations are ongoing.
Brief discussion followed with respect to the issue of security and the number of
books which have gone missing from the Library, and the issue of service and
staff accountability within the Library.
