There was no business arising from the Minutes.

REPORT OF THE CHAIR
i)
Senators were reminded about the upcoming Convocation ceremonies on
Thursday, June 6th and Friday, June 7th and acknowledgement was extended to the
medal winners who will be officially recognized at the Ceremonies.
ii)
The Chair reported his pleasure in meeting many of the scholarship recipients who
will be coming to Simon Fraser University in September.
iii)
The Chair indicated his pleasure in attending the first-ever Alumni Appreciation
Night which was organized by the Alumni Association in honor of their volunteers. The
Chair congratulated the Alumni Association for bringing recognition to the University and
for providing assistance for student scholarships from the money which they have raised.
iv)
Congratulations were also extended to the Chancellor, B. Rae, a recent recipient o
the Order of British Columbia; Dr. K. Egan, Faculty of Education, winner of the prestigiou
$150,000 Grawemeyer award in education; Dr. Hilda Ching who received the Woman
OF
Distinction Award for her role and her work in encouraging young women to enter into the
field of Science; and Dr. R. Ward who has been appointed as Vice-President Financial
Services.

The Chair was pleased to report that 6 women were among the 13 new tenure-
track faculty appointments approved at the last meeting of the Board of Governors.

"that Senate approve and recommend approval to the Board of
Governors, as set forth in S.91-30, the proposal for a Non-Credit
Certificate "The Advanced Interpreter Education Program"
W. Liu, Program Director was in attendance as a resource person.
Concern was expressed about the University giving official recognition and providing a
formal certificate to a program which is not accessible to its own students and which is
subject to outside control. In response to a further concern about the quality and
standards of the credit courses offered in the program, Senate was informed that the
responsibility for the academic quality and level of all the courses, credit and non-credit,
rests with the Centre for Canadian Studies.
It was pointed out that there were a large number of students on campus, particularly
graduate students from China in the Faculty of Science, who would be interested and who
would particularly benefit from the course described under the English rubric. Senate
was informed that because the program is currently tailored to individual students it was
not open to the general student population but it is hoped that the program will eventually
be extended to all students and perhaps become part of regular programming at SFU.

Senate Committee on Academic Planning/Senate Graduate Studies Committee

Moved by B. Clayman, seconded by R. Saunders
"that Senate approve, as set forth in S.91-31, the changes to
General Regulations 1.2 and 1.6.4"
Senate was informed that the proposal had originally initiated with the Faculty of
Education as a specific recommendation for their own program but that the Senate
Graduate Studies Committee had broadened it to cover all professional programs.
Concern was expressed that the proposed changes would result in a lack of control and a
lack of continuity. A supervisor from outside is not subject to the same controls and
standards of the University and has not satisfied the same qualifications and criteria
faculty members must satisfy. Students lose the protection afforded by having two faculty
members on the committee in terms of appropriate back-up assistance and supervision.
It was pointed out that professional programs are diverse and have different ways of
supervising and examining their students and because they are largely course based, do
not 'require the same type of supervision as research programs. It was also emphasized
that the proposed change does not remove the requirement that the Senior Supervisor
must be a faculty member.
A suggestion by J. Delgrande to change the second sentence of Regulation 1.6.4 as
follows was accepted as a friendly amendment.
In consultation with the student, the Senior Supervisor shall
recommend the composition of the Supervisory Committee. The

. committee consists of the Senior Supervisor and,
except as noted
below, at least one other faculty member. For degrees designated
by Senate as professional degrees, the other member(s) of the
committee may be other suitably qualified person(s).
Opinion was expressed that Senate lacked adequate documentation to make an informed
decision on this matter.

"that the motion be referred back to the Senate Committee on
Academic Planning for further clarification.

MOTION TO REFER FAILED
In response to a concern expressed that approval of the motion would make it possible for
examining committees to be constituted with a majority of non-faculty members, it was
pointed out that this is now possible under current regulations. It is not common, however,
and it is not expected to be common under the changed regulation. It was also noted that
the regulation was flexible in that individual programs could determine whether or not two
of the members on the committee must be faculty members.
It was pointed out that the Master of Aquaculture should be included on the list of
professional degrees on page 2 of the rationale.

Governors, as set forth in S.91-34, the change in course number
and credit hours from ENGL 099-2 to ENGL 199-3"

Brief discussion took place with respect to the rationale for the proposed change, and
Senate was informed that the change would not be retroactively applied.
