BUSINESS ARISING FROM THE MINUTES
There was no business arising from the Minutes.
4.
REPORT OF THE CHAIR
i)
The Chair was sad to report the death of Dr. Ed Colhoun and, on behalf of the
University, he expressed deep sorrow to his family and appreciation for the
contributions he made as a faculty member of Simon Fraser University.
ii)
On behalf of Senate, the Chair welcomed A. Wotherspoon and extended
congratulations to him on his appointment to Senate by Order-In-Council.
iii)
The Chair reported that the University administration and TSSU had agreed to
seek the assistance of a professional mediator and it was hoped that a decision
could be reached in a fair, equitable and expeditious manner.
iv)
Senate was informed that the Ministry had commissioned a study of the human
resource development needs, including the entire area of job-training and post-
secondary education, within the Province of British Columbia over the next decade.
Universities have been assured that they will be provided with an opportunity to
have representatives participate in this study. The Chair hoped to have further
details with regard to this matter available for Senate in the new year.
v)
The Chair was pleased to report on the success of recent meetings with Alumni
chapters of Simon Fraser University in Toronto, Hong Kong, and Singapore.
vi)
In response to an inquiry about rumours of change to the Government's matching
funds program, the Chair suggested that the rumours are probably based on
speculation caused by the possibility of a recession and therefore a tighter budget
situation. However, he felt that if the Government was forced into cutting back on
funding to the university system, they would probably defer the matching funds
program rather than cancel it because of existing commitments and pledges of
funds from various foundations and organizations which they would want to honor.

Engineering Science and the Department of Mathematics and
Statistics relating to the introduction of some new courses within
the curriculum of the new Ph.D. Program in Engineering Science
be referred to the Senate Graduate Studies Committee"
J. Munro explained that when SCAR reviewed the report in the Minutes from the last

. meeting of Senate, they felt that the original referral of this matter should have been to the
Senate Graduate Studies Committee for consideration rather than to Senate and the
above motion recommends that this take place.

"that Senate approve and recommend approval to the
Board of Governors, as set forth in S.90-54 curriculum
revisions in the Faculty of Applied Sciences as follows:

J. Munro pointed out that the motions from all of the Faculties with regard to
undergraduate curriculum revisions are co-sponsored and recommended by the Senate
• Committee on Undergraduate Studies and the Senate Committee on Academic Planning.
Rather than presenting individual motions for Departments and Schools, the motions are
presented by Faculty with the proposals from each Department and School presented
separately as a), b), c) etc.
In response to a concern regarding the dropping of two theoretical courses - MACM 300
and CMPT 405 in paper S.90-54b, it was pointed out that the courses were being
dropped as required courses for a particular program but would still be offered and
available for students in the program.
Referring to the new course proposal for CMNS 454 in Paper S.90-54a, concern was
raised about examinations taking place in the final weeks of the semester and inquiry was
made about university policy in this regard. It was pointed out that the policy stipulates
that final examinations cannot take place in the last week of classes and that the critical
point with respect to take-home examinations is when they are due back, not when they
are handed out.

The following were in attendance as resource persons - R. Anderson, Director,
Community Economic Development Centre, (S.90-55d); M. Harris, Acting Chair,
Department of English, (S.90-55i); and S. Wendell, Chair, Women's Studies Program
(S.90-55i, S.90-55o)
Discussion turned to Paper S.90-55d, the proposed Post Baccalaureate in Community
Economic Development and concern was raised about the creation of a new program
outside existing departments. A. Brown pointed out that there are a number of precedents
within the University for program initiatives of this kind and advised that they have
precisely the same reporting mechanism within the system as an established department.
Referring to Paper S.90-55o, curriculum changes in Women's Studies, concern was
raised with respect to the credit hour value of WS 300. Discussion centered on the
academic content and grading mechanism for this course and assurances were given that
the format of the course and expectations of students in the course were in line with other
academic disciplines.
Reference was made to Paper S.90-55i, the proposed Joint Major in English and
Women's Studies, and inquiry was raised as to whether or not there was a core area
represented in this proposal. Discussion followed wherein it was pointed out that the one
common area between the two disciplines was the use and the interpretation of literature.
Senate was also informed that the Joint Major had been proposed in response to student
demand and it was felt that there was sufficient relationship between the two disciplines to
justify a joint major program.
In response to a general concern about the financial implications of continually adding
new courses and programs, J. Munro expressed opinion that new courses are the
responsibility of the Department/School and therefore resources at the university level
would not be re-allocated to support them. Decisions to implement new programs have to
be made in the context of other priorities and available resources and this question is
currently being pursued with the Senate Committee on University Budget and the Senate

J. Tuinman explained that recent changes to the provincial curriculum with respect to
teaching French as a second language from grade five onwards, was one of the major
reasons for proposing the joint minor program which would better prepare students for a
teaching career. Brief discussion followed with respect to the justification of having FREN
202 as a prerequisite to EDUC 280..
