APPROVAL OF THE MINUTES OF THE OPEN SESSION OF JUNE 4, 1990
Referring to page 5, Item 5-b), second paragraph, line 6 P. Gray requested that the words
'to'an adequate level' be deleted from the discussion concerning Library resources, and
in the same paragraph, following the word resources in line 10, T. Dobb requested that
the word 'but' be changed to 'and'.
Following these amendments, the Minutes were approved.

BUSINESS ARISING FROM THE MINUTES
Referring to the top of page 5, the Chair reported that the consultation requested by
Senate between the Department of Mathematics and Statistics and Engineering Science
was ongoing and it was hoped that a report would be available for the November
meeting of Senate. Referring to Page 6, the Chair also advised that the report requested
by Senate from the Space Advisory Committee would be presented to the next meeting
of i Senate.

Senators were reminded about the first Fall Convocation scheduled for Friday,

Senate was informed that the President will be presenting a brief to the
Consultation Committee established by the Ministry of Advanced Education to
review post-secondary initiatives in the Fraser Valley. The brief reiterates the
University's position as established by Senate last Spring concerning Simon
Fraser University's possible interest but with the main focus of the brief
favouring a university rather than a university-college structure. Copies of the
brief will be distributed to members of the Senate Committee on Academic
Planning and it is available from the Office of the Secretary of Senate for
interested members of Senate.
iv)
Senate was advised that revised targets for new admissions in the Spring 1991
Semester would be discussed at the next meetings of the Senate Committee on
Enrolment Management and Planning and the Senate Committee on Academic
Planning. The revisions are a response to the enrolment experience in both the
Summer and Fall semesters. If the revised targets receive the approval of both
Committees, the University will proceed with the implementation for the
Spring semester since the revised targets are consistent with the intent of the
yearly target previously approved by Senate. However, revised targets for the
Summer 91 semester will be brought to the November meeting of Senate for
discussion and approval.

P. Gray referred to Senate's previous concerns with respect to the proportions for
different admission categories and questioned why Senate had not received for
discussion and consideration, the report it had requested during the debate at the
February meeting of Senate. The Chair reiterated that a report from SCEMP
would be presented at the November meeting of Senate.

Paper S.90-39 - Elections
Senate was advised that C. Green's name should be deleted from Paper S.90-39
since he was no longer a member of Senate and therefore not eligible to serve on the
various committees. Nominations to fill the vacancies created by the deletion of his
nomination would be brought forward at the next meeting of Senate. In addition,
Senate was informed that C. Green had been the only student member on the Senate
Committee on Honorary Degrees, and since this committee had meetings scheduled
• during the month of October, election to replace him would have to take place prior to
the November meeting of Senate. Therefore, the Chair reported nominations were
open to fill this position and, if election was required, balloting would be conducted by
mail so that a student representative would be in place in time for the October meetings
of the Committee.

Senate Policy Committee on Scholarships, Awards & Bursaries
Paper S.90-40 - Annual Report - For Information
Vern Loewei Director of Financial Aid and Awards was in attendance as a
resource person.
In reply to a concern about the increase to the grade point average for Open
Scholarships, R. Blackman, Chair of the Senate Policy Committee on Scholarships,
Awards & Bursaries advised that although scholarship funding had increased
• substantially, it had not increased sufficiently to deal with the increased number of
eligible students. The difference between GPAs of 3.5 and 3.6 amounted to over a
quarter of a million dollars, which was not available in the current budget.
Replying to an inquiry as to why some awards such as PhD Graduate Fellowships
had increased five percent while others like the C.D. Nelson had increased by 19%, V.
Loewen suggested that it may be because the C.D. Nelson scholarship is an entrance

scholarship and therefore was available to attract better students. However, since the
Dean of Graduate Studies was not available for comment, V. Loewen felt it was unfair
for him to reply on his behalf with regard to the graduate award. It was suggested that
the Dean could comment at the next meeting of Senate.
Reference was made to the fact that students on NSERC and SSHRC Scholarships
receive an additional supplement of $3,000 per year from the Dean of Graduate Studies
Office and inquiry was made as to the source of that funding. The Chair suggested the
matter be taken under advisement and addressed at the next meeting of Senate.
Following this discussion, the Annual Report of the Senate Policy Committee on
Scholarships, Awards & Bursaries was received by Senate.
iii) Senate Committee on Academic Planning
Paper S.90-41 - Revision to Membership - Senate Committee on Academic
Planning

"that Senate approve the change in committee structure
as follows:
Senate Committee on Academic Planning: for Committee
Secretary (non-voting) replace Director of Analytical
Studies by Director of Academic Planning Services.
The Director of Analytical Studies would continue as a
non-voting committee member."
In reply to an inquiry as to whether or not this is a newly created position, the
Chair advised that in a sense the position is new but many of the functions were
previously handled by a variety of other staff members. However because of the
increased activity in the area of academic planning such as external reviews of
departments, the strategic planning initiative of the Ministry of Advanced Education
and the increased level of work in the Senate Committee on Academic Planning, he
felt this position, which essentially assists the Vice-President, Academic in the area of
academic planning, was necessary. Concern was raised about the amount of funds
expended on new positions when there did not appear to be adequate funding for
scholarships. Senate was advised by the Chair that this position along with
approximately 80 other positions across the university were created in the 1990-91
operating budget which was in place when he took office. Brief discussion took place
with regard to these new positions and request was made to have a report presented to
Senate regarding the amount of growth which has taken place in the various
administrative and faculty components over the past ten years. The Chair was
uncertain if it would be possible to cover a ten-year period but indicated he would go
back as far as he could.
It was felt that the wording of the motion was unclear and clarification was4p
requested as to whether the person holding the new position would be a voting or non-
voting member of the committee. The Chair indicated that the intent was that the

Secretary would be a non-voting member and suggested that a dash be inserted
following the words non-voting. Inquiry was also made as to why the Secretary was
not designated as an ex-officio member in the same way that the Chair and Vice-Chair
are designated. The Chair indicated that this change would be made the next time the
committee memberships are revised.

Paper S.90-42 - Revision to Membership - Senate Library Committee

"that on the Senate Library Committee, the Vice-President,
Academic be named as the Chair, ex-officio and that the Vice-
President, Research continue as an ex-officio member of the
Committee"
The Chair explained that when W. Leiss was appointed as Vice-President
Research, the Library and several other units that had been part of the Vice-President
Research and Information Systems portfolio were moved to the portfolio of the Vice-
President, Academic.
It was noted that the Senate Library Committee is required to report annually to
Senate on its activities and inquiry was made as to when Senate could expect such a
report. T. Dobb indicated that a meeting of the Committee was forthcoming and that its
annual report would be presented before the end of the year.

In reply to a concern about giving blanket approval for certain examinations, R.
Saunders pointed out that flexibility was required to allow new courses to come before
departments for vetting of transfer credit. It was pointed out that the motion, without
the amendment, was more or less a general policy statement whereas with the
amendment it becomes a highly specific procedural statement which would not be as
effective.
In reply to a general inquiry about the Advance Placement Program, a brief
explanation of the program and how decisions were made with respect to transfer credit
was provided.
Following this discussion, the formal amendment was withdrawn and the
following revision to the wording was accepted as a friendly amendment:
"that Senate approve, with the recommendation of the
appropriate academic unit using established procedures for
articulation, and subject to a minimum grade of 4 in the
examination, that advanced standing and/or transfer credit for
certain examinations offered through the Advanced Placement
Program be granted"
Brief discussion followed with regard to the security of the examinations and the
number of students and schools involved in the program.

consideration. The Chair advised that while he would attempt to deliver the report as

whom SCEMP reports to Senate. However, he indicated that there would definitely be
a report of some kind from SCEMP/SCAP at the next meeting of Senate but could not
confirm what form the report would take.
