    APPROVAL OF THE AGENDA
    In response to his request that the 1974 external review of the Department of
    English be added to the Agenda, B. Bedford was advised to raise this motion
    under "Notices of Motion". The agenda was approved.
    2.
    APPROVAL OF THE MINUTES OF THE OPEN SESSION OF APRIL 3. 1989
    Objection was raised to the use of 'collaborately on Page 3, Line 6 and request
    made for amendment to 'in collaboration with', following which the Minutes
    were approved.
    3.
    BUSINESS ARISING FROM THE MINUTES
    Reference was made to the External Review Report of the English Department,
    and opinion was expressed that some of the remarks pertaining to the
    expected performance of faculty members might appropriately be considered
    by the University Tenure Committee. Inquiry was made as to whether the
    report could be forwarded to the UTC for general consideration of these
    comments. The Chair indicated that he would take under advisement the
    more general question of whether or not reports of this nature, if deemed
    relevant by the Academic Vice-President, should be forwarded to the UTC.

    REPORTS OF COMMITTEES
    a) SENATE COMMITTEE ON ACADEMIC PLANNING
    i)
    Paper S.89-21 - Annual Report
    The Annual Report of the Senate Committee on Academic Planning was
    received by Senate for information.
    ii)
    Paper S.89-22 - Undergraduate Admission Targets 1989-3
    Moved by R. Saunders, seconded by A. Wotherspoon
    "that Senate approve and recommend approval to the
    Board of Governors, as set out in S.89-22, that a target of
    3,400 new undergraduate admissions be established for
    the Fall Semester 1989-3"

    R. Saunders introduced the paper by explaining that subsequent to Senate
    passing legislation to reduce admissions in the Fall Semester 1989-3 because
    of lack of resources, the University had received increased funding allowing
    the target figure to be changed. He advised Senate that the increased funding
    was directly tied to the Provincial Government's policy on access and that in

    order for the University to acquire this additional funding, the University had
    to commit itself to an additional enrolment of 600 FTEs per year for the next
    six years. In return, full funding of $6,500 per student would be made
    available to the University. The proposed figure of 3,400 would meet the FTE
    target of 600 for the coming academic year.
    Discussion turned to the definition of FTE as it pertained to Simon Fraser
    University. R. Saunders indicated that Simon Fraser University considers an
    FTE as a full time student registered over two semesters and indicated an
    approximate ratio of two to one for campus registrations and four to one for
    Harbour Centre.
    Concerns were expressed about the rapidity with which plans for expansion
    were proceeding and how increased numbers of students could be
    accommodated in view of the current resource and space limitations. Opinion
    was expressed that it would be more feasible to improve facilities and
    increase staff before such expansion took place. R. Saunders responded that
    investigation is underway with regard to the offering of third and fourth year
    courses, on stipend, in Fall 1989-3 in existing institutions such as Fraser
    Valley College and Kwantlen College. This would account for approximately
    • 100 FTEs; Harbour Centre would account for about 100 FTEs, DISC
    approximately 50 FTEs; and together with the fifteen percent increase in
    Summer registrations, this would bring the total very close to the target
    figure.
    Inquiry was made as to the planning and decision-making process involved in
    the offering of courses at other sites this Fall. Senate was informed that this
    was a temporary measure and that details had not yet been worked out but
    policy decisions would follow the normal process.
    The Chair advised Senate that a more permanent presence was envisioned in
    the long term for the Fraser Valley area which would hopefully accommodate
    about 2,500 FTEs, leaving approximately 1200 FTEs for campus growth over
    the next six years. However, it was noted that the possibility of a Simon
    Fraser campus in the Fraser Valley area was currently under investigation.
    Referring to the concerns expressed about the shortage of space in relation to
    increased enrolments, R. Saunders advised that the nine new classrooms
    available this fall will allOw accommodation of the expected increase of 200-
    300 FTEs and that the construction of the IMMB building in approximately
    two years will add additional classroom space sufficient to accommodate
    approximately 750 new FTEs.
    • The Chair felt there were several advantages to growing at the level and
    speed resulting from the access funding.

    Senate was reminded that Simon Fraser University had admitted as many
    students as it could over past years in the belief that it would eventually
    benefit under the old formula funding, but past data indicates funding per
    student has in fact decreased over that period. Once again Simon Fraser
    University is being asked to increase its student numbers without any
    recognition from Government for its past efforts in this regard. The Chair
    informed Senate the Government had indeed recognized that Simon Fraser
    University had taken in more growth over the past years by increasing the
    amount of funding per FTE student from a lesser amount originally proposed.

    NOTICES OF MOTION
    A request by B. Bedford for copies of the 1974 external review report of the
    English Department was ruled to be a request for information rather than a
    notice of motion. Since earlier review reports were not automatically
    forwarded to Senate, the Chair indicated that he would determine the status
    of the report and would report back to Senate. It was suggested that copies
    of past review reports could probably be found in the University Archives.

    INFORMATION
    The date of next regularly scheduled meeting of Senate is Monday, June 5,
    1989.
    The Assembly moved directly into Closed Session at 5:00 p.m.
