The Chair explained that since the documentation for Senate had not been
distributed within the normal time constraints allowed under the Rules of Senate, a
motion to suspend the Rules in this regard was in order. 2/3 majority affirmative
vote would be required for this motion to pass.

3 BUSINESS
Enrolment
ARISING FROM THE MINUTES

R. Heath reminded Senators of the limitation of 3,000 new admissions
approved by Senate at the June 1988 meeting and reported that
approximately 2,900 new students have been registered towards that target
with a breakdown of the various categories as follows: B.C. Grade 12 - target
set at 1,200 with 1,232 registered; B.C. College and University Transfer -
target set at 1,050 with 1,000 registered; Mature and others - target set at
533 with
515
registered. In reply to an inquiry as to how many students
were turned away, R. Heath reported there were a total of 793 not admissible
with the breakdown as follows: B.C. Grade 12 -
475
students between
2.5
and
2.75;
B.C. College - 209 students between 2.0 and
2.25;
38 university transfer
students below
2.5; 55
non-BC high school students; and 14 students from
technical programs. R. Heath also reported that head count enrolment is
approximately
12,750,
including DISC and PEP enrolments, which represents
about a 3% increase; the full-time equivalent figure was not yet available but
a slight increase in this figure was also expected. Brief discussion followed
with regard to public reaction to the limitations and the effect increased
enrolment has had on the campus to accommodate students.
4. REPORT OF THE CHAIR

Parking
The Chair was pleased to report that 700 new parking spots currently
under construction should be available by November. He also fully

supported the Student Society's efforts in attempting to obtain better
• support from public transit, and advised Senators that the Executive
Director of Administration has been asked to look into ways of
eliminating the long lineups experienced in the past with regard to
obtaining parking.

Bridge to the Future Campaign
The Chair reported that the campaign has received about the sixteen
million dollars out of the total
32 million dollar objective and was
particularly pleased to inform Senators of the recent gift of the new Lt.
Governor Dr. David Lam who has pledged one million dollars, half of
which will be designated for the Library.
iii) Research Funding
a)
The Chair reported that external research funding to the
University from all sources, particularly the granting agencies, had
increased in all categories by approximately
25%.
b)
Referring to a federal initiative "Network of Centres of Excellence",
the Chair informed Senate that initiatives funded will be
networked so that several universities from different parts of the
country will, be able to collaborate in areas of high quality
. research. Simon Fraser University has put forward five very
major initiatives - Aquaculture, Electronic Materials, Chemical
Ecology, Management Ecology, and Intelligent Information
Systems - which will be peer evaluated by an international jury.
The final results will not be known until next Spring; the Chair
indicated he would keep Senate posted as information is known.

Student Scholarships
Senate was informed that there has been a dramatic growth in the
number of entrance scholarships with a corresponding increase in the
number of applicants, the regions from which they were applying, and
in the number accepting the scholarship offers. The total number of
applications for Entrance Scholarships has increased from
525
to 800
and the number of schools represented around the province has
increased from 68 to 114.
B. Clayman, Dean of Graduate Studies, was pleased to point out that the
number of SFU students at the graduate level who have won national
scholarships is also at an all time high.

v)
WordStation
The Chair reported that a new WordStation consisting of some 150
microcomputers (half IBM and half Apple) will be located in the Library
and will be available in the near future for use by students, staff and
faculty who need word processing services.
vi)
Road Rehabilitation
In response to concerns about the expenditure of funds on road repair
at a time when academic services are so badly strained, the Chair
advised that the funds being used on road rehabilitation were capital
monies granted to the University that otherwise would not have been
available and can not be used for any other purpose. The Chair
explained that that due to inadequate drainage the road itself was
sinking and there was a very high personal risk to commuters using
that road. Since taking office as President he has campaigned for
funding from the Department of Highways to rectify the situation and
was pleased to report that this year he had finally been successful in
obtaining the funds needed to carry out this project.
vii)
Selling and Leasing Back University Assets
In reply to an inquiry for an update of the University's position in this
regard, the Chair advised that SFU is currently not actively looking into
the sale and lease back of any of its assets.
