1. APPROVAL OF THE AGENDA
Following the withdrawal of Item 6 "Correspondence re Action of Queen's
University re Federal Government's Surtax on Imported Books, the Agenda was
approved as distributed.
2. APPROVAL OF THE MINUTES OF THE OPEN SESSION OF FEBRUARY 2.1987
The Minutes were approved as distributed.

4. REPORT OF THE CHAIRMAN
a)
The Chairman reported that the Universities Council of B.C. had been
dissolved and replaced by an Advisory Council made up of the three University
Presidents (or designates), a representative of the Open Learning Institute, a
representative of the Colleges and four government appointees appointed by Order-
In-Council. Brief discussion followed.
b)
Senate was informed that the Board of Governors, at its last meeting,
approved changes in tuition fees at the graduate and undergraduate level.

b) SENATE GRADUATE STUDIES COMMITTEE
Paper S.87-3 - Annual Report
Referring to Point

on the covering memo of the Report, S. Verdun-Jones
expressed concern that the sub-committee of the SGSC set up to investigate
instituting a policy concerning conflict of interest between Supervisor, or other
committee members and the student had been abandoned due to lack of interest.
B. Clayman advised that the Committee was active and was in the, process of
receiving specific policy suggestions which would be considered at a future meeting
of the Senate Graduate Studies Committee.
E. Almassy pointed out that statistics regarding the Sociology/Anthropology
Department had been omitted in Table II and expressed concerns about the
statement of the Dean of Graduate Studies that degree completions were taking
excessive amounts of time. B. Clayman apologized for the clerical error in Table II
and expressed opinion that the University regulation setting a five year limit for
• degree completion should not be taken as the norm as he felt a Master's degree
should be completed in a much shorter time. He pointed out, however, there were
no plans to change University regulations in this regard.

c) SENATE UNDERGRADUATE ADMISSIONS BOARD
Paper S.87-4 - Advanced Placement Programs
Moved by R. Saunders, seconded by R. Marx
"That Senate approve the granting of transfer credit
and/or advanced standing for examinations passed
with a grade of 4 or higher in the specified
disciplines of the Advanced Placement Program as
given in
S.87-4 and that this policy be effective
immediately on a 3-year trial basis, subject to a
review by S.U.A.B. in 1988"
N. Heath, Director of Admissions, joined the Assembly and responded to a few
brief questions concerning the administration of the proposal.
Question was called, and a vote taken.

6. OTHER BUSINES
In
reply to an inquiry from H. Weinberg as to the University's position with
regard to the reproduction of scholarly material for instructional distribution, G.
Ivany advised that T. Calvert was in the process of evolving a policy in this regard
and that input is being received and a draft policy is under consideration.
7. NOTICE OF MOTION
The following notices of motion were presented by S. Pattison:
1.
"That an appropriate committee of Senate be asked
to develop a policy for the 'new' telephone system
regarding the supply of reasonable telephone
service to the offices of SFU graduate students"
2.
"That Senate conduct a day-long annual 'Senate
weekend' meeting to receive and discuss among
other things major committee reports, conduct
policy analysis, and receive an annual report from
the President"
8. INFORMATION
The date of the next regular meeting of Senate is scheduled for Monday, April
6, 1987. ?
