    Report of the Chairman
    a)
    The Chairman introduced Mr. Dean Goard, Executive Director of
    Universities who was in attendance as an observer and welcomed him to Senate.
    b)
    The
    following letter,
    received
    from David W.
    Strangway, President of
    the University of British
    Columbia,
    was read by
    the Chairman into the record:
    "The
    coach
    of the
    UBC Football
    Team
    has been
    reported
    in the
    press
    as making
    disparaging remarks
    about academic standards
    at SFU.
    Needless to say, I do not
    accept
    that there is
    any validity to these
    remarks.
    I think they are an example of
    one
    of those lapses
    that can occur when
    speaking to the media.
    Nonetheless, the
    remarks ought not to
    have been made, and
    I offer
    the apologies of UBC to SFU."
    c)
    The Chairman reported that the Presidents of the three Universities
    together with the Chairman of the Universities Council, had met with the new
    Minister in charge of Universities, Stanley Hagen, Minister of Continuing Education
    and Job Training. It had been an introductory meeting with no formal agenda in
    which general issues of concern, particularly in the area of funding and student aid,
    were drawn to his attention. Concerns were also expressed over the new portfolio
    which has a large number of responsibilities including the apprenticeship programs
    and request was made for the Government to reconsider changing the title to
    reflect 'higher education' in some way. He felt the meeting had been positive and
    that the new Minister was genuinely concerned and responsive to issues presented
    to him. The Chairman went on to report that he was scheduled to meet with the
    new Deputy Minister of Continuing Education and Job Training, Isabel Kelly early
    next week.

    K. Rieckhoff expressed concern about the fact that students were allowed to apply
    some of their

    credit hours for make-up work and he hoped this was not a
    widespread practice within the University. J. Dickinson responded by pointing out

    the background of students entering graduate work in Kinesiology was not as
    homogeneous as students in other disciplines where they arrive for graduate work
    having completed an honors program within the discipline, and therefore very
    frequently require some background training.

    invited to join and participate in a special session of
    Senate at least once annually"

    In the brief discussion that followed, there appeared to be a positive feeling
    to the general suggestion that the Board and Senate meet to discuss mutual areas of
    concern, but it was pointed out that it would be ultravires for a joint meeting of
    these bodies to take place at a formal business meeting. Discussion ensued in
    which a variety of opinions were expressed as to how such a meeting could be
    achieved.
    Moved by G. Ivany, seconded by S. Pattison,
    "That the motion be referred to the Senate
    Committee on Agenda and Rules for report back to
    Senate with a possible format for a dialogue to take
    place between the two bodies"
    Question was called on the motion to refer,
    and a vote taken.

    b)
    H. Weinberg inquired as to the status of his request from the last meeting for
    SCUS to look at the issue of vector assignment. The Chairman of SCUS, R. Saunders,
    replied that SCUS had not met since the last meeting of Senate and that the issue
    would be presented to a subsequent meeting.
    c)
    Following a brief discussion which resulted from an inquiry about whether or
    not the University had a policy with regard to internships and practicums where
    students have paid a fee and were required to study off campus, it was noted that
    'policies' varied from Faculty to Faculty, even Department by Department, but that
    all such programs were presented to, and approved by Senate prior to
    implementation.

    The date of the next regular meeting of Senate is scheduled for Monday,
