informed that another call for nominations would be issued to try to fill the
remaining student position from the Faculty of Science in time for the December
meeting of Senate.

At the request of the Chair, agenda item 5-(iii)-(c)-(1)-Motion #1, 'Certificate
Program in Computer Literacy' was withdrawn, following which the Agenda was
approved.

Paper S.86-46 - Changes to the Graduate Student Financial Support Program
The Chairman reported that he had received a request from the Student
Society of Simon Fraser University along with a separate cable from the Canadian
Federation of Students that Senate reconsider the changes to the Graduate Student
Financial Support Program approved at the last meeting.
Speaking on behalf of E. Almassy, R. Rainey advised that an ad hoc committee
of graduate students had been established since the last meeting in order to deal
specifically with this issue and conveyed their request that a one month
moratorium be placed on the implementation of the program so that a full
consultative process could take place.
The Chairman informed that the only avenue open to Senate was a motion to
reconsider which would have to be made at this point of the agenda by a Senator
who supported the original motion.

Brief discussion took place with respect to the procedural issues involved
with a motion to reconsider and its subsequent consequences.

would be tabled to the next meeting in order to allow an opportunity for further
input.
Speaking on behalf of the graduate students, R. Rainey informed Senate that
they did not wish to comment on the validity and worth of the program itself but
rather, expressed their concerns that the consultative process had largely excluded
them and they felt they should have a chance to discuss the proposed changes,
particularly since these changes had such broad repercussions on their finances.
K. Rieckhoff pointed out that the exact same concerns and issues were
addressed at length at the last meeting and since no substantive new evidence had
been presented to Senate, he felt reconsideration was inappropriate. Brief
discussion followed.

The Chairman reported that the Senate Committee on Agenda and Rules had
considered the inquiry made at the previous meeting as to why electioneering by
candidates was not allowed.

present their platform or biography in writing (limited to one page) which would
then be circulated to Senate.

Senate was reminded by R. Brown that the Department of Communications was
moved to the Faculty of Applied Sciences on the understanding that they would
revise their curriculum to reflect a new orientation towards communications as a
science medium. He noted that the documentation before Senate states that the
proposals reflect no significant change in the direction, scope or orientation of the
Department. Senate has requested that a review of the Department take place two
years after moving into the Faculty of Applied Sciences to assess if the Department
was moving towards that orientation, and he hoped that the Department would be
able to live up to its commitment to Senate and the University.
L. Salter responded that the concerns of Senate will be answered at the time of
review and pointed out that two of the three components in the curriculum of the
Department deal directly with technology and therefore the Department is rightly
placed in Applied Sciences.

that students will be placed in a job and concerns were expressed that this implied
a commitment on the part of the university which could have legal ramifications
should this condition not be met. It was suggested that the wording be checked

circumstances and pointed out the program has operated in this way in the past
and the only change proposed is the increase to the semesters of work.

The question of overlap between KIN. 203 and courses in Computing Science was
raised and concerns were expressed about the general increase of computer related
courses in various disciplines. R. Saunders responded that SCUS had considered the
question of overlap and indications were that Computing Science had no concerns
with overlap. He pointed out that there are insufficient resources for Computing
Science to expand their elementary computer courses and therefore offering
courses with specific computer applications within disciplines will help to alleviate
the problem by allowing students to become computer literate while learning
specific skills within their areas of interest. N. Swartz suggested that the issue of
whether or not these courses should be allowed to develop piecemeal within
various disciplines or whether there should be some kind of planning across the
curriculum for the gradual implementation of these kinds of courses, should be
addressed. R. Saunders informed that there are currently. two University
committees on, computing; the Policy Committee which has already adopted in
principle approval for the development of in-house . departmental computerized
laboratories, and a Committee on Instructional Computing which he Chairs. He
indicated the matter would be taken under advisement.
In response to questions concerning the equipment resources needed to mount KIN.
203, J. Dickinson advised that adequate funds had been allocated to Kinesiology for
the development of a computer instruction labooratory.

K. Rieckhoff expressed concern that the proposal did not ensure any breadth at all
since it was possible for a student to do all the requirements within the social
sciences.
R. Brown pointed out that the new requirements require students to take courses
from at least five programs or departments outside their major which he felt
ensured students a reasonable amount of breadth. He also reminded Senate that
the Faculty of Arts had an extremely complex curriculum, and that the current
group requirements were not feasible. The proposal simplified the breadth
requirements and made them much easier to administer.
Brief discussion followed as to why the Certificate of Liberal Arts was not a
mandatory part of the breadth requirements.

costs would be covered by funds allocated to Physics for the development of
computerized laboratories.

S. Pattison felt that. one hour credit allocation for the seminar courses was
insufficient in view of the student's investment in terms of time and costs. R.
Mathewes pointed out that
,
the costs would be minimal since the field trips would
be to local areas of interest and it was quite common to ask students to contribute
towards these expenses.
D. Goodman expressed concern that the new courses proposed at the 400-level had
no prerequisites and were restricted to students enrolled in the quaternary studies
program. R. Mathewes noted that to run the program effectively, size becomes a
limiting factor but if space was available he could see no reason why special
arrangements could not be made to include interested students. D. Goodman
expressed opinion that the new registration priority system would handle such
cases and therefore it was not necessary for the restriction to appear in the
Calendar. Referring to the question
about prerequisites, R. Mathewes indicated
that due to its
highly interdisciplinary nature, the program would draw students
from different backgrounds and each case would have to be considered
individually; thus the notation as a prerequisite 'permission of the program
advisor'.

Paper S.86-78 - Notice of Motion - Senate. October 6. 1986
Moved by H. Weinberg, seconded by K. Rieckhoff,
"That Senate consider as policy the position that there
can be no two successive, cancellations of Senate's
monthly meetings"
K. Rieckhoff pointed out that the advisory function of Senate had diminshed and
that it would be very useful to administrators and decision-making bodies to have
Senate's opinions on issues of general concern which do not necessarily require
Senate's participation.
Referring to the large number of curriculum' matters on the agenda, S. Verdun-
Jones expressed opinon that individual items could not receive proper consideration
and felt that the items should be distributed more evenly into several meetings of
Senate. G. Ivany stressed the importance of curriculum changes being made in a
timely fashion at an appropriate point in the year relative to resource allocation,

registration and Calendar distribution and he was opposed to changes being made
any time all through the year. He informed Senate of his intent to revise the
academic planning process relative to SCUS and SCAP and hoped to bring a
recommendation to Senate at a future meeting.
W. Cleveland pointed out that meetings over the summer when many people are
dispersed, especially students, will lead to problems such as that encountered with
respect to the graduate students and the changes to the graduate financial support
system. It was noted that Senators were free at any time to place an issue before
Senate for discussion and opinion was expressed that decision to determine
whether or not a meeting was justified should be left with the Chairman of Senate
and SCAR.
The Chairman reminded Senators that because the motion had the effect of
changing the Rules of Senate an affirmative vote by two-thirds of the voting
members present was required to carry the motion.

a)
H. Weinberg expressed concerns about the considerable variation which exists
from department to department with respect to the way in which credit hours are
related to vector designation. If there was no formal policy, he felt the university
should establish general regulations or guidelines and requested that SCUS take this
issue under consideration and report back to Senate.
b)
S. Pattison complained about receiving notice of . meetings and meeting
material on short notice and, in some cases, after the meeting has taken place. He
inquired about the possibility of announcing scheduled committee meetings at the
regular sessions, of Senate. The Chairman suggested this matter be taken under
advisement by SCAR for report back to Senate.
