b) Senate was informed that the Scholarship Committee had just completed deliberations
with regard to choosing the nominees for university scholarships such as the Simon Fraser and
Presidents Entrance Scholarships and the Shrum Scholarship. It had been decided to get in
touch personally with these students as quickly as possible to advise them that they
had
won
and the Chairman expressed his hope that this personal touch would be valued by the students
and would encourage them to attend Simon Fraser.
The Chairman reported that a ceremony had been held in the home of John Bene on
4
0arch 27, 1986 at which he was awarded the honorary degree, Doctor of Laws, Honoris Causa.
He regretted to report that Dr. Bene has since passed away, and thanked Senate for having
granted permission to confer the degree at that time.
d) The Chairman reported that even though public announcements with regard to overall
funding for education have been announced, the actual budget is not yet known and until the
distribution of the operating grant to the three universities, as well as the distribution of
resources through the Centres for Excellence fund are known, it is not possible to plan the
budget or meet with any employee groups to discuss salary and benefit issues. With regard to
the Centres for Excellence fund, Senate was informed that the funds are, in a sense, competitive
and although the Universities Council will offer advice, the Cabinet itself will make the final.
decision. He went on to say that as soon as the guidelines for the fund were made known, the
three university Presidents met and agreed to submit to the Government a common top priority
across universities for these funds which was not for new items but for resources to sustain
current activities at a reasonable level. In addition, each of the universities have submitted a
number of individual programs. The list for Simon Fraser includes both initiatives already
approved by Senate and others that, if approved for funding, would require Senate approval,
the latter submitted on the understanding that funding would be conditional on that approval.
