a)
The Chairman reported that this major, ongoing fundraising effort has been well
received with approximately 75 members. He explained that the association, which people
may join who give $1,000 a year or $5,000 for a life membership, provides the President
with discretionary funds for the enhancement of endeavours which come forward through
the Deans and Vice-Presidents.
b)
Senate was advised by the Chairman through a letter he had received from C. Jones,
Chairman of the Chemistry Department, that SFU ranks first in Canada, and fourth overall in
North America, in the performance of its students on the MCAT, the examination which
students must take to enter a medical school. Many of these students take their training in
Biochemistry and acknowledgement for this success was extended to the Departments of
Chemistry and Biology. Statistics for the actual Canadian rankings are available on request
from the Secretary of Senate.
c)
The Chairman reported that five-year plans for NSERC and SSHRC, which are critical to
academic life in Canada, are currently under consideration by the Federal Government and a
Cabinet decision is expected to be made within the next month. Senators and faculty
colleagues were urged to write to anyone at the Federal level, particularly in the current
Government, in support of these two granting agencies as the level of funds for the next five
years will be based on the forthcoming decision.
d)
In response to an inquiry, the Chairman advised that he had no definite information
wi.ii regard to the recent announcement concerning the possible creation of a new institute
to handle computing science but it was his feeling that if the Ministry was assured of major
funding through URDA and industry for enhancement in this very high pressure area in
terems of equipment and students, he would have no objection as long as it was not a
degree-granting institute competing with the Universities for Ministry funds.

K. Riecklioff expressed concern over the fact that seven new courses were being added
while only three were being deleted and questioned the statement that additional
resources were not necessary. He also noted that the addition of CRIM 490 to the Honors
thesis increased the total Honors thesis to 13 units which he felt was somewhat heavy. In
response, S. Verdun-Jones explained that Criminology now requires their Honors students
to take a five-credit Directed Studies Course so in fact there is no increase in workload,
- just a shift from a directed studies course to a formal honors thesis course. He also
pointed out that the new courses represent a collaspe of three courses into two and that
other upper division seminars would be offered less often. This would make a greater
degree of variety to faculty and students while not increasing the total number of upper
level offerings.

B. Archer pointed out that at its next meeting, SCAP would be considering a new program
on Cognitive Science which included the question of whether or not the course - PSYC 460
- Social Psychology, would be deleted from with the program and he questioned the
wisdom of deletion of the course by Senate prior to the decision of SCAP on the new
program. An inquiry was made as to how the proposed split of PSYC 460 into 461 and
462 would affect the paper before SCAP. Brief discussion ensued following which the
motion was withdrawn on the understanding that paper S.85-40 would be brought
forward at a subsequent meeting of Senate, pending the approval of the Cognitive Science
Program.

"That Senate approve the changes to the English language
requirements for non-native speakers who are applying for
admission to undergraduate programs of the University, as
given in SUAB 148
N. Heath, Director of Admissions, joined the meeting to answer questions and provide
further information.
G. Ivany pointed out that experience had shown that some minimum competence in
English was required to handle university level instruction in English and the proposed
motion addressed the appropriate and equitable means of assessing that competence. He
reminded Senate that the earlier proposal had been referred back to SUAB to obtain legal
opinion and the motion under discussion resulted from that equiry.
Referring to the guidelines outlined on page 3 of the SUAB document which will be use to
assess an applicants facility in the English language, N. Heath briefly provided further
details as to interpretation, how they will be applied, and what procedures will be used
to communicate this information to students. Concerns were expressed that there were
no exemptions, i.e. French immersion students, built into the proposal and that there was
no specific guideline for appeal. N. Heath explained that students had the option to
appeal to the Senate Appeals Board. In response to a suggestion that all students should
be allowed to register regardless of their competence in the language, it was pointed out
that since their chances of success would be doubtful, it was unfair to the student and a
waste of time and resources for both the student and the University. In response to an
opinion that a general University test be imposed for all students, G. Ivany noted the
difference between testing approximately 300-400 students as opposed to 11,000.
