    1. APPROVAL OF THE AGENDA
    The Chairman requested that item #5-iv-i, International Students, be
    deleted from the Agenda since it was still under consideration by the Senate
    Committee on Academic Planning. Following this deletion, the Agenda was
    approved.
    2. APPROVAL OF THE MINUTES
    Referring to Item #3 on page 2, K. Okuda wished to amend the Minutes to
    include his earlier comment. "that when matters of this nature arise in the
    future Chairmen of the departments concerned be so informed." Following this
    amendment, the Minutes were approved.
    3. BUSINESS ARISING FROM THE MINUTES
    There was no business arising.
    4. REPORT OF THE CHAIRMAN
    a)
    At the request of the Chair, the Secretary reported that preliminary figures
    indicated an undergraduate head count increase of 3-3.5%. Because of the
    tightening up of the continuance policy which came into effect this Fall for
    the first time, the FTE figure was more difficult to obtain and was not
    available at the present time. It was estimated that registration figures
    for graduate level enrolment would be similiar to those of last year.
    b)
    The Chairman reported that he was not able at this time to publicly
    announce ?
    the honorary degree recipients for this Spring's Convocation
    because he had not yet received confirmation in writing from one of the
    candidates but had verbal confirmation.
    c)
    Senators were reminded of the second annual Awards Ceremony honoring both
    faculty and student recipients of academic awards from SFU which will take
    place on January 31, 1984.
    d)
    The Chairman congratulated the recent recipients of Athletic Awards in
    wrestling, football and volleyball.
    e)
    The Chairman reported that he had met with senior officials of the Donner
    Foundation and tried to present the difficulties which B.C. universities
    are currently facing in the hope that the Foundation would be supportive
    of future applications from SFU. He felt the meeting had been useful and
    he had received some ideas of how Simon Fraser University could receive
    continued support from the Foundation,which he had passed along to the
    Vice-President, Development and the Deans.
    f)
    The Chairman reported that the three University Presidents and the three
    Chairmen of the Board had attended a special meeting with the Premier and
    his associates in which the universities were given opportunity to directly
    present their concerns about the difficulties and impact a
    six
    percent
    deficit would have on the institutions. Although the meeting had been useful,
    there were no indications that the 1984-85 grant would be significantly
    different from earlier expectations.
    5. REPORTS OF COMMITTEES
    i) Senate Committee on Undergraduate Studies

    the proposed
    New course ENGL 099-2 - University Writing,
    including change in group requirements (the
    course does not fulfill Group A requirements
    in the Faculty of Arts)."

    Zaslove was in attendance in support of the proposal but was not
    called upon to provide additional information.
    K. Rieckhoff expressed surprise that the English Department was now able,
    at no cost in additional resources, to offer a course of this nature when
    previous presentations had indicated this was not practicable.
    A brief discussion ensued with respect to the relationship between
    ENGL 09.9 and ENGL 010.
    Question was called, and a vote taken.

    Acting under delegated authority at its meeting of December 13, 1983
    the Senate Committee on Undergraduate Studies approved changes as follows:
    Change of title and description ENGL 204-3 (as shown in S.84-1)
    b) Paper S.84-2 - Geography
    Moved by J. Munro, seconded by A. Wotherspoon,
    "That Senate approve and recommend approval to the
    Board of Governors, as set forth in S.84-2, the
    proposed
    Change in honours program admission requirements
    in Geography"
    Concerns were expressed about the lack of details and rationale in the
    proposal regarding the need for and consequence of such a change and a brief
    discussion in this regard took place.
    Suggested by A. Wotherspoon and accepted as a friendly amendment, the
    word 'normally' was inserted in the last sentence of the proposed Calendar
    entry as follows: 'Application must be made in writing to the Undergraduate
    Studies Committee after the completion of 60 credit hours and normally
    before reaching 106 credit hours.'
    Moved by K. Rieckhoff, seconded by E. Banister,
    "That the motion be referred for further clarification"
    Question was called on the motion to refer,
    and a vote taken.

    Acting under delegated authority at its meeting of December 13, 1983
    the Senate Committee on Undergraduate Studies approved the proposed
    Change of prerequisite GEOG 499-15 - Directed Readings/Field Study
    FROM: 75 credit hours including 30 hours of courses in Geography,
    consent of supervisor.

    CR111 419-3 - Native North Americans: Crime,
    Deviance and Criminal Justice"
    K. Rieckhoff expressed opposition to the introduction of new courses
    if such offerings resulted in reduction of current course offerings in the
    curriculum, thus making it increasingly difficult for students to make a
    reasonable selection of courses.
    Referring to the Calendar description for CR111 310, N. Swartz felt that
    the first sentence required clarification and the Chairman suggested that the
    Secretary of Senate, in consultation with the Dean, will determine if
    editorial changes are desired.
    Brief discussion followed.

    Senate Undergraduate Admissions Board
    a) Paper S.84-7 - Early Admission
    Moved by J. Munro, seconded by K. Rieckhoff,
    "That the Early Admission be deleted from the Calendar
    as a special category of admission with effect from
    January 1985"
    N. Heath, Director of Admissions, was in attendance in support of the
    proposal but was not called upon to provide additional information.
    Question was called, and a vote taken.

    .bl Paper s.84-8 - Admission from B.C. Independent Schools
    Moved by J. Munro, seconded by K. Rieckhoff,
    "That, provided that the B.C. Ministry of Education makes
    its examinations available, applicants from Group 1 and
    non-funded independent secondary schools in British Columbia
    be expected to sit examinations in those Grade 12 courses
    used to fulfill University entrance requirements, including
    secondary school graduation. These examination results
    would be counted in the final grades to the same extent as
    if the applicant were attending a public secondary school.
    That this change be effective for courses completed in
    Summer 1984 or at such time as the examinations become avail-
    able to students of B.C. independent secondary schools."

    Senate Committee on Agenda and Rules
    a), Paper S.84-9 - Proposed Disclaimer Statements in Calendar
    Moved by J. Munro, seconded by M. Overholt,
    "That Senate approve and recommend approval to the Board
    of Governors inclusion in the University calendar of the
    following disclaimer statements:
    1. Changes and Corrections
    This calendar is printed to provide students and others
    interested in Simon Fraser with information about Simon
    Fraser University. The University considers this calendar
    to be accurate as of the time of its printing. In the
    event of errors in the calendars. the actual courses,
    curricula, policies, procedures and regulations and require-
    ments in effect will prevail over the provisions printed in
    the calendar. In addition, the policies, procedures,
    programs, regulations and requirements are constantly being
    reviewed and revised. Any such revision may be made by
    Simon Fraser University without notice and shall take effect
    at the time of the revision unless a later date is specified
    when the revision is adopted. Simon Fraser University will

    endeavour to give the University community as much notice
    of the revision as it considers the circumstances permit,
    and will endeavour to incorporate the revision in the
    next printing of the Calendar. Revisions include additions,
    cancellations and deletions as well as changes.
    2.
    Revisions of Curricula and Academic Policies
    Simon Fraser University constantly reviews its academic policies,
    programs, courses and curricula and the requirements in connection
    with them. It reserves the right to add to, delete, cancel and
    change any of these effective on the date the decision to do so
    is made or on such later date as specified at the time the decision
    is made. No notice of the decision need be given, but Simon Fraser
    University will endeavour to give the University community as much
    notice of the decision as it considers the circumstances permit
    and will endeavour to have the next printing of its calendar
    reflect the decision.
    3.
    Change of Instructor, Day, Time
    Information concerning the day, time, place and instructor for
    courses is provided each semester in the publication "Pre-
    registration Handbook and Timetable". Simon Fraser University
    reserves the right to make changes in these arrangements without
    notice although the University will endeavour to inform students
    affected by such changes.
    4.
    Class Interruption
    Simon Fraser University makes reasonable efforts to ensure that
    its classes and courses of instruction proceed on a regular basis
    and without interruption. Faculty have certain discretion to
    cancel or change the timetable for their classes; they will
    endeavour to give reasonable notice of any cancellation or change.
    Simon Fraser University will not be responsible for cancellation
    or change of any class. Neither will Simon Fraser University be
    responsible for the interruption or termination of any class or
    course of instruction which results from fire, riot, labour
    disruption or any other event which occurs despite the University's
    efforts, or for failure to give notice of the interruption or
    termination.
    5.
    Enrolment Limitations (as in current Calendar)
    The University reserves the right to limit enrolment when it
    deems the facilities and resources available to it are not
    adequate to provide for additional students."
    Changes suggested by J. Munro to Item #5 were accepted as friendly
    amendments, thus resulting in Item #5 reading. as follows:
    "Simon Fraser University reserves the right to limit enrolment
    generally or in any course, program, department or faculty
    when it deems the facilities and resources available to it are
    not adequate to provide for additional students"
    The Chairman indicated that the purpose of the disclaimer statements
    is to provide a degree of fairness to the reader by making intentions clear
    so that there is not expectation of unstatedguarantees, as well as to
    legally protect the liability of the University. He pointed out that such
    disclaimer statements are characteristic of institutions across the world.

    N. Swartz wished clarification of the intent of
    the paragraph and wondered if it was designed to allow the University not
    to refund fees in the event of its being unable to deliver service.
    J. Munro pointed out that in the past when the
    to deliver instruction it has been the practice to
    this statement was meant to protect the University
    involving suit for damagesand was not intended to
    fee refund. Discussion followed in this regard wi
    being expressed.
