    1. APPROVAL OF THE AGENDA
    The Agenda was approved as distributed.

    THE MINUTES
    The Minutes of the Open Session of June 6, 1983 were amended and approved
    as follows:
    Page 5, Item 5 (.ii) (d) amended to show that the Secretary of
    Senate had agreed to editorialize the Calendar description
    of CMNS 439-4

    There was no business arising from the Minutes.

    REPORT OF THE CHAIRMAN

    University Budget
    The Chairman. reported that the basic grant for the universities was
    expected to be the same as the reduced 82-83 grant.
    ?
    However, the University
    would not
    know
    its exact 83-84 budget until after the Universities Council
    meets.

    Senate Committee on Academic Planning
    a) ?
    Paper S.83-58 - Institute for the Humanities
    Moved by R. Saunders, seconded by W. Cleveland,
    "That Senate approve, and recommend approval to
    the Board of Governors, the establishment of the
    Institute for the Humanities"

    Zaslove and S. Duguid were in attendance as resource persons.
    K.
    Rieckhoff indicated his support for the study of the Humanities but
    expressed concern about the proposed administrative structure of the Institute.
    He questioned the appropriateness of administratively combining the responsibility
    of providing a focus for research and the responsibility for the coordination
    of a teaching program, i.e. the humanitIes Minor Program. He drew Senate's
    attention to Policy AC 35 (Research and Study Groups) stating that he was not
    convinced that it would not be better to establish the Institute under the terms
    of AC 35.
    In response to a question about the method of compensation for the Director,
    J. Munro indicated that since this was not among the positions listed in University
    policy for academic administrators, It would not be a stipended position.

    a} Paper S.83-59 - MRM Curriculum Changes
    Moved by A. Doerr, seconded by S. Verdun-Jones,
    "That Senate approve and recommend approval to the
    Board of Governors, as set forth in S.83-59, the
    proposed changes, including:

    i) a redistribution 'of the total 65 credit
    hours among required and elective courses,
    and
    ii)
    four new course offerings -
    MRM 648-5 - Tourism and Recreation Planning
    MRM 670-5 - Introduction to Forestry
    MEM 671-5 - Forest Ecology
    MRM 672-5 - Silviculture"

    Day was in attendance as a resource person.
    Referring to MEN 648, C. Hoyt wondered whether or not there was any
    university-wide plan for the development of tourism and expressed concern
    about the apparent lack of coordination between departments that may be
    developing courses in this area.
    Concern was also expressed about the Library statement which indicated
    shortages in various holdings and a brief discussion followed in this regard.

    Moved by A. Doerr, seconded by S. Verdun-Jones,
    "That Senate approve and recommend approval to the
    Board of Governors, as set forth in S.83-60, the
    proposed changes, including:

    curriculum revision to the current M.A. Program
    a), Core-Curriculum Format - Academic M.A.
    b) Thesis option, Non-thesis option
    iii, eleven new course offerings -

    The Chairman advised that this paper was considered and approved at the
    July 6, 1983 meeting of the Senate Committee on Academic Planning.

    Rieckhoff felt that the philosophy of allowing students to enter directly
    into a Masters Program without the appropriate background and obtain a degree
    was fundamentally unsound and expressed disagreement with. this principle.
    S. Verdun-Jones briefly explained the rationale for the proposed changes

    and responded to K. Rieckhoff's concern by stating that much of the curriculum
    has been preserved and reorganized around the basic core areas and the change
    In format was' made to meet the needs of those who have a more professional
    interest In Criminology.

    Concerns about duplication were expressed with regard to the contents
    of the courses on research methods, Crim. 860 and Crim. 861, and the need
    to have two additional courses in this area was questioned.
    Moved by N. Swartz, seconded by
    "That the motion be divided to allow
    separate vote on Crim. 860 and Crim. 861"
    Question was called on the motion to divide,
    and a vote taken.

    J. Munro informed Senate that a motion to delete existing courses
    from the present Calendar was required and had been inadvertently omitted
    from the Senate paper. ?

    Crixn.871-3 Directed Readings and Crim. 898

    "That the Senate of Simon Fraser University calls
    on the Board of Governors to express to the Premier
    and to the Minister of Universities its conviction
    that:
    WHEREAS
    - security of tenured university faculty from
    dismissal without cause is of importance to a
    free society,
    and
    .
    - a system of tenure for university faculty is
    a prerequisite for a healthy university,
    the Board of Governors of Simon Fraser University
    urges the Provincial Government to retain the system
    of tenure as it exists in the Province's three public
    universities"
    R. Stewart challenged the Chair's ruling that the above motion was
