    In reply to concerns expressed about the impact new courses have on
    existing resources, R. Brown pointed out that the Department had dropped a
    number of courses over the past year and that the total complement of offerings
    in the DLLL would not be increased by the addition of this course.

    Studies, acting under delegated authority at its meeting of May 3, 1983,
    gave approval as follows:

    to Comparative Government and Politics.
    b). Change of title, description and prerequisites for
    POL. 434-3 - from Comparative Constitutions, to
    Constitutionalism, Canadian and Comparative.
    c) Paper S.83-49 - Proposed Changes - Certificate Program in Health
    and Fitness Studies
    Moved by J. Webster, seconded by T. Calvert,
    "That Senate approve and recommend approval to the Board
    of Governors, as set forth in 5.83-49, the proposed changes

    All Kinesiology undergraduate courses other than the
    required courses are available as options. Students
    should note that a number of these courses have
    prerequisites not included among the required courses.
    2.
    The following two courses are to be added to the non-
    Kinesiology optional course listing:

    S.A. 315-4 - Sociology of Leisure
    Optional courses outside Kinesiology

    At the request of N. Swartz to have the wording of the Calendar description

    e) Paper S.83-51 - Proposed new courses - KIN. 325-3, KIN. 141-3
    Moved by J. Webster, seconded by T. Calvert,
    "That Senate approve and recommend approval to the Board
    of Governors, as set forth in S.83-51, the proposed new
    course KIN. 325-3 - Basic Human Anatomy; new course KIN.141-3
    - Introduction to Sport Science"
    N.M.G. Bhakthan was in attendance as a resource person.
    Concern was raised with respect to the impact of these courses on existing
    resources and Senate was assured that offering of these courses was well within
    the capabilities of the Department and that any additional resources required for
    the DISC course would come from outside the normal budget of the Faculty. A
    further concern was expressed with respect to the proposed laboratory format of
    the DISC course and discussion in this regard ensued.

    Subject to the approval of KIN.325-3 by Senate and the Board, the Senate
    Committee on Undergraduate Studies approved waiver of the two semester time lag
    requirement in order that this course may be first offered for Spring 1984-1.
    It is noted that KIN.325-3 is a revised DISC format of KIN.326-3 - Functional
    Anatomy. It is proposed that KIN. 325-3 be available only through DISC.

    Senate Graduate Studies Committee
    a) Paper S.83-52 - Proposed new course - EDUC 803-5
    Moved by J. Webster, seconded by J. Tuinman,
    "That Senate approve and recommend approval to the Board
    of Governors, as set forth in S.83-52, the proposed new
    graduate course, EDUC 803-5 - Educational Program Supervision"

    Senate Committee on Academic Planning/Senate Graduate Studies Committee
    a) Paper S.83-53 - M.A. Program in Women's Studies
    Moved by J. Webster, seconded by T. Calvert,
    "That Senate approve and recommend approval to the Board
    of Governors, as set forth in S.83-49, the proposed
    M.A. Program in Women's Studies"
    V. Strong-Boag, M. McDougall and M. Benston were in. attendance as resource
    persons.
    J. Webster briefly introduced the paper stating that the Senate Graduate
    Studies Committee supported the program and felt that this was a logical
    development for the University at this time and that the program would provide
    an opportunity which was unique in Canada to obtain a specialist degree in the
    area of Women's Studies.
    T. Calvert stressed that additional resources would not be required;
    faculty associated with the program were willing to mount the courses on an
    overload basis. Senate was reminded that this was a modest program and enrolment
    would be restricted to a small number of students whose areas of study coincided
    with the areas of expertise of thefaculty involved.

    Speaking in opposition to the motion, K. Rieckhoff stated that he did
    not see the need for a separately structured masters program to enable inter-
    action between the disciplines; that faculty resources were spread thinly
    across the various contributing disciplines and that students who wished to
    work In this area could be handled by special arrangements.
    In support of the proposal, R. Brown noted that the University's
    undergraduate program in Women's Studies was probably the best such program
    In Canada with. the best complement of faculty working in this area.
    Concern was expressed about the dangers of teaching on overload and about
    the program being narrow in scope.
    Lengthy discussion ensued and a variety of opinions were expressed.

    a) Paper S.83-54 - Annual Report
    The annual report of the Senate Committee on Scholarships, Awards and
    Bursaries was received by Senate for information.
    V. Loewen, Director of Financial Aid, was in attendance as a resource
    person.

    Senate Undergraduate Admissions Board/Senate Committee on Undergraduate
    Studies
    a) Paper S.83-55 - Proposed revision to B.G.S. Regulations
    Moved by J. Webster, seconded by A. Wotherspoon,
    "That Senate approve the proposed revision to the
    BGS regulations to accept transferable work from
    the Open Learning Institute of British Columbia in
    the same manner as transferable work taken at the
    University of British Columbia and the University
    of Victoria, by adding the Open Learning Institute
    to the three now included in the regulations -
    University of British Columbia, University of
    Victoria, Simon Fraser University"
    The Secretary provided some background information leading up to the
    proposed change and advised that OLI courses had been recognized for some time
    now and this revision was merely to amend the regulations to coincide with
    current practices.

    A. Wotherspoon reported that the Committee felt the whole question of
    teaching evaluation, not only for tenure-track faculty but part-time and
    temporary as well, should be given further consideration.
    K. Rieckhoff expressed doubt that referral to another committee
    would give this matter the consideration that he believed it deserved.

    7. OTHER BUSINESS
    a) Paper S.83-57 - University Funding
    Moved by R. Stewart, seconded by A. Wotherspoon,
    "That the Simon Fraser University Senate regards with
    concern the actions of the federal and provincial
    governments in not meeting the financial needs of the
    universities of British Columbia. The probable budget
    shortfall threatens both the accessibility of universi-
    ties to students and the university's ability to maintain
    the quality of research and scholarship it works very
    hard to achieve.
    Furthermore, that the Senate request the University
    Board of Governors to convey concern to the Universities'
    Council of British Columbia and the Ministry of Univer-
    sities at the earliest and most convenient time possible"
    R. Stewart stated that he had originätedthe motion because he felt
    it was important for Senate to convey its concern about possible cutbacks
    and current levels of university funding to the Board of Governors and
    encourage the Board to pursue what means it can in support of universities
    in the Province.
