    Senate's attention was drawn to the recent election to Senate of
    T. Kameda to replace A. H. Lachia i who resigned effective January 1,
    1983.
    It was also noted that the Dean of Interdisciplinary Studies,
    T.W. Calvert, had rejoined Senate following a leave and that S.N. Verdun-
    Jones who had been Acting Dean of Interdisciplinary Studies had returned
    to his elected seat on Senate.

    BUSINESS ARISING FROM THE MINUTES
    J.P. Blaney reported that a cost recovery system was used in the offering
    of non-credit courses in Recreation and an enrolment of ten or more per course
    was needed to cover instructional, equipment and publicity costs. If enrolment
    fell below ten, the instructor was offered the total collected in fees or
    else the course was cancelled. In some cases, courses were offered at a loss
    but only when there was a surplus from other courses which could be balanced
    off.

    preliminary figures indicated an undergraduate head count enrolment

    during in-person registration were slightly higher than anticipated and

    drops or withdraws after the first week of classes from

    In extenuating circumstances, this regulation may be

    It was suggested that the matter he postponed until a decision was
    forthcoming from the Board of Governors who
    were
    currently considering
    a policy for the University as a whole on course drop. It was
    pointed out that the policy before the Board would not affect this
    regulation since it was not concerned with readmission into specific
    courses and that an identical regulation applying to all Computing Science
    courses had been approved by Senate and was in operation.

    a) Paper S.83-16 - Policy on B.C. Private High Schools
    Moved by J. Munro, seconded by K. Rieckhoff,

    Fraser University consider for admission only those
    qualified applicants from Private High Schools granted
    Group II status under the Ministry of Education guide-

    J. Munro introduced the paper indicating that the Senate Under-
    graduate Admissions Board was concerned about the admissibility of
    students entering SFU from Private High Schools not included in the
    Group II category. Group I and Non-Funded Schools were not obliged
    to teach the B.C. approved school curriculum and were not subjected
    to external evaluations by the Ministry. SUAB therefore felt that
    recognition of non-inspected schools by SFU could be seen as
    counter productive to the University's efforts to maintain high
    standards and has proposed that admission be limited to applicants
    from Private High Schools granted Group II status.
    Several members expressed concern that approval of this policy
    would cause an injustice not only to individual students who would
    not be judged on the basis of their merit, but also to individual
    schools which are of high quality and teach the approved B.C.
    curriculum but choose to exempt themselves from the Group II status.
    In response to a question on the need for this regulation, A.
    McMillan explained that although no specific problems have been
    encountered to date, the measures were needed to prevent a possible
    undesirable proliferation by uninspected private high schools.

    Tuinman suggested an amendment to add the word 'normally'
    in the motion between the words 'Simon Fraser University' ... 'consider'.
    He explained that tI-iwould then place the onus on the high schools
    and secondary schools to show cause why their students should be
    exempt from this policy, thus allowing SFU to accept well-qualified
    students from schools who have exempted themselves from the Group II
    category.

    K. Rieckhoff spoke against the motion stating that although he
    sympathized with the program, he could not see how the program served
    any real need of the University and/or society. lie also criticized
    the fact that graduates of the proposed program would have no experience
    in business and referred to the comments of the external assessors in this
    regard.
    Concerns were expressed about the criticisms of the external assessors
    and K. Rieckhoff wondered why the proposal had not been resubmitted to
    the external examiners for further comments after the changes had been
    made.
    Questions were raised concerning the cost of operating this program
    and the sources of funding.

    J. Munro reported that the Senate Committee on Academic Planning
    had ?
    considered the MBA program for possible implementation
    in 1983-84 and had recommended to the President that, if approved hy
    Senate, the program be sent forward to the University Council as a
    Category 4 program, i.e. unfunded program with an implementation
    date of September 1983. If additional funding has to be sought, the
    program would be recommended as a Category 3 program with an
    implementation date of September 1985. J. Munro added that the
    funding prospects for new programs were very poor at the present time
    and the Faculty had been told that implementation of the program
    would have to be largely supported through resources otherwise available
    to them.
    C. Hoyt pointed out that the Faculty would have no difficulty with
    implementation from a resource standpoint for the first year, i.e. Sept. 83.
    However, the program in the long run would require an expansion of
    Faculty resources at some future point.
