REPORT OF THE CHAIRMAN
a)
The Universities Council had approved the Program in Gerontology
and the Major in Visual Arts as Category 3 programs which meant that
funding would not be confirmed until the entire University grant was
known early next year.
b)
Summer Semester, including Intersession, FTE undergraduate enrolments
had increased by 15.7% over the same period last year and the head
count enrolment had increased by 12.3%.
c)
Senate was informed that a Fall special Convocation to inaugurate
the new Faculty of Business Administration was under consideration
to be held some time after the middle of November. Possible
recipients of honorary degrees would be considered over the summer
and nominations brought to Senate at its September meeting.

"That Senate approve and recommend approval to the Board
of Governors, as set forth in S.82-69, the proposed
changes in English. as follows:
i)
New courses - ENGL 491-2 - Honors Seminar A;
ENGL 492-2 -'Honors Seminar B.
ii)
Addition of a requirement in Literary Criticism
(using ENGL 364-4 - History and Principles of
Literary Criticism) to the Honors program..
iii)
Substitution of ENGL 491-2 and ENGL 492-2 for
ENGL 494-4 and ENGL 495-4 as required courses
in the Honors program."
N. Swartz commented on the style of writing and it was agreed to
make minor editorial changes to the docuxnent.S.82-69.

Acting under its delegated authority at its meeting of June 15, 1982,
SCUS approved the eventual phasing out of two courses following the approval
for the offering of ENGL 491-2 and ENGL 492-2: ENGL 494-4 - Honors Directed
Reading, and ENCL 495-4 - Honors Directed Research. SCUS also approved
title
changes for:

Ideas and Methodolgy
ii) Deletion of GEOG 201-3 - Development of
Geographical Ideas; and GEOG 406-2 - Geographical

N. Swartz noted the discrepancy between the credit hours of

301-3 and the actual class contact hours and he felt this matter
should be referred back to the Senate Committee on Undergraduate Studies
for consideration.

"That Paper S.82-70 be referred back to the Senate
Committee on. Undárgraduate Studies"
Considerable discussion followed wherein it was pointed out that this
was an accepted practice in many Departments in the Faculty of Arts and did
not contravene any University policy.

Paper S. 82-71 - Proposed Changes - Management and Systems Science

"That Senate approve and recommend approval to the Board
of Governors, as set forth in 5.82-71 the proposedchanges
in Management and Systems Science Major Program as follows:
Students entering the Management and Systems Science Major
program must have CGPA of 2.5 or better and students must
maintain the above CGPA in order to remain in the program.
The requirement of CMPT 103-4 will be replaced with
the requirement of CMPT 103-4 with a
grade
of B or
better or CMPT 101-4 with permission of the Computing
Science Department."

Paper S. 82-72 - Computing Science Drop Regulations - Limited
Enrolment Courses
Moved by J. Webster, seconded by S. Verdun-Jones,
"That Senate approve the proposed regulations, as set
forth in S.82-72, that when a student drops or withdraws
after the first week of classes from a Computing Science
course that has been closed due to high enrolment, that
student should lose priority, for admission to that course
in each of the two subsequent semesters.
In extenuating circumstances this regulation may be
waived by the Department following written appeal made
at the time of withdrawal."
N. Cercone, Chairman of the Department of Computing Science was in attendance
as a resource person.

N. Cercone briefly summarized background information leading up to the
. ?
proposed regulation and answered questions regarding the implementation date
and how the regulation would be administratively handled.
Concern was expressed with regard to the requirement that students make
a written appeal at the time of withdrawal and a suggestion made that students
be given a more reasonable length of time to make such an appeal.
An amendment was moved by A. Wotherspoon, seconded by N. Swartz,
"That everything in the second paragraph of the motion
after the word appeal be deleted"
It was pointed out that the effect of the proposed amendment would place
the student at a greater disadvantage because of the low registration priority
which could be given and a further amendment was suggested by A. Wotherspoon
and agreed to by N. Swartz. The amendment being that the second paragraph
of the motion read as follows:
"In extenuating circumstances this regulation may be
waived by the Department following written appeal
made within two weeks of the date of withdrawal"
Question was called on the amendment, and a vote taken.

iii) Senate Committee on Academic Planning

Paper S.82-74 - Annual Report - 1981 - For Information
The annual report of the Senate Committee on Academic Planning was
received by Senate for information.
In order to take part in the discussion of Papers S. 82-75 and S.82-76,
J. Munro vacated the Chair, which was assumed by J. Webster..
b)
Paper S.82-75 - International Students
Moved by J. Munro, seconded by R. Brown,

"That Senate approve and recommend approval to the
Board of Governors, as set forth in S.82-75, that
Simon Fraser University will admit a limited number
of international students who must be able to write,

read, and speak English. at a level required for their
program of studies. This University expects to be
able to admit international graduate students without
changes in the existing procedures.

2) Admission Quotas
a)
A quota for international undergraduate students
based on a selected percentage of new undergraduate
students in the preceding academic year will be
established for each academic year in April

In order to permit appropriate phasing in of this,
policy, and the development of required procedures,
the quota for the 1983/84 academic year is
established at this time at 7, per cent of new
undergraduate students. The Registrar's office
will determine the number of new international
students that should be accepted in order to arrive
at a final figure of new students registered that
meets this quota.
c)
This quota will be met by reviewing the applications
from prospective students in terms of their academic
standing."
D. Boal, Acting Director of Admissions, was in attendance as a resource
person.
J. Munro introduced the paper by briefly explaining the intent of Motions
1 and 2 and informed Senate that a third element of this policy regarding
admission criteria was still under consideration of the Senate Undergraduate
Admissions Board and it was intended to present a proposal to Senate in September
or October.
A lengthy discussion ensued with respect to the admission quota and, in
response to a variety of inquiries, it was pointed out that the quota would be
set each year and brought before Senate for approval in April in the preceding
academic year and that attempts would be made to ensure that the quota would be
divided appropriately between the three semesters. An inquiry was also made
as to whether. or not the Committee had considered setting quotas by country and
J. Munro replied that this had been considered but rejected by the Committee
because of administrative difficultieè and problems in ensuring reasonable
equitably. Discussion then turned to the actual implementation and cost of
implementation and,;in reply to a request from K. Rieckhoff who wanted it noted
in the minutes, J. Munro assured Senate that there would be no additional
increase in cost or difficulty in administering this particular policy. Concern
was expressed that not enough consideration was being given to the academic
excellence of students and K. Okuda suggested that a statement to this effect
be added to the policy. However, J. Munro felt this would be more than a minor
deviation from the proposed policy.

Senate Undergraduate Admissions Board
a) Paper S.82-76 - Range I, II Applicants
Moved by J. Munro, seconded by A. Wotherspoon,
"That, commencing with the 1982 Fall Semester, the
Director of Admissions is charged with the review
and selection of applicants from the Range I and
II (2.0 - 2.49 CPA) categories of B.C. High School
students. Range II (2.0 - 2.24 CPA) applicants
must present strong supporting documentation before
serious consideration will be given. The Director
may call upon the Senate Undergraduate Admissions
Board to review some cases."
At the request of the Chair, J. Munro briefly outlined the reasons
for this motion.

v) Senate Committee on Agenda and Rules
a) Paper S.82-77 - Proposed Changes to Procedures and Rules
of Senate - Election of Students to Senate and Board of
Governors
Moved by A. Lachlan, seconded by K. Rieckhoff,
Motion ill:
"That Senate approve changes to the procedures for
the election of student representatives to Senate
and to the Board of Governors as follows:
1.
All registered graduate students (other than
those with 'on leave' status) and all undergraduate
students taking at least one credit course (other
than a Downtown course) will be eligible to cast
votes in-person on the Burnaby campus of the
University. The balloting period will be two to
five consecutive working days and some opportunity
will be given for balloting after 4:30 p.m. for
evening-only students.
2.
All undergraduate students registered in at least
one credit course at the Downtown Centre, and who
are not taking any courses at the Burnaby campus,
may vote in-person at the Downtown centre. The
balloting period will be as in 1. above.
3. All undergraduate students who were registered in
at least one credit course in the previous semester,
but who are not currently registered may vote in-
person as in 1. above. They will be informed of
the date of the forthcoming scheduled student
elections by means of a typed message on the registra-
tion intent mailer, which is normally distributed

during week 4 of each semester to all those eligible
to rt'ister in the following semester."

relating to student elections to Senate and to the
Board of Governors as follows:

The period for casting of ballots shall be not
less than ten days nor longer than fifteen days
in the case of elections by and from the faculty
members and by and from members of staff who are
not faculty members. It shall be not less than
fourteen days nor longer than twenty-eight days
in the case of elections by Convocation to
Senate and of the Chancellor. It shall be not
less than two days nor longer than five days in
the case of elections by and from students."

b) Paper S.82-78 - Student Teaching Assessments
Moved by K. Rieckhoff, seconded by N. Bhakthan,
"That the Senate of Simon Fraser University goes on
record as endorsing the recommendations I to VII
regarding assessments of teaching effectiveness as
stated in the memo of April 20th, 1982 by K. E.
Rieckhoff on the subject of "Student Teaching
Assessments" and requests the administration to
implement these recommendations as a matter of
policy."
K. Rieckhoff explained that the memo, as presented to Senate, had
been sent to approximately eighty persons across campus including Departmental
Chairmen, Deans and Academic Administrators. Approximately forty responses
had been received which indicated that there appeared to be widespread criticism
of the existing practices and excerpts from some of the responses were read for
Senate's information. K. Rieckhoff advised that while he was concerned with all
seven recommendations he had a much greater concern for recommendations 1, 2,
and 5 and hoped to be able to get a consensus on those in particular.
A. Wotherspoon moved objection to consideration of the motion and the
Chair ruled him out of order because there had been a debate prior to his
objection to consideration. A. Wotherspoon then appealed from the decision of
the Chair.
Question was called oa the ruling of the Chair, and a vote taken.

N. Swartz indicated that he would like to have input from the University

community as a whole, including departments, faculty and students, so that
Senate would have a good feeling from the University community before voting
on the matter.
I. Edelmann read a statement dated June 30, 1982, passed by the Student
Forum, expressing grave concern that the rights of students would be denied by
this motion and therefore the Student Forum strongly rejected the motion as it
stands.

"That Paper S.82-78 be referred to the Senate Committee
on Academic Planning (SCAP) to receive and consider
comments from individual departments and Faculties and
report back to Senate within one year's time."
Concern was expressed as to the appropriateness of referring this to the
Senate Committee on Academic Planning and it was suggested that an ad hoc
committee be set up to consider this matter and that the Senate Committee on
Agenda and Rules establish the composition and terms of reference of the ad
hoc committee and report back to Senate. As there were no objections, the
suggestion was accepted as a friendly amendment.
The motion, as amended, read as follows:
"That Paper S.82-78 be referred to the Senate Committee

on Agenda and Rules who will prepare a recommendation
with the composition and terms of reference of an ad hoc
committee for Senate consideration"
