APPROVAL OF AGENDA

The agenda was approved as distributed.

APPROVAL OF MINUTES
The minutes of the Open session of May 17, 1982 were approved on
a motion by A. Wotherspoon, seconded by K. Rieckhoff.
3.
BUSINESS ARISING FROM THE MINUTES
In response to a question raised as to when Senate could expect
to receive the recently referred paper covering recommendations of
the Senate Committee on Scholarships, Awards and Bursaries on Graduate
Stipends and Undergraduate Fee Rebate and Open Scholarships, H. Weinberg
said possibly in July, and certainly not later than September.

REPORT OF CHAIRMAN
The President expressed his appreciation to the members of Senate
and to all others who contributed to the success of the Convocation
ceremonies.
K. Rieckhoff noted the early retirement of the recording secretary
and expressed his recognition of the effort involved in the position.

"That Bobbie Norsworthy be offered the
thanks of Senate."
Question was called, and a vote taken.

The President undertook to relay the message to the former recording

Acting under delegated authority at its meeting of May 4, 1982,
the Senate Committee on Undergraduate Studies approved change of pre-
requisite for CRIM 462-15 - Field Practice, to require a minimum CGPA
of 2.5 as prerequisite for that course.

Paper S.82-62 - Proposed New Regulations - Faculty of Business
Administration; Changes in Faculty of Arts General Regulations,
and some Changes in the Department of Economics
Moved by R. Brown, seconded by A. Wotherspoon,
"That Senate approve and recommend approval to
the Board of Governors, as set forth in S.82-62,
the proposed new regulations - Faculty of Business

It was observed that a separate paper is coming forward containing proposal for
the degree from the Faculty of Business Administration to be Bachelor of Business
Administration. ?
It is intended that the change in degree designation to Bachelor
of Business Administration be approved effective from September, 1982 for those
completing their degrees through the Faculty of Business Administration.

If
clearance can be given in sufficient time by the approval bodies the main changes
in the regulations now proposed would become effective Fall 83-3 and it is intended
that announcement of these changes be made as early as possible to give advance
warning to students.

degree to be granted in the Faculty of Business Administration

MOTION CARRIED
Subject to approval of title by the Board of Governors and the Universities
Council of British Columbia, it is intended that this degree title commence in
September 1982 for those students completing requirements through the new
Faculty of Business Administration which has been established effective
September, 1982.

An information paper was presented to Senate covering actions undertaken

a) Paper S.82-65 - Proposed Changes to Procedures and Rules of
Senate - Election of Students to Senate and Board of Governors
Moved by W. Cleveland, seconded by C. Bhakthan,
"That Senate approve a change to the Rules of Senate
relating to student elections to Senate and to the
Board of Governors as follows:
F.I. Delete (i) and (ii) and subsequent paragraph
beginning 'For the purposes of these elections
and replace with:
F.l. 1) Those registered in at least one credit course
on the main Burnaby campus of the University
in the semester in which nominations are due;
ii) Those graduate students registered in the
semester in which nominations are due other
than those with 'on leave' status.
F.2. Delete and replace with:
F.2. ?
For the purpose of being a candidate in the
election of full-time students to the Board or
to Senate the undergraduate student must be
registered in nine or more semester hours in
the semester in which nominations are due, or
be in good standing and have been registered in
nine or more semester hours of credit at the
close of the immediately previous semester and
certify that he/she intends to register in the
immediately forthcoming semester in not less
than nine semester hours.
A graduate student must be duly registered as a
graduate student other than one who currently
is designated with on-leave status.

The period for casting of ballots shall be not less
than ten days nor longer than fifteen days in the
case of elections by and from the faculty members

Chancellor. It shall be not less than two days nor
longer than five days in the case of elections by

The Chairman asked Senate to defer consideration of Appendix E to
Paper S.82-65, which ha:d been received too late to be included in the advance
material distribution, but which was now distributed at Senate.

A. Wotherspoon spoke against the motion, stating that a cost
effectiveness basis had been taken over the democratic process. He
mentioned a procedural matter in that there had been no student represen-
tation on SCAR when the material had been considered by that body.
Moved by A. Wotherspoon, seconded by L. Hale,
"That Paper S.82-65 be referred back to SCAR
for further consideration."
L.
Hale stated that although he supported the principle of the
presentation and congratulated the author in putting together a timely
document, he would prefer that voting not be restricted to students
taking courses on the Burnaby campus.
J.
Munro enquired if there were any elections in the immediate future
which could be affected by referral, and the Secretary replied that one of
the seats currently held could be contested and there were rumors of at
least two and possibly three impending vacancies.
A. Wotherspoon contended that the Student Society would have an
alternative proposal for consideration by SCAR at its next meeting.
N. Swartz offered a friendly amendment that the motion to refer include

a time frame, and A. Wotherspoon expressed willingnesstobring the matter
back to the next meeting of Senate.

b) Paper S.82-66 - Proposed Changes to Procedures - Election to
Senate Graduate Studies Committee by and from Graduate Students
Moved by K. Rieckhoff, seconded by G. Bhakthan,
"That the elections by and from graduate students
to the Senate Graduate Studies Committee be conducted
by in-person secret ballot at the Office of the
Registrar."

Okuda noted that most graduate students, other than those on
leave, are on campus and the issues are quite different from those
pertaining to the election of students to Senate and to the Board of
Governors.
