    The Dean of Graduate Studies expressed his support for the proposal
    and W. Leiss stated that as there is no other communication department
    west of Ontario and no departmental based Ph.D. program in Canada, Simon
    Fraser University has an opportunity to retain its leadership position in
    communication. J. Munro added that his earlier concerns about the quality
    of the Program if additional staffing were not possible have now been
    satisfied.

    a) Paper S.82-43A - Annul Report
    Moved by H. Weinberg, seconded by T. McNabb,
    "That Senate ratify the Annual Report submitted
    by the Senate Committee on Scholarships, Awards
    and Bursaries, now numbered S.82-43A."
    V. Loewen, Director of Financial Aid, was in attendance as a resource
    person. The Chairman of the Committee, H. Weinberg, noted that some of
    the elements of the Annual Report generated questions which are dealt with
    in Paper S.82-43B, yet to be considered.
    Question was called, and a vote taken.

    b) Paper S.82-43B - Recommendations - Graduate Stipends;
    Undergraduate Fee Rebate and Open Scholarships
    Moved by H. Weinberg, seconded by K. Rieckhoff,
    "That Senate approve, as set forth in S.82-43B,
    the following with respect to graduate stipends:
    1.
    That the intent of the stipend is to allow students
    to devote full time to the writing or completion of
    a thesis or its equivalent.
    2.
    That stipends be administered with the following
    priorities:
    a) All Ph.D. students who are in the process of
    writing a thesis or its equivalent and who have
    no other major scholarships, T.A. or R.A. support.
    b)
    .
    All Master's students who are in the process of
    writing a thesis or its equivalent, who have a
    CPA of 3.5 or greater and who have no other major
    scholarship, T.A. or R.A. support.
    c) All Master's students who have a CPA of 3.2 or
    greater and who have no other major scholarship,
    T.A. or R.A. support.
    d) Other cases may be considered by SCSAB.
    3.
    That no student normally receive a stipend unless it.
    has been requested by a Department one year in advance
    of meeting the above requirements.
    4.
    That the amount of the stipend be established annually
    to provide a reasonable level of support consistent
    with the intent of the stipend."

    H. Weinberg informed Senate that following presentation of the
    original report, which had been referred back to the Committee by
    Senate at its meeting of November 1981, a discussion paper had been
    prepared and circulated widely throughout the University community
    to solicit comment from which the recommendations contained in Paper
    S.82-43B had been formulated.
    T. McNabb proposed an amendment to add to paragraph 2 a), follow-
    ing "or its equivalent," the words "..., and have a GPA of 2.5 or
    better and have no other major scholarships, T.A. or R.A. support."
    When It was explained that there may be no course requirements to a
    Ph.D. program the amendment was withdrawn.
    D. Krebs suggested that the motion might include a restriction to
    support for a single semester and questioned the practicability of
    departments requesting stipends one year in advance. H. Weinberg said
    the intention was to allow one stipend per program for a one semester
    duration, and that it was his understanding that departments could
    identify a list of students who would be eligible for stipend support
    at a particular point. He outlined the problems encountered in connec-
    tion with budget allocation.
    Following considerable discussion it was

    S"That paragraph 3 be referred back to SCSAB
    with instructions for liaison with the Finance
    Office, and that paragraphs 1, 2 and 4be
    approved."
    C. Pedersen noted that paragraph 3 should be brought back to Senate

    a solution to the problem of predictability can be identified.

    MOTION FOR REFERRAL AND
    FOR APPROVAL CARRIED
    Moved by H. Weinberg, seconded by K. Rieckhoff,
    "That Senate approve, as set forth in S.82-43B,
    the following with respect to undergraduate fee
    rebates and open scholarships:
    1.
    That the current Foe-Rebate and Open Scholarships
    program be terminated as of September 1983, or
    sooner where possible.
    2.
    That implementation of the following be initiated
    as of September 1983 or sooner where possible:

    is to be determined, be given to one of the top
    five students in each high school. Academic
    standing would be determined by academic marks in
    grades 11 and 12. The term of the scholarships
    would be three semesters.
    b)
    That the current Shrum entrance scholarships be
    retained as a 9 semester scholarship and that the
    number of these scholarships be increased.
    c)
    That in-program scholarships be allocated to a
    designated number of top students after they have
    completed not less than 45 hours at SFU. The terms
    of these scholarships would be 60 hours, if a pre-
    defined level of scholarship is maintained. The
    value would be consistent with designation of the
    scholarships as equally prestigious as the Shrum.
    Scholarships would be by application and adjudicated.
    d)
    All students receiving scholarships would be
    required to carry at least 12 hours in each semester
    of the scholarship.
    H. Weinberg stated that the proposal is a major departure from the
    original program to direct more money to entrance scholarships and for
    in-program adjudicating. L. Hale suggested greater emphasis on financial
    aid to benefit the maximum number of students might be a better approach,
    and T. McNabb felt the program as proposed would not be available to the
    vast majority of good students. K. Rieckhoff enquired if consideration
    ?

    had been given by the Committee to establishing a means test and regional
    sponsorship of applicants for scholarships, and H. Weinberg responded that
    needy students have access to bursary funds and that scholarships should
    be reserved for scholarship.
    Considerable discussion followed.
    An amendment was moved by T. McNabb, seconded by A. Wotherspoon, "That
    paragraph 1 of the motion be struck." The Chairman ruled the motion out of
    order, and T. :McNabb challenged the ruling. On a motion by F. Einstein,
    seconded by D. Krebs, the ruling of the Chair was sustained.
    T. McNabb then moved to delete "or sooner where possible" from?
    paragraph 1 of the motion, but the motion was not accepted by the Chair.
    An amendment was moved by T. McNabb, seconded by A. Wotherspoon,
    "That paragraph 1 of the motion be altered to read,
    'That the current fee-rebate and open scholarship
    program be terminated when it is shown there will
    be no adverse impact for students having a CPA of
    between 3.75 and 3.8."
    T. McNabb contended that students are rank ordered until the money
    runs out, while H. Weinberg stated that the CPA is adjusted upwards.

    Question was called on the amendment, and a vote taken.
    AMENDMENT FAILED
    A. Wotherspoon proposed that the following words be added to
    paragraph 2 a) of the motion: "... in which the student would be
    in good standing." This was accepted as part of the main motion.
    An amendment was moved by A. Wotherspoon, seconded by T. McNabb,
    "That paragraph 2 d) be changed to read, 'All
    students receiving scholarships would be required
    to carry at least 9 hours in each semester of the
    scholarship.
    Question was called, and a vote taken.
    AMENDMENT FAILED
    An amendment was moved by F. Einstein, seconded by A. Wotherspoon,
    "That the words 'or sooner where possible' be
    deleted from paragraph 1 of the motion."
    H. Weinberg stated that the Committee had accepted a commitment
    that no major changes would be made without one year's notice and he

    had no objection to the amendment. As there was no other objection the
    proposal was accepted as a friendly amendment.
    FRIENDLY AMENDMENT ACCEPTED
    An amendment was moved by F. Einstein, seconded by T. Calvert,
    "That paragraph 2 a) be extended to include the words '..., the value
    of each to be determined would be given to the top 5% in each high
    school." The amendment was withdrawn in favor of the following:
    Amendment was moved by C. Jones, seconded by T. Calvert,
    "That the following replace the first sentence in
    paragraph 2 a): 'That an entrance scholarship, the
    value of which is to be determined, be awarded to
    top students entering SFU from high school."'
    K. Rieckhoff opposed the amendment, as did T. McNabb who suggested
    that paragraph 2 a) be referred back for clarification of intent and re-
    wording. The Chairman declined to accept amotion to refer.

    "That paragraph 2 c) be amended by striking
    'at SFU."
    Lengthy discussion ensued and a vaiety of opinions were expressed
    regarding transfer students and the vagueness of the recommendations.
    As there was no objection from the seconder, J. Munro withdrew his
    motion.
    Moved by K. Rieckhoff, seconded by A. Wotherspoon,
    "That the motion as amended be referred to the
    Senate Committee on Scholarships, Awards and
    Bursaries to provide opportunity for clarification
    of intent."
    C. Jones objected to referral as the point was made that students
    transferring would not be eligible for open scholarships but would have
    access to SFU entrance scholarships.
    Moved by A. Wotherspoon, seconded by T. McNabb,
    "That the previous question be called."

    Professional Relationships, as set forth in S.82-48,
    as University policy."
    M. Manley-Casimir was invited to participate in the discussion.
    W. Cleveland, chairman of the ad hoc committee, stated that it had
    been concluded that a code on faculty ethics should be enforced through
    an existing University policy.
