which was due to attendance at a meeting of A.U.C.C. in Victoria.

J. Munro drew attention to the election of a student representative
from the Faculty of Education, J. Blyt, for terms of February 23, 1982
to May 31, 1982 and June 1, 1982 to May 31, 1983.
c)
Senators voted in a by-election to replace Convocation Senator
John B. Toor for the period from date of election to February 28, 1983.

Moved by J. Cochran, seconded by K. Rieckhoff,
"That Senate approve and recommend approval to the Board of
Governors, as set forth in S.82-34 the Co-operative Education
Program - Biological Sciences including:-
- p'acticum courses BISC 341-0 Practicum I, BISC 342-0
Practicum II, BISC 443-0 Practicum III, BISC 444-0
Practicum IV
- the regulations for entry and for continuation in the
program, a minimum CGPA of 2.5 and a minimum CGPA of 2.75
in Biological Sciences courses
- approval to place the first students in practicuin courses
for Summer 82-2.
Dr. Cochran introduced the Paper indicating that an extensive study
had been carried out by Dr. Mathews which suggested that as many

as 20 students per year could be placed.

In order to take part in the discussion, J. Munro vacated the
Chair, which was assumed by J.M. Webster.
Moved by J. Munro, seconded by K. Reickhoff, that
"In the case of a student whose TOEFL score is declared
invalid, or cancelled by the Educational Testing Service,
that student will be required to withdraw or be withdrawn
or be suspended from the University immediately.
?
Provided
other admission requirements have been fulfilled, the student
would be readmitted only when he/she is able to provide a
valid score sufficient to meet the requirements of the
University."
J. Munro introduced the Paper saying that it outlines the problem
that the University is facing in connection with TOEFL scores.
?
The
major difficulty is that the University has no control of this test,
nevertheless requires it for admission. ?
If a test score is declared
invalid by the ETS there has not been an appropriate way of dealing with
students whose scores are so invalidated.
?
J. Munro invited
A.MacMillan, Director of Admissions, to address Senate.
G. T. McNabb suggested the information contained in the motion
be Included in the Calendar with the TOEFL information.
K. Okuda indicated some confusion between the use of the words
'declared invalid' and 'cancelled'; and the difference between a
student being required to withdraw, being withdrawn or being suspended.

A. MacMillan responded indicating that the ETS uses both the terms
'declared invalid' and 'cancelled'.

They can issue a score report
where it states clearly that the test has been cancelled, but the
letter to the student states that the score is invalid.
J.
Munro indicated that there is only one event that this
contingency is supposed to cover and that is where the ETS decides that
the student did not complete the test in the way ETS previously thought
they did.

Okuda asked with reference to being withdrawn or being suspended
If there was any difference in the University's actions.
H. M. Evans stated that because of lack of approved procedures
In the first two cases the President acted under Section 58 of the
University Act, which gave him the power to suspend. The requirement of
intervention by the President was not felt to be appropriate, since
withdrawal did not require action by the President.
Following discussion of the wording of the motion, an amendment
by G.T. McNabb was accepted by the mover and seconder a

N. Reilly 'contended that circumstances relative to readmission
seem all too favourable.
Amendment moved by N. Reilly, seconded by N.M.G. Bhakthan

student would be readmitted only with the approval of the
President and only when he/she is able to provide a valid score."
In the ensuing discussion it was noted that the University had
no information concerning the reasons for cancellation of a score
and that one or the chief purposes of the motion was to reduce
dependency on the President's discretionary powers.
Question was called and a vote taken.
