    4. REPORT OF CHAIRMAN
    i)
    The, Engineering proposal has received the approval of the Board of
    Governors and has been transmitted to Universities Council where a
    task force is expected to be reporting to the March meeting of
    Council.
    ii)
    Two recent conferences sponsored by the University have been well
    received locally, with natiOn-wide favorable response.
    iii)
    An endowment fund in the amount of
    $20,000
    has been presented to
    the University in the name of Father Della-Torre on the Occasion of
    the 75th anniversary of the Sacred Heart Church, and in recog-
    nition of the contributions of Father Della-Torre.
    iv)
    A two day conference of counsellor, representatives of community
    colleges and the BCIT was recently featured on campus.
    v)
    Following a visit by the Federal Minister of Public Works, earlier
    expectations of assistance towards student housing have been sig-
    nificantly reduced.
    vi)
    A consultant will be engaged to provide advice on a proposed SFU
    Village, including
    '
    a possible proposal to lease University land for
    student, faculty and staff housing.

    a) Paper s.81-49 - Recommendations - International Students TOEFL
    Scores

    in the Test of English as a Foreign Language (TOEFL)
    for admission of international students be revised
    from 550 to 570, effective for admission into the
    1981-3. semester."
    A. McMillan, Director of Admissions, was invited to join the
    assembly to respond to questions. Data provided by the Education Testing
    Service was quoted, as specific TOEFL scores are not recorded in student
    files at SFU.
    A. number of Senators spoke against the motion on the basis that
    inadequate rationale had been supplied.

    Tuinman expressed the opinion that unless thereathard data on the
    complex problem and nothing to eliminate those students who are unable
    to function, Senate would be wasting its time.

    international students who come out of a range of backgrounds, and the
    proposed increase in TOEFL scores would possibly give a minimum improve-
    ment in attempts to improve learning. R. Starcevich suggested that
    consideration should be given to creating a course to assist these persons
    to develop skills.

    equity and fairness.

    K. Okuda clarified the rationale for Motion 2 in that the bulk of
    international students are admitted from Canadian institutions with, prior
    opportunity to learn English within Canada. Those applying directly from
    third world countries lack experience in speaking the English.language
    but qualified' students should not be denied the opportunity of improving
    their skills.

    v) Senate Committee on Agenda and Rules
    a) Paper S.81-56 - Report - Student Representation
    The Chairman informed Senate that the Senate Committee on Agenda
    and Rules in Paper S.81-56 had proposed actions to be taken bu Senate
    in connection with the report of the Faculty of Arts, and that the
    reports from the other three Faculties were before Senate for informa-
    tion at this time.
    K. Rieckhoff gave notice of a motion which would require that the
    Faculty of Education, the Faculty of Interdisciplinary Studies, and the
    Faculty of Science be directed to take action in discharging their res-
    ponsibilities in connection with student representation on Faculty
    committees.
