iii) Senate Committee on Agenda and Rules
a) Paper S.80-164 - Report - Senate Committee on Student
Representation
The chairman of SCSR, P. Armitage, and members P. Wagner and J.
Walkley were in attendance to support the proposal which had been two
years in development processes and involved considerable consultation.
The Chairman of Senate drew attention to the procedures it was
intended to follow in dealing with the report, as recommended by the
Senate Committee on Agenda and Rules, and as set forth in Paper S.80-164.
Under those proposals in the event that Motion 1 of the paper was approved,
there would then be motion that the report be approved and Senate would
proceed with discussion and action on the eight recommendations, and their
components, of the SCSR report seriatim. Under the procedures each of the
eight recommendations could be debated individually, with amendments if de-
sired, and amendments voted upon individually. When this was completed
Senate could then vote upon the report, as amended, in its entirety, and/or
consider any other appropriate motion.
If the vote on Notion 1 was in the negative, motion would immediately
be given as set forth in S.80464 as a notice of motion for debate and
action immediately at the December 1 meeting.

A number of Senators enquired concerning alternative ways of addressing
the report, with some indicating desire to discuss the report "in toto" but
without debating individual items or proceeding seriatim. Following dis-
cussion there was decision to proceed as had been recommended by the Agenda
Committee. W. Litwin challenged that the procedure was not in keeping with
statements made in the minutes of the last meeting and of decisions at that
time, but vote was undertaken and the decision of the Chair was upheld.
Some members expressed the view that failure to debate fully the individual
items would represent a breach of faith and be unfair to the Committee which
had prepared the report; others expressed the view that the report exceeded
the terms of reference of the Committee, that some recommendations were too ex-
treme and that debate on individual items generally would be non-productive
as the total impact of the report would not be acceptable to them. Some

members indicated their desire to have a systematic requirement for
student representation applicable to all units while others argued
for differences where obviously appropriate for different units.

Motion 2. "That each Faculty be directed to discharge its
responsibilities under Section 39(b) of the
University Act and to report back to the Chairman!

An amendment was moved by T. McNabb, seconded by L. Hale,
"That the following be added to the motion: 'and
that this report contain a description of the
amount and type of student representation on each
of the several decision making and/or advisory
bodies within the Faculty and within any associated
academic program of the Faculty as well as a descrip-
tion of the method(s) used to select the student
representatives for these decision making and/or
advisory bodies;
or shall indicate that the Faculty and its associated
academic programs have accepted the recommendations
of the Senate Committee on Student Representation and
shall give a definite date for the full implementation
of these recommendations."
Considerable discussion followed. J. Munro proposed an amendment,
"That the amendment be amdnded by deleting everything in the second
paragraph commencing, 'or shall indicate .. . " This was not accepted
by the Chair as it was contrary to the intention of the amendment.

Debate ensued on the amended motion and it was pointed out that
as consideration of the .report seriatim had been rejected, the intent
was that the framework of the report could be a consideration in the
report to be made to Senate by the individual Faculties.

"That the last paragraph commencing 'or shall indicate
recommendations' be deleted from the amended
motion."

or to the Secretary of Senate in order that they can be appropriately com-
piled before transmission to Senate; that if there is to be reference in
the report from any Faculty for inclusion of any specific recommendation from
the Committee's report. it will be necessary that the specific recommendation
now being made be clearly stated and not merely noted through cross reference
to the earlier report; that the item refers to,a definite date for full imple-
mentation but any regulatory submissions require approval by Senate, and some
likely by the Board, before implementation could be entertained.

Moved by T. Dobb, seconded by W. Litwin,
"That Senate approve the terms of membership,
purpose, procedure and quorum for the Library
Penalties Appeal Committee as shown in
Attachment IA."
It was explained that the Senate Committee on Agenda and Rules had not
accepted the recommendations of the former chairman of the Senate Library
Committee that the Ombudsman be included in the proposed membership of the
Committee.

Planning
Moved by J. Munro, seconded by L. Hale,
"That Senate approve the terms of reference and
the terms of membership for the Senate Committee
on Academic Planning as shown in Attachment IA."
The Chairman stated that the University Act provides that the?
President is a member of all standing committees of the Senate (except

the standing committee on appeals) and that he has no intention of
relinquishing that position on SCAP. He added that the major responsi-
bility for planning should rest in the office of the Vice-President,
Academic.
The original proposal from SCAP on the Committee structure had not
been accepted by SCAR and changes had been made by that body before sub-
mission to Senate. M. Mackauer was opposed to voting provileges for the
Vice-President, Administration.
Amendment was moved by K. Rieckhoff, seconded by M. Mackauer,
"That the Vice-President, Administrat:ion be
a non-voting member of the Senate Committee
on Academic Planning."
Moved by W. Litwin, seconded by L. Palmer,
"That Paper S.80-166 be referred back to
the Senate Committee on Academic Planning."
Question was called on the motion to refer, and a vote taken.

Discussion centred on the proposed amendment and the appropriateness
of voting privileges as suggested. J. Munro indicated that the responsi-
bilities of the Vice-President, Administration already include a number of
planning functions and that in a non-voting role the Vice-President,
Administration would be reluctant to participate in proceedings of the
Planning Committee and that voting rights should be given.
