    Moved by T. McNabb, seconded by J. Crawley,
    "That the agenda be extended to include consideration
    of Paper S.80-137 - Election of Faculty Members to SAB."
    Question was called, and a vote taken.
    MOTION CARRIED
    The agenda was then approved as extended.

    On a motion by K. Rieckhoff, seconded by T. McNabb, the minutes of
    the Open Session of October 6, 1980 were approved as circulated.

    REPORT OF CHAIRMAN
    The Chairman noted that the report on Literacy is under consideration

    by the Senate Committee on Undergraduate Studies and not yet finalized for
    submission to Senate.
    1) Paper S.80-129 - Financial Statements
    Although E. Scott, Director of Finance, was in attendance to respond
    to questions, he was not called upon to provide information in addition to
    that contained in the Financial Statements for the fiscal year ending
    March 31, 1980.

    It was agreed to consider Paper S.80-137 in advance of those listed
    on the agenda.

    Election of Faculty Members to SAB.
    Moved by J. Crawley, seconded by B. Clayman,
    "That Senate suspend the rules that interfere with
    consideration of this election topic at this time and
    that interfere with nominations being made at Senate."
    Question was called, and a vote taken.
    MOTION TO SUSPEND RULES
    CARRIED BY 2/3 MAJORITY
    The Chairman noted that the matter was open for consideration and
    to nominations from the floor.

    M. Bowman and P. Wagner were declared elected by acclamation as
    the regular and the alternate members, respectively, of the Senate
    Appeals Board from date of election for no specified terms of office.

    Paper S.80-131 - Changes - French Canadian Studies Certificate
    Program
    Moved by T. Calvert, seconded by T. McNabb,
    "That Senate approve and recommend approval to the
    Board of Governors, as set forth in S.80-131, that
    FREN 301 - Advanced French - Composition I, and
    FREN 302 - Advanced French - Composition II be added
    to the list of Group B courses useable in the French
    Canadian Studies Certificate Program."
    In response to a question raised by L. Palmer, the Dean of Inter-
    disciplinary Studies explained that the French Canadian Studies Certificate
    Program will be published for the first time in the next edition of the
    calendar and that the revision proposed was a minor amendment to the Program.
    Question was called, and a vote taken.

    ii) Senate Committee on Continuing Studies
    a) Paper S.80-132 - Statistical Reports
    J. Blaney provided information regarding the activities of Continuing
    Studies and noted that degree completion offerings are now available in
    sixteen disciplinary areas for majors and minors through evening instruc-
    tion. He commended academic departments for their participation in and
    strong support for credit and credit-free extension programs which have
    enabled SFU to put together programs of the highest quality.
    F. Einstein raised a question regarding multiple undergraduate degrees.
    The Secretary advised that the question of multiple degrees currently is a
    topic under consideration by a sub-committee of SCUS.
    iii) Senate Library Committee
    a) Paper S.80-- Annual Report - 1979-80
    The Chairman advised that the chairman of the Senate Library Committee
    could not be in attendance, and noted that SCAR would be giving further
    consideration to some recommendations in the report. Senate received the
    report for information only.
    iv)
    Senate Committee on Agenda and Rules
    a) Paper S.80-134 - Report - Senate Committee on Student Representation
    The report of the Senate Committee on Student Representation was placed
    before Senate for information and to provide opportunity for clarification
    and amplification of any points contained in the final version of a document
    which had been in the developing process for some two years, and it was noted
    that debate would be deferred until the December meeting of Senate. All
    present committee members were in attendance to respond to questions and a.
    proposal for a time limit of 45 minutes was accepted by the assembly, with
    opportunity for extension if appropriate.
    J. Walkley reviewed the processes utilized by the committee in preparing
    its report, viz., consultation with faculty, students, deans, chairmen and
    senators, and he stated that there had been effort to define minimum standards
    to represent general practices across the University regarding student repre-
    sentation.
    The Secretary provided information relating to an interpretation of the
    University Act. P. Wagner suggested that the constitution of the University
    spells out the tradition and the committee has no intention of upsetting the
    order of proceedings; that there is neither principle nor precedent to estab-
    lish a clear guideline and it was felt that current practice at this University
    is the safest way to proceed, which seems realistic, practicable, and
    politically feasible.
    Following the expiration of the 45 minute time limit, a motion to extend
    discussion for 15 minutes was defeated.

    The Chairman expressed his appreciation of the efforts of the current
    and past members of theSenate Committee on Student Representation. The
    report will come forward for discussion on December 1.

    REPORTS OF FACULTIES
    There were no reports. from Faculties.
    7.
    OTHER BUSINESS
    W. Litwin drew attention to a discrepancy in the listings of Senate
    and Related Committees which had been distributed with the Senate materials
    and the Secretary stated that necessary corrections would be undertaken.
    8.
    NOTICES OF MOTION
    There were no notices of motion.
    9.
    INFORMATION
    The next regular meeting of Senate is scheduled for Monday, December 1,
    1980.
    The meeting was recessed for five minutes at 8:22 p.m., prior to moving
    into Closed Session.
