    I. APPROVAL OF AGENDA
    The agenda was approved as circulated.
    2. APPROVAL OF MINUTES
    The minutes of the Open Session of May 12, 1980 were approved on
    a motion by J. Webster, seconded by J. Blaney.
    3. BUSINESS ARISING FROM THE MINUTES
    There was no business arising from the minutes.
    4. REPORT OF CHAIRMAN'
    i)
    The Chairman informed Senate that the Senate Committee on University
    Budget has been asked to give consideration to the financial aid and tuition
    fee aspects of the budget.

    A committee has been formed to develop a report in connection with
    fund raising and it is expected to complete its charge by the end of
    November 1980.
    iii)
    An affiliation between KCTS and Simon Fraser University has been
    approvedby the Board of Governors.
    iv)
    The Chairman commended the Department of Economics for the efforts
    involving a week long seminar for colleges throughout the province which
    has drawn highly positive reactions.
    • v) The Chairman's visit to the Okanagan and Cariboo Colleges suggests
    there is interest in closer involvement with SRI.

    "That Senate approve and recommend approval to
    the Board, as set forth in S.80-68, the proposed
    new course. ENGL 367-4 - Studies in Children's
    Literature."

    Senate was advised that under its delegated authority SCUS had
    approved a change to the course description of ENGL 363-4 - Varieties
    of Fantasy.

    Paper S.80-69 - New Course Proposal - EDUC 361-4
    Moved by D. Birch, seconded by R. Starcevich,
    "That Senate approve and recommend approval to the Board,
    as set forth in S.80-69, the proposed new course EDUC 361-4
    - Contemporary Issues and New Developments in Education I."
    Question was called, and a vote taken.
    MOTION CARRIED
    Under its delegated authority, SCUS waived the time lag requirement
    in order that EDUC 361-4 may be offered in the Fall semester 80-3.

    Paper S.80-70 Change in Requirements - Certificate Program

    Moved by D. Birch., seconded by T. McNabb,
    "That Senate approve, as set forth in S.80-70,
    that the program requirements be altered to
    include the requirement that applicants for the
    Certificate Program in Health and Fitness
    Studies must hold a current Cardiopulmonary
    Resuscitation Certificate."
    In response to a question raised by R. Blackman, the Dean of
    Interdisciplinary Studies stated that the requirement was for comple
    tlon of the Certificate Program rather than for entrance or graduation.
    An amendment was moved by T. McNabb, seconded by J. Crawley,
    "That the words 'or equivalent' be added to
    the motion."
    T. Calvert commented that the testing scheme is a function of
    St. John Ambulance and to retain current certification the test must be
    undertaken each year.
    Question was called on the amendment, and a vote taken.
    AMENDMENT FAILED
    The Secretary noted that the Department has full authority to waive
    the requirement in instances

    deemed reasonable.

    Moved by D. Birth, seconded by T. McNabb,
    "That Simon Fraser University continue to
    participate, as in recent years in the English
    Placement Test project for an additional
    period to June 1981."
    An amendment was moved by W. Li.twi.n, seconded by T. McNabb,
    "If, upon an evaluation in semester 81-1,
    the test is proved a useful and valid
    indicator, it be continued."

    D. Birch appreciated the intent of the amendment but stated that the
    S ?
    purpose would be achieved through on-going review without any pre-condition.
    W. Litwin contended that the student Senators desired assurance that an
    evaluation is actually taking place and questioned whether the test as
    presently written is particularly valid.
    Question was called on the amendment, and a vote taken.
    AMENDMENT FAILED
    A further amendment was moved by W. Litwin, seconded by T. McNabb,
    "If the placement test is found to be valid and is
    to be continued following June 1981, then the
    University develop a set of three credit courses
    to fulfil the following criteria: 1) Remedial
    English; 2) Writing for Arts students; 3) Technical
    writing for Science students, to be in place for 81-3."

    T. McNabb was of the opinion that as the English Placement Test has no
    established pass mark nor necessary action in the event of failure, the Test
    should either be revised to provide a useful service or discontinued. R.
    Brown opposed the amendment, stating that the present examination is advisory
    to students. He added that the question of literacy is under consideration
    by the Senate Committee on Undergraduate Studies and it seems reasonable to
    await the results of that review rather than legislating policy on the floor

    and T. Calvert spoke in support of the Dean of Art's remarks.
