APPROVAL OF MINUTES
The minutes of the Open Session of June 4, 1979 were approved as
circulated.
3.
BUSINESS ARISING FROM THE MINUTES
Commenting on the motion approved by Senate to refer G.S. 202 -
Introduction to the Study of Psychic Phenomena - the Chairman advised
that an ad hoc committee composed of representatives from SCUS and
SCAP, chaired by the Chairman of SCUS, has been established and it is
expected that a report will be presented to Senate early in the Fall.
4.
REPORT OF CHAIRMAN
1) J. Munro read a memorandum from the President which responded
to a question raised by Senator Einstein in connection with television
coverage of a speech by C. Suart to a group of vocational school
administrators. Senate was. advised that the comments reported were
taken out of context; that the Vice-President, Administration was
addressing a country-wide problem, whereas SFU's position is reflected
in its own negotiations. ?

Data on the number of applications for undergraduate admission
was provided. It was noted there was some slight improvement over the
figures supplied to

the June meeting as at July 6 undergraduate appli

cations for admission are down by 7.9% in comparison with figures taken
at the same time last year and acceptances during the same period are
down 5.8%.
iii)
Senate was informed that the Universities Council of B.C. has
'approved the proposals for the Dance Major and for the M.Sc. in
Computing Science.
iv)
The Secretary pro tern of Senate announced the result of a recent
by-election to Senate wherein Stephen Hinchcliffe has been elected by
acclamation to replace Barbara Kassen from date of election to May 31,
1980 as a student representative.
v)
A supply of cerlox bound calendars were made available to Senators.
vi)
Questions at Senate:
F. Einstein gave notice of a question he would be submitting for
response at the next meeting of Senate, i.e. that the Chairman of Senate
consider the establishment of a Senate Committee on Computing.
H. Weinberg asked that the Chairman address the question of the
terms of reference in connection with the disbursement of interest
revenues accrued from the recently announced $500,000 W.A.C. Bennett
Endowment Fund.

5. REPORTS OF COMMITTEES
i) Senate Committee on Academic Planni
a) Paper S.79-76 - Reorganization of the Department of Economics
and Commerce
Moved by R. Brown seconded by L. Resnick,
"That Senate approve and recommend approval to
the Board of Governors the following recommendations
of the Senate Committee on Academic Planning, as set
forth in Paper S.79-76:
1.
That the Department of Economics and Commerce be
reorganized into a School of Economics and
Administrative Studies to be affiliated with the
Faculty of Arts, and that the Department of Economics
and Commerce be discontinued upon the establishment
of the School.
2.
That the School be made up of two departments,
Economics, and Administrative Studies, each with its
own Chairman.
3.
That the School of Economics and Administrative
Studies will have one undergraduate studies committee
and one graduate studies committee to serve both
departments."
For information: The School of Economics and Administrative Studies
will be administered by a Director who will also
hold the position of Associate Dean for the Faculty
of Arts.
P. Kennedy and W. Wedley were introduced as the resource persons
who were available to. speak to the proposal and they were iivited to
join the assembly.
Senate was advised that R. Brown and T. Calvert were included on
the sub-committee which had reviewed the problems related to the
Department of Economics and Commerce and submitted its report with
recommendations to the Senate Committee on Academic Planning. In
response to questions relating to establishment of a Faculty rather
than a School, R. Brown stated that the proposal was an interim measure
to facilitate immediate solution of various problems which face the
current departmental organization. The larger question of administrative
organization is a matter for further investigation but it is unlikely
implementation will occur withth two or three years. He confirmed that

be no changes to the basic curriculum
of the Department; that the same degree programs will continue to be
offered; and that the MBA program will be offered under the aegis of
the Commerce wing of the proposed new structure.
A number of disadvantages in the current structure of the
Department were mentioned, i.e. the difficulty of recruiting faculty,
morale within the Department, and perceived lack of status of Commerce
in the business community and with other universities.
W. Rowe questioned the effect on the business community of
graduates from a program bearing credentials from a School of Economics
and Administrative Studies, and a. number of other Senators spoke in
opposition to the proposed title.
Moved by J. Harrison, seconded by L. Severy,
"That the motion be referred back to SCAP."
J. Harrison stated that a number of members of Senate appeared to
have serious questions regarding the reasoning behind the proposal and
he felt there was need for more complete documentation. K. Rieckhoff
spoke in opposition to the referral on the basis that he considered any
points that may not have been covered in the support documentation had
been adequately addressed through debate at Senate. R. Brown also spoke
in opposition on the basis of the negative consequences of delaying the
implementation of the proposal at this time which would mean final
approval could not be received from the Universities Council for at least
three or four months.
L. Severy then withdrew her support for the motion to refer and B.
Hoiweg elected to be named the seconder.
Responding to a question raised by Senator Slay, T. Calvert advised
that the task force sub-committee had obtained student input .by conduct-
ing an open forum and many individual meetings set up by appointment with
whoever wanted to meet with the committee. In addition written submissions
had been received from undergraduate and graduate students and from the
student union.

B. Clayman stated that the proposal consisted of minor realign-
ments to the existing program.
