    APPROVAL OF AGENDA
    On a motion by K. Rieckhoff, seconded by L. Resnik, the agenda
    was approved as circulated.
    2.
    APPROVAL OF MINUTES
    ?

    K. Okuda requested that the response to a question he had raised
    in connection with the graduate studies curriculum changes in Political
    Science be recorded in the minutes of the Open Session of January 8,
    1979. The Chairman accepted the request and the following comments now
    form part of the record:
    "K. Okuda enquired if the Senate and the Senate Committee on Graduate
    Studies had established policies concerning contact/credit hour relation-
    ships. J. Wheatly noted that generally a graduate course tends to run
    once a week for
    as
    long as required and carries a vector of either 5 or
    3 depending on thediscipline, but there is no rationalization across
    the university. The University Review Committee recommendation stipulates
    that the criteria
    1
    for fulfilment of requirements is based on the courses
    required. for the degree, not credit hours."
    A. Timbriake referred to page 14 of the previous minutes and
    asked that the wo
    1 rd "continuance" contained in the statement attributed to
    him be altered to "discontinuance".
    On a motion by K. Rieckhoff, seconded 1r D. Hauka, the minutes
    of the Open Session of January 8, 1979, were approved as amended.
    3.
    BUSINESS ARISING FROM THE MINUTES
    The Chairman referred to Senate paper S.79-11 which had been
    discussed at som length at the last meeting, dealing with proposed
    Calendar entries related to limitation of enrolment, liability, student
    conduct, student discipline. Following the meeting concerns were raised
    by the Student Society who had some reservations on the proposals and
    there had also been questions raised at the meeting of the Board of
    Governors. It had been decided that no further action would be taken
    until there had been opportunity for the Senate Committee on Agenda and
    Rules to consider the proposals further. It is intended to ask the
    Senate Committee on Agenda and Rules to bring forward a proposal for an
    ad hoc Committeeto consider further those issues that are appropriate for
    Senate deliberations and in addition to provide further input on those
    items which belong properly to the Board of Governors.
    4.
    REPORT OF CHAIRMAN
    The Président reported that Universities Council has given further
    consideration to the Kelowna School of Resource Management. submission
    and that a special meeting has been called to review an updated statement
    on projected capital costs. Also a consolidated paper on the proposal had
    been submitted at Council's request. Inasmuch as Council has reaffirmed
    support for the proposal it is hoped that early approval may be realized
    in order that funding approval of the Ministry may be sought. He added
    that plans for apublic meeting On the matter had been cancelled.

    G.Pedersen advised Senate that there has been no progress in
    AUCE negotiations, with the union and management holding firm in their
    respctive positions and that AUCE's rotating strike action process
    continues.
    All items endorsed by Senate at its last meeting have now received
    favorable consideration by the Board of Governors.
    5. REPORTS OF COMMITTEES
    1) Senate committee on Continuing Studies
    a)
    Paper S.79-12 - Amendment to the Terms of Reference of the
    Committee
    Mo1ved by J. Blaney, seconded by P. Palmer,
    "That the terms of reference of the Senate Committee
    on Continuing Studies be amended by deleting-term
    C.(3) in Senate document S.8-479."
    J. Blaney advised Senate that the proposal was intended to
    eliminate in

    consis t
    ency which had been pointed out by a Committee member
    in connection with the terms of reference involving sections 3 and 4 of
    the terms of reference.

    Senate accepted for information the submission of the Senate
    Committee or Continuing Studies relating to Statistical Reports covering
    the period from September 1, 1977 to August 31, 1978.

    A) Paper S.79-14 - Special Topics
    Reports from departments and programs within the Faculty of Inter-
    disciplinary Studies regarding Special Topics offerings in 1978-1 and
    1978-2 were received by Senate for information.

    An information paper outlining details of selected topics
    courses offered in the Faculty of Science in the semesters 77-3, 78-1, 78-2
    and 78-3 was received for information.

    K. Okuda enquired as to the academic policy relating to special
    topics and directed studies, and the Secretary responded that in most
    departments there is provision for both special topics and for directed
    studies. If a course is advertised as special topics but proves to have
    a very limited enrolment, it may be switched to a directed studies offering
    for that semester at the request of a department provided this is
    obviously appropriate.
