    There was no business arising from the minutes.

    REPORT OF CHAIRMAN
    The Chairman referred to a question raised by D. McMillan, "What has
    happened with the suggestion, made at a recent SCSAB meeting, that student
    representatives to Board of Governors and Senate not be eligible for
    university awards?" He explained that a proposal before that Committee
    that no student holding elected office be eligible had been further discussed
    particularly with regard to financial reimbursement, and the general agree-
    ment of the Senate Committee on Scholarships, Awards and Bursaries was that
    a student should not be awarded automatically, but should not be excluded.
    Senate was advised that the first meeting of the Search Committee for
    Vice-President, Academic has been held and it is. expected that wide circula-
    tion of a call for nominations and applications will commence immediately.
    Senate was reminded of the proposed special meeting of Senate on
    November 20, 1978 to consider the program for the Kelowna School of Resource
    Management.

    5. REPORTS OF COMMITTEES
    i) Senate Nominating Committee
    a) Paper S.78-113 - Elections to Senate Committees
    S. Luetzen was elected by acclamation to the Lay Senator position
    on the Senate Committee on Honorary Degrees, which had been vacated
    when L. Latham had resigned her Senate seat.
    It was noted that the Senate Nominating Committee had done an exten-
    sive job of trying to obtain from the few Lay members currently on Senate
    nominees willing to stand for election to the Senate Committee on Continu-
    ing Studies, Senate Committee on Scholarships, Awards and Bursaries, and
    the Senate Committee on Undergraduate Studies. The Nominating Committee
    intends to continue its efforts to fill the vacancies as existing vacancies
    on Senate are filled. ?

    ii) Senate Undergraduate Admissions Board (Senate Committee on Academic
    Planning
    a) Paper S.78-114 - Proposal for New Admission Requirements for
    B.C. Secondar y
    School Graduates
    Moved by N. Reilly, seconded by K. Rieckhoff,

    I.
    "That in addition to presenting Algebra 11 (which
    is currently a requirement for admission), B.C.
    Secondary School applicants be required to present
    a Science 11 (i.e. physical or life science) or a
    Language 11."
    II.
    "That B.C. Secondary School students be required to
    present four academic 12-level subjects (including
    English 12) for admission."
    III.
    "That, normally, applicants must present an overall
    average of C+, or 2.5, on the four academic 12-level
    subjects (including English 12). Applicants whose
    overall average on the four academic 12-level subjects
    is between C and C+ will be considered for admission
    by the Senate Undergraduate Admissions Board."
    IV.
    "That students be allowed to select their academic
    12-level subjects from the Arts and Science list as
    approved by the Ministry of Education."
    V.
    "That the preceding admission requirements be effective
    commencing with June 1981 B.C. Secondary School
    Graduates. Admission of applicants graduating pre-
    viously will be based on the admission requirements in
    .
    ? effect the year of graduation."
    Note: Applicants who, because of administrative diffi-
    culties in their schools, cannot present the
    courses as required, may be excused the specific

    deficiency on petition by the Principal of the
    school concerned.

    "For applicants graduating in 1980, that, normally,
    they must present an overall average of C+, or 2.5 on
    the three (3) academic 12-level subjects (including

    Moved by J. Young, seconded by D. Hauka,
    "That the question be divided into its six
    parts."
    Question was called on the motion to divide, and a vote taken.
    MOTION TO DIVIDE FAILED
    D. Birch provided background information in connection with the
    process which was followed to bring the recommendations of SUAB before
    Senate for formal consideration. He noted that when the proposal was
    first presented to SCAR for inclusion on the agenda for the September 11
    meeting of Senate it was decided that, because the recommendations could have
    significant implications for the university on overall enrolments and access
    to potential applicants, the proposal be transmitted to Senate for informal
    discussion before holding a joint meeting of SCAP and SUAB on September 13.
    Following consideration at a joint meeting of SUAB and SCAP, the recommenda-
    tions had been refined by SUAB, reviewed by SCAP and were now placed before
    Senate with the support of both Senate Committees.
    L. Wilson, designated Chairman of SUAB, and A. McMillan, Director of
    Admissions, were invited to join the assembly to respond to questions. E.
    Wells, who had been temporary Chairman of SUAB, was on Senate.
    Information was provided by D. Birch in connection with the nature of
    consultation and reaction to the proposal from the other universities and
    the school districts. Lengthy discussion followed in connection with the
    possible effects of the changes to potential students seeking admission.
    The proposed dates were questioned by J. Gingerich because of possible
    impact. J. Young pressed for a more open admission policy with intent to
    require non-successful students to withdraw. D. McMillan indicated disagree-
    ment with some of the statements of rationale; it was clarified these do not
    form part of the main motion. It was noted some change to the terms of
    reference of SUAB might be required.
    An amendment was moved by J. Young, seconded by J. Gingerich,
    "That the fourth word in Notion III (must) become
    'should' and that the next sentence read 'Students
    with a grade point average of between 2.0 and 2.5
    will be admitted to the university on the under-
    standing that they must in the first 30 hours main-
    tain an average of 2.0.'"
    J. Young was of the opinion that a student who has successfully com-
    pleted Grade 12 should have an opportunity for a university program. It

    was clarified that the intent would be on the average of the first
    thirty hours.
    Both the Chairman and the Secretary pointed out the difficulties
    involved in attempting to formulate a revision on the floor of Senate
    as it would be impossible to consider all possible implications of
    the change. The Chairman ruled that if the amendment were to be
    approved it would be accepted as a statement of principle and Motion
    III would be withdrawn from further consideration at this rheeting.
    The effect of the approval of the amendment would be referral for proper
    wording and would constitute instruction to the Committee.
    K. Rieclthoff commented that in his experience it appeared that
    students worked only to achieve their goals and not to their full
    potential, and the proposed changes would encourage the students in
    secondary schools to elevate their standards to ease the transition -
    to the post-secondary level of education. D. McMillan felt that the
    proposal would affect other students whose level of performance was
    the consequence of more than just motivation.

    approval of Western Civilization 12 (

    able subject for admission in March 1977) and A. McMillan explained
    that following a review by three departments in the Faculty of Arts
    and the FACC there had been a positive recommendation that the particular
    course be included in the list of 12-level academic subjects from the
    Arts and Science list. A. McMillan confirmed approval of the motion
    before Senate would constitute approval of Western Civilization 12 as
    a course acceptable for admission purposes.

    of Senate - Monday, December 4, 1978, and again reminded Senators that a
    special meeting was proposed for Monday, November 20, 1978 to consider
    the program for the Kelowna School of Resource Management.
    The assembly recessed briefly at 8:29 p.m. prior to moving into
    Closed Session.
