    APPROVAL OF MINUTES
    K. Rieckhoff referred to page 7 of the minutes of the Open Session
    of January 9, 1978, and requested that the sentence under Item 4, iii),
    in connection with Paper S.78-3, be altered to read, "K. Rieckhoff
    received clarification that the statistics provided in the paper referred
    to credit courses and for students enrolled for credit, and that material
    was accepted for information."
    K. Okuda asked that the third line of the paragraph covering the dis-
    cussion of Paper S.78-6 on page 9 be changed to read, "in different
    departments deal with the problem of International as opposed to national
    development."
    The minutes of the Open Session of January 9, 1978 were then approved
    as adjusted.

    B. Wilson reported that the Board of Governors had accepted the changes
    recommended by Senate in connection with the Search Procedures for University
    Librarian, and that the election procedures had been set in flow.

    REPORT OF CHAIRMAN

    Moved by D. Birch, seconded by J. Wheatley,
    "That Senate approve In principle the program as
    set out In the attached report regarding the
    School of Resource Management at Kelowna."
    Paper S.78-13 Addenda had been distributed earlier also.
    The Chairman stated that it was his intention to provide a discussion
    period during the Closed Session of Senate in order that recent activities
    of the IUPB might be elaborated upon. In response to a question raised by
    K. Okuda, B. Wilson advised that eight individuals had accepted positions
    on the proposed ten member advisory committee, and it was expected that a
    meeting would be held shortly. He added that the names of the individuals
    would be provided to Senate as soon as they were known to him, and that
    G. Geen is chairman of the committee.

    Paper S.78-15 - Proposed New Courses: Department of English
    ?
    Moved by D. Birch, seconded by P. Buitenhuis,
    "That Senate approve, and recommend approval to
    the Board of Governors, the new courses ENGL 300
    (Old English I: Introductory Old English) and
    ENGL 301 (Old English II: Advanced Old English),
    as set forth in S.78-15."
    D. Birch asked that it be noted that if the new courses were approved
    it was intended that ENGL 302 would be dropped from the curriculum, and
    that SCUS had approved waiver of the time lag requirement in order that
    ENGL 300 may be offered in the Fall semester 78-3.
    P. Buitenhuis explained that the resources of the department would
    permit only staggered offerings of the course proposals, and drew attention
    to an explanatory memorandum from Dr. J. Zaslove included in the documenta-
    tion.

    "That Senate approve, and recommend approval to
    the Board of Governors, the new course EDUC 467
    (Curriculum and Instruction in Teaching English
    as a Second Language), as set forth in S.78-16."
    Note: LING 412-3 (English as a Second Language) offered by the Depart-
    ment of Languages, Literatures and Linguistics, has recently been
    revised to eliminate potential overlap so that it will be com-
    pletely complementary to the proposed EDUC 467-4. The Faculty of
    Education and the Department of Languages, Literatures and
    Linguistics intend, through these courses, to address in part the
    need of teachers for the skills required to teach students for
    whom English is an additional language.
    The Education Librarian reports that $2,000-$3,000 will be re-
    quired over the next two years to build up the already substantial
    library collection to the point where it will be fully adequate.
    This item will have to be placed in priority with other required
    acquisitions.
    D. Birch stated that SCUS had approved waiver of the time lag re-
    ?
    quirement to permit offering of the new course in the Summer semester 78-2.
    B. Palmer questioned the propriety of hiring faculty members in
    advance of Senate's approval of new courses, and G. Ivany responded that
    expertise was sought for the development of courses for which there was
    a demand.

    "That Senate approve, and recommend approval to
    the Board of Governors, the proposed description
    and prerequisite changes to EDUC 423-4 (Analysis
    of Teaching), as set forth in S.78-16."
    Note: When this course was considered, SCUS discussed at considerable
    length the proposed objectives and the stated prerequisite par-
    ticularly since the course relies heavily on theories of learning.
    As a result of that discussion the Faculty of Education agreed to
    the explicit reference in the prerequisite statement to "an
    introductory course in learning theory."
    Question was called, and a vote taken.

    8 NOTICES OF MOTION
    1) Paper S.78-12 - Proposed Adjustment to Senate Rules - Elections
    (Senate Committee on Agenda and Rules)
    Moved by A. Kazepides, seconded by L. Resnick,

    "That Senate approve change to the Rules of Senate
    by deleting the present Section IV. F and substituting
    a new Section IV. F as described in Appendix I herewith."
    An amendment proposed by R. Powell initially was not accepted by
    the Chairman, but upon reference to Section 43 of the Universities Act
    this ruling was reversed.
    Amendment was moved by R. Powell, seconded by H. Lal,
    "That Section 3 (iii) of Appendix 1 attached to
    Paper S.78-12 be altered to read, 'If an under-
    graduate student then must complete an average
    of at least 9 semester hours credit in two of the
    three semesters associated with the one-year term
    of office. If a graduate student must continue to
    be so registered throughout the period of office."

    Lengthy debate followed on the consequences of accepting the amend-
    ment, itsconsistency with thereisin to the Universities Act, and the
    value of including part-time student representation on governing bodies
    of the university.
    Question was called on the amendment, and a vote taken.

    T. Calvert asked the Secretary to provide Senate with information
    on possible implications of defeating the motion and the matter of bringing
    the Rules of Senate into conformity with the Universities Act. H. Evans
    outlined the eligibility regulations as they had been applied under the
    former difficult legislation, and stated that if the motion were not approved
    any individual registered in any course could be a candidate and a voter,
    including in the case of undergraduate students those in good standing
    who were registered in a credit course or courses in the immediately previous
    semester who certify they intend to register again at Simon Fraser University
    before missing two consecutive semesters. He believed elections could be
    subject to challenge. K. Rieckhoff suggested Senate had the right to define
    full-time students of SFU as It saw fit and if legal consequences resulted
    they' could be resolved through the courts.

    The Secretary cautioned that, although he would set in flow the
    election processes for individuals to take office effective June 1,
    1978, in his opinion the nature of Senate's action potentially could
    place the University in an illegal position, and unseating of elected
    members could be a consequence.
    Moved by B. Hoiweg, seconded by B. Palmer,
    "In light of the many constructive contributions of
    student Senate and Board of Governor members, we re-
    affirm the appropriateness of student representation
    on Senate and the Board of Governors as constituted
    by those obdies."
    It was pointed out that the composition of Senate and the Board of
    Governors is specified in the Universities Act, and the mover and seconder
    of the motion agreed to deletion of the last five words of the motion.
    K. Okuda enquired as to the merit of bringing the statement to the
    attention of the Ministry which, could be answered to the detriment of
    the University, and R. Powell responded that if the governing bodies of
    the three universities provided a clear indication of their feelings in
    the matter there was less likelihood of pressures being brought to bear.
    E. Mulholland added that the motion was in response to an accusation of
    student irresponsibility.
    Question was called, and a vote taken, with deletion as noted.

    Moved by G. McGuire, seconded by J. Wheatley,
    "That SCAR be directed to formulate a schedule
    deadline or other plan. that will spread Senate's
    workload more evenly throughout the year."
    J. Wheatley asked that the minutes reflect that SCAR should consult
    widely in such a streamlining process.

    iii) Paper S.78-18 - Student Representation (Senate Committee on Agenda
    and Rules) - For

    Information and Informal Discussion
    It was suggested that administrative experience within the proposed
    Senate committee would be useful but B. Palmer stated that the intent was

    for a small committee with open meetings during which contributions could
    be received. K. Rieckhoff warned against binding departments to struc-
    tures and L. Resnick questioned the mechanism proposed to achieve the
    anticipated goals. The Secretary provided information that the legal
    opinion obtained in connection with the notice of motion indicated that
    the Universities Act contains a number of provisions for twin veto, neces-
    sitating full agreement on all significant wording by the dual bodies.
    The opinion also indicated that it would be in order for Senate to set
    guidelines for student participation.
    The Chairman stated that the motion would be considered at the March
    meeting of Senate.
    9. INFORMATION
    E. Wells noted that Senate had not received a report from the Senate
    Appeals Board and asked that a paper be provided which would include the
    numbers of annual appeals and the percentage successful, the number of
    retroactive withdrawals awarded, and the numbers of transfer students
    admitted to SFU with a GPA of less than 2.0. The Chairman agreed to have
    the question directed to the Committee.
    It was noted that the next meeting of Senate is scheduled for Monday,
    March 6, 1978.
