    APPROVAL OF AGENDA
    The agenda was approved as circulated.

    APPROVAL OF MINUTES
    The Chairman drew attention to an error in the "Note" following
    the motion on Paper S.77-50,, and asked that the word "major" be changed
    to "minor." The minutes of the Open Session of May 9, 1977 were then
    approved as corrected.

    BUSINESS ARISING FROM THE MINUTES
    T. Arrott enquired if the motions relating to funding and tuition
    fees had been forwarded to the Universities Council and to the government,
    and the Chairman responded that receipt of the dispatched material had
    been acknowledged.

    The Chairman announced a number of additions and changes to the
    list of nominations submitted by the Senate Nominating Committee for
    elections to Senate Committees. T. Calvert questioned the proposed
    procedure for conducting the election to the Senate Committee on
    Academic Planning/Senate Committee on University Budget of one Senator
    at large and one student Senator under a single ballot, from which he
    said several possibilities could develop.
    Moved by T. Calvert, seconded by A. Curzon,
    "That the elections to :the Senate Ctimmittee
    on Academic Planning/Senate Committee on
    University Budget for a Senator at large and
    a student Senator be separated."
    T. Calvert stated that if a student is elected in the first ballot
    it would not be necessary to hold a second election.

    a) Paper S.77-72 - B.Sc. Program in Geography
    Dr. M. C. Roberts, Chairman of the Department of Geography, was
    invited to join the assembly to respond-to questions.
    Moved by D. Birch, seconded by J. Webster,
    "That Senate approve, and recommend approval to
    the Board of Governors, the proposal for a B.Sc.
    Program in Geography, as set forth in Paper
    S.77-72."
    J. D'Auria drew attention to page 15 of the paper, and informed
    Senate that the recommended course CHEM 235 - Geochemistry is still in
    the process of development and has not been transmitted through the
    necessary committee processes for approval.
    It was ascertained that the recommendation for a student for the
    Major in Geography would be the responsibility of the Department of
    Geography and that the recommendation for the B.Sc. degree would pro-
    ceed through the Faculty of Science as for other degrees in that
    Faculty.

    H. Weinberg referred to the illustrative streams which suggested
    four separate programs, and D. Birch stated that although there is a
    Physical Geography Program which can be taken in the context of the
    science programs, approval of these individual streams was not the
    substance of the motion. The sample streams would not appear in

    Moved by D. Birch, seconded by T. Calvert,
    "That Senate approve, and recommend approval to
    the Board of Governors, the proposed new course
    proposals, G.S. 410-3 and G.S. 411-5, as set
    forth in Paper S.77-73."
    E. Wells asked for examples of the topics which were intended to
    be covered in the proposed courses, and T. Calvert stated that the
    calendar indicates the types of General Studies courses which have
    sufficient long term interest to continue their publication, and that
    special topics courses were a mechanism used by most departments to
    facilitate use of visiting faculty with a particular expertise.

    OTHER BUSINESS
    (Secretary's note: The following report was given in the Closed Session
    and is recorded in the Open Session minutes as the matter was not con-
    sidered to be confidential.)
    B. Wilson reported on current involvement with the defunct Notre
    Dame University, which is now the site of the David Thompson University
    Centre. He stated that, in response to a request from the government,
    representatives from SFU had interviewed individual students in Nelson
    with a view to facilitating those who were unable to complete their
    degrees because of the closure of NDU. On the basis of the records of
    nearly 80 students who potentially could complete their degrees within
    one year, 35 semester length courses had been developed generally which
    might have been offered in Nelson providing agreement had been reached
    with the Minister of Education and the Board of NDU:- to accept those
    courses for the NDU degrees; the provision of adequate funding; that
    necessary faculty could be hired under SFU rules; that the right to
    offer the courses was clearly established. He commented that NDU

    faculty, under their union contract and the Labor Code of British
    Columbia, have successor rights on campus although the University is
    closed and this has prevented resolution of the overall problem on
    offering courses. He stressed that no commitment has yet been made with

    respect to on-going programs in Nelson, but NDU students could complete
    SFU degrees by transferring to this institution if they have the appro-
    priate prerequisites and fulfil the special regulations on transfer
    developed by Senate, or could take courses from the coastal universities
    for transfer to the NDU program. It was also noted that NDU students
    could take some advantage from some 53 correspondence course offerings
    available through the facilities of SFU, UBC and Waterloo where appro-
    priate to NDU purposes.
    With reference to Interior Programming, B. Wilson provided informa-
    tion to the effect that discussions with people involved with the process
    in
    five college centres had given assurance that the proposed model for
    the development of degree-completion programs in non-metropolitan areas was
    reasonable and the proposal was currently being rewritten in part to broaden
    the base for detailed planning. The University of Victoria has plans for
    some professional programs and the Planning Committee is meeting on June 11
    with individuals appointed by UBC. The Chairman added that four members
    have been appointed by the government to an Interior University Programs
    Board, under the aegis of the Universities Council which will be looking
    at the various plans put forward and which will ultimately be responsible
    for recommending fund allocation.
    B. Wilson advised that the program Coordinating Committee of the
    Universities Council had considered plans for new programs and was
    is

    Clinicalthe Master of Resource Management, the M.A. and Ph.D. in
    Clinical Psychology, Minors in Film and Theatre, and the Survey Science
    programs, but the Clinical Chemistry proposal had been rejected. Submis-
    sions from UBC covering a B.Ed. in Special Education and Engineering for
    Coal had been recommended for approval, while 71 other presentations had
    been refused. The University of Victoria had received approval for all
    of the 7 or 8 proposals it had put forward. He added that an external
    reviewer had been reported to have stated that the SFU Fine Arts program
    was the most exciting of the variety of submissions presented.

    recorded in the Open Session minutes as the intent is to present motions
    for the next meeting of Senate.)
    G. McGuire indicated that he was intending to place motions concerning
    tuition fees before the next meeting of Senate, and he was advised that
    these would need to be presented to the Senate Committee on Agenda and
    Rules by June 16 for consideration for inclusion in the July meeting.

    It was noted that the next meeting of Senate is scheduled for Monday,
    July 4, 1977 at 7:00 p.m.
