    APPROVAL OF AGENDA
    The agenda was approved as circulated.

    APPROVAL OF MINUTES
    The minutes of the Open Session of January 10, 1977 were approved as
    distributed.
    3.
    BUSINESS ARISING FROM THE MINUTES
    There was no business arising from the minutes.
    4.
    REPORT OF CHAIRMAN
    The Chairman advised that copies of the comments from the University
    of Victoria and the University of British Columbia in connection with
    Post-Secondary Education in the Interior would be available in the
    Registrar's Office for the perusal of any interested Senator.

    REPORTS OF COMMITTEES

    1) Senate Committee on Agenda and Rules
    a) Paper S.77-02 - Recommendations on Paper Circulation
    Moved by A. Curzon, seconded by R. Brown,
    1.
    "That all Senate papers be printed on both sides of
    the page rather than the present practice of printing
    on one side only."
    Note: Should Senate approve this recommendation it will be
    implemented as soon as Ancillary Services completes
    installation of the press that prints on both sides
    of a page.
    2.
    "That Senate be provided with lists of candidates for
    graduate degrees at the Master's level. The lists
    will contain, in addition to the candidate's name and
    degree, the title of the thesis, extended essay, or
    project."
    Note: Appropriate reference documentation will be made
    available by the Registrar for Senators in the Senate
    Chambers should any Senator wish to see It.
    3.
    "That candidates for Ph.D. degrees continue to be pre-
    sented to Senate with support documentation because of
    the relatively small number of candidates and the sig-
    nificance of the degree."

    "That the curriculum vitae of teaching personnel be
    eliminated from the documentation for courses and/or
    programs submitted by the Senate Graduate Studies
    Committee."
    An amendment was moved by J. Catalano, seconded by G. McGuire,
    "That reading lists be eliminated from the documentation
    for courses and/or programs submitted by the Senate
    Graduate Studies Committee."
    A. Curzon favored inclusion of reading lists; J. Ellis was of the
    opinion that such data could be made available but not circulated; and
    T. Calvert expressed opposition to the amendment.
    Question was called on the amendment, and a vote taken.

    Question was called on the motion to divide, and a vote taken.

    Question was called on Item 1 of the motion, and a vote taken.
    ITEM 1 CARRIED
    Addressing Item 2 of the motion, J. Munro questioned the possible
    impact on committees, and expressed concern about the reaction of
    students and lay members of Senate who do not have an opportunity to
    review the documentation before consideration at Senate. J. Ellis
    supported the proposal as a means of improving committee functions
    and relieving Senate of housekeeping matters. Speaking in opposition
    to the motion, R. Walker commented that the approving of degrees is a
    prime function of Senate and full documentation should continue to be
    circulated.

    b) Paper S.77-03 - Provision for Questions at Senate
    The assembly was informaed that the Senate Committee on Agenda and
    Rules had considered R. Ironside's proposal for amendment of the Rules
    of Senate to incorporate a question period, and it had been recognized
    that some guidance was required from Senate before such a proposal could
    be fully and appropriately developed for discussion in depth. P.
    Buitenhuis submitted a suggestion, "That Senate set aside a period at
    the end of the regular session. Notice of questions must be addressed
    to the Chairman at least one week before the regular meeting of Senate.
    Questions should be matters of academic policy or of general university
    concern. The Chairman of SCAR should act as Chairman in the question
    period."
    A number of Senators spoke in opposition to any form of question
    period, while others expressed interest in and support of the concept
    of a brief period allotted for the encouragement of informal discussion
    of items of general interest and of current activities related to
    powers and responsibilities of Senate.
    It was agreed that the Senate Committee on Agenda and Rules would
    undertake to develop recommendations to facilitate questions at Senate,
    taking Into consideration the comments expressed. The Chairman invited
    Senators to submit other comments and suggestions to SCAR.

    In response to a question from T. Glas as to when this matter would
    be before SCAR, the Chairman indicated it might be the next meeting or
    later but information would be given in advance of the meeting.
    ii) Senate Graduate Studies Committee
    a) Paper S.77-04 - Ph.D. Language Requirements
    Moved by J. Wheatley, seconded by R. Brown,
    "That the Faculty of Science requirement for a
    language other than English in the Ph.D. program
    be removed and appropriate changes be made in the
    graduate calendar."
    It was pointed out that inasmuch as most research is now done In
    English or translated into English, the requirements for a second
    language represents an historical redundancy at the Ph.D. level.
    Question was called, and a vote taken.
