    election to Senate by Faculties Jointly to replace J. Walkley temporarily
    from January 1, 1977 to August 31, 1977.

    APPROVAL OF MINUTES
    R. Ironside referred to the minutes of the Special meeting of
    November 29, 1976 and asked that paragraph 4 on page 3 be extended
    to include the preference of the Vice-President, Academic for the
    .
    alternatives included in Paper S.76-152. The Chairman agreed that
    inclusion could be made.
    The Secretary has since altered paragraph 4 of page 3 of the
    minutes of the Special meeting of November 29, 1976 to read as follows:
    "B. Wilson rejected the argument that there was an undue gamble and
    stated his preference was currently in favor of Alternative C. He
    noted that no speakers had spoken for either A or E. T. Dobb indicated
    his support for A, with B. MacDonald and R. Ironside speaking for D,
    R. Carlson for C, and J. Ellis for B."
    The minutes of Senate's meetings of November 29, 1976 (as extended)
    and the Open Session of December 6, 1976 were approved.
    3.
    BUSINESS ARISING FROM THE MINUTES
    K. Okuda expressed personal concern relating to the action of the
    Board of Governors in altering Senate's motion regarding the proposal
    for Interior programming, and suggested there was a need for improved
    liaison between the Board and the Senate. The Chairman agreed but noted
    that time constraints were a major factor and as there was concern regard-
    ing fiscal commitments, the Board's action was appropriately directed to
    a matter under its jurisdiction. She stated that the Senate Committee on
    Agenda and Rules would be asked to consider possible means to create a
    formal link between Senate and the Board of Governors.

    REPORT OF CHAIRMAN
    SIn response to a request by L. Severy that Senators receive copies
    of a report from the University of British Columbia on Post-Secondary
    Education in the Interior, the Chairman stated that both UBC and the
    University of Victoria had prepared comments but that it appeared more
    appropriate that the documents be first discussed by the Senate Committee
    on Academic Planning. She added that the Universities Council had re-
    quested an estimate of costs of the planning operations, that this was in
    course of preparation covering the balance of the current fiscal year and
    the next fiscal year, and that the Chairman of the Senate Committee on
    University Budget would be informed of the contents of that document. She
    advised that no indication has been received from the government of accep-
    tance or rejection of SF U's proposal.
    5.
    REPORTS OF COMMITTEES
    F. Cunningham drew attention to the quantities of paper which which
    had been required for distribution of current Senate materials, and sug-
    gested that waste should be curtailed. A number of Senators offered pro-
    posals for reducing costs, and it was agreed that comments should be
    referred to the Senate Committee on Agenda and Rules in order that considera-
    tion could be given by that body to recommendations which may prove more
    acceptable to Senate than those of the Paper Committee which had been re-
    jected in August 1976. SCAR would submit recommendations to the next meeting
    of Senate.

    Moved by D. Birch, seconded by J. Catalano,
    "That Papers S.76-172 through S.76-188, covering
    revisions of a minor nature for calendar, be approved
    under one motion, with the proviso that particular
    items may be separated for specific consideration."

    D. Birch stated that the Department had requested a minor correc-
    tion in the title of CNNS 438-5 to alter it from "Telecommunications
    Regulation In North America" to "Telecommunications Regulation in Canada
    and the U.S.A." and this was accepted In the motion. R. Brown advised

    • that a page covering the schedule and readings for CMNS 455-5 had been
    inadvertently inserted following the course outline for CM1IS 300-5 and
    that this should be removed from the documentation.
    W. Melody, Chairman of the Department of Communication Studies,
    was invited to join the assembly, and informed the membership that two
    new faculty members had been appointed and a third was scheduled to join
    the Department in the Fall 1977, removing any possible overload condition
    in the mounting of the five new courses. K. Okuda questioned the adequacy
    of the prerequisites for the topic outline of CMNS 438, and he was in-
    formed that the focus was on the nature and formulation of public policy,
    concepts that could be taught at various levels of sophistication and
    would not require extensive knowledge of economic theory. It was also
    noted that the 5 credit hour assignment in the total program was currently
    under review.

    K. Okuda enquired if there were other internship courses with credit
    and he was informed that similar practicums were offered in Computing
    Science, Mathematics and Clinical Chemistry. T. Calvert noted that the
    proposal was an optional upper division course, not required for the
    degree. On a question raised with respect to liability of the university,
    D. Birch responded that R. Walsh, with informed assistance from J. Ellis,
    had been pursuing the matter and the opinion was that if certain precautions
    were observed liability could be avoided.

    Note: Canadian Studies 200-3 is essentially a selected topics course.
    The provision of two additional course numbers at the same level
    is intended to make it possible for a student to take more than
    one such course. Therefore, in any given course students may be
    registered under each of the three numbers. Only one of the
    three may be credited toward the 9 lower division credit hours
    required for a Canadian Studies minor.

    gested that the courses could be mounted as special topics. D. Birch
    responded that General Studies was set up to provide courses of general
    interest which are not available in existing departments and which are
    integrative courses to teach on a range of disciplines, and that it was
    useful to gather data on the basis of a single offering.

    T. Sterling considered the proposal represents a change in policy of
    the Physics Department and would not be in the best interest of students
    because reduced flexibility to sample courses outside the department would
    result. A. Curzon responded that the proposal was an improvement to the
    existing program and provided an opportunity to broaden the background of
    high school students. J. Catalano added that the proposal would permit
    entering students to prepare for second year courses.

    requirements until the new curriculum is fully Implemented by all secon-
    dary schools.

    J. Munro stated that in the consideration of the revisions out-
    lined in Paper. S.76-192 the Department had reached a decision to
    delete ECON 814 and 844 from the calendar, but through an error the
    matter had been overlooked. He added that ECON 814 had never been
    offered and ECON 844 had not been offered within the past seven
    years.

    that the vector description of 20-0-0 indicated a course with four com-
    ponents, whereas 25-0-0 indicated a five component course, and the final

    Discussion was concentrated on the Graduate Seminars proposed in
    EDUC 840 and 841, and members of the Faculty of Education explained
    that the intention was to bring together those students enrolled in
    the evening program with those taking the smaller daytime program for
    the pursuit of scholarly interests and provide an opportunity for
    faculty advisers to discuss theses proposals, and that the student
    has the option of taking the Seminar on a voluntary basis for Satis-
    factory/Unsatisfactory grading under EDUC 840, or participate fully
    with a designed course under EDIJC 841 for credit.
    Moved by J. D'Auria, seconded by J. Catalano,
    "That EDUC 840 and EDUC 841 be separated from
    the other courses for consideration."
    A. Kazepides commented that the main purpose of EDUC 840 was to
    utilize faculty and visiting scholars to provide a voluntary forum
    to discuss proposals and problems of students, while EDUC 841 could
    be considered directed studies.
    Question was called on the motion to divide, and a vote taken.
    MOTION TO DIVIDE CARRIED
    Moved by P. Buitenhuls, seconded by T. Arrott,
    "That EDUC 840 and EDUC 841 be referred back
    to the Faculty of Education."
    A number of Senators spoke against referral, stating that freedom
    should be permitted to encourage students and supervisors to attend
    seminars. In reponse to a question from H. Evans, J. Ellis confirmed
    that registration would occur at the commencement of the semester in the
    normal fashion in 841 or 840, that there was not intent to operate other
    than under the usual regulations for courses for grading in 841 and in
    the use of grade averages for continuance, but that 840 would be non-
    credit and graded on an S/U basis.
    Question was called on the motion to refer, and a vote taken.
    MOTION TO REFER FAILED
    Question was called on approval of EDUC 840 and EDUC 841, and a
    vote taken.
    MOTION CARRIED
    In response to a question raised by J. Webster, the Dean of
    Education replied that the majority of courses within his Faculty
    carry 5 credit hours and that the vector for both EDUC 871 and 872
    would be 0-5-0.
