    The minutes of the Open Session of November 8, 1976 were approved

    BUSINESS ARISING FROM THE MINUTES
    The Chairman advised that comments were currently in course of
    preparation in response to a.request from the Post Secondary Co-
    ordinating Committee relating to transfer credit, and that a submission
    would be considered by the Senate Undergraduate Admissions Board prior
    to its transmittal to Senate.

    i) Paper S.6-153 - Annual Report

    For Information
    It was suggested that any questions regarding the Financial State-

    ment should be referred to the Senate Committee on University Budget.
    The Chairman commented that there was intention to meet with the
    Presidents of the other universities with a view to making minor revisions
    to the Universities Act and any suggestions, particularly for clarification,
    should be forwarded to the Secretary of Senate.
    J. Munro nquired regarding the status of the proposed English
    Language Placement Test and was informed that the University would be
    participating in discussions with the Department of Education and was
    currently seeking clarification of the work that has already been done
    on the matter.

    D. Birch stated that, inasmuch as the large volume of material
    contained in Papers S.76-154 through S.76-166 had been considered by
    the faculties and faculty committees prior to approval by the Senate
    Committee on Undergraduate Studies, it was his intention now to move
    formally as though they were individual motions all the motions set
    forth in the documentation with the suggestion that any particular
    items could be separated for specific consideration. Such motion was then
    made by D. Birch, seconded by J. Catalano.

    Note: ARC. 101 and 131 were introduced as prerequisites on a trial
    basis this year. It is now the judgment of the Department that
    lessening the prerequisite will make the courses more widely available
    to interested students without jeopardizing their quality.

    Curriculum Changes and New course Proposals
    It had bden moved by G. McGuire and seconded by R. Ironside, and
    approved that paper S.76-155 be separated for consideration.

    An amendment was moved by G. McGuire, seconded by R. Ironside,
    "That the requirement for a Commerce minor remain at 6 hours of
    Lower Division course work." K. Okuda provided information that
    the Department was asking for the same requirement in Commerce as
    for Economics, i.e. 9 lower division credits derived from any 100
    level course and two 200 level courses. The Secretary noted that
    the amendment was unacceptable, and, with the consent of the seconder,
    the amendment was withdrawn.

    of minors in the University have a 9 hour component required at the

    presented as clear a statement as that of K. Okuda any misunderstanding
    of the intent of Motion 1 could have been avoided.

    Note: The Department of Economics and Commerce forwarded through the
    Faculty of Arts to SCUS a recommendation that the words "students who
    have received twenty hours credit or more of mathematics courses may
    not take this course for credit" be added to the prerequisite statement
    for ECON 331-5. Representatives of the Department suggested that
    advanced mathematics students find that ECON 331-5 contains little new
    material and their presence in the class presents difficulties. In the
    view of Department members such students are effectively duplicating
    work for which they have previously received credit. Discussion in
    SCUS led to the conclusion that the proposed prerequisite statement
    would exclude students who could well profit from the course and fail
    to exclude some who, in the view of Department members, might profit
    from the course. Accordingly, the more limited recommendation is
    proposed.

    of upper division Political Science courses,
    twenty-one hours of which must be from within a
    single sequence and twenty-four of which must be
    from different field sequences. Additionally,
    POL. 499-5, the Honors Essay, is required of all
    Honors students, for a total of fifty hours,'
    to 'Students must take fifty credit hours of
    upper division Political Science courses,
    fifteen hours of which must be from a single
    group, and five hours of which must be in
    POL. 499-5, the Honors Essay.'
    Note: The Department has requested this change for the reason that
    the original expectation for honors requirement (21 hours of upper
    division credit from within a single sequence) has not proved to be
    feasible under the present curriculum. Furthermore, the stipulation
    as to the total number of upper division credit hours required (50)
    was not clear. It was also considered unnecessary to stipulate that
    the balance of twenty-four credits must be from other sequences.

    also to the Field Practice feed-back courses CRIM 361-1, 461-1,
    466-1 and these were included.

    context of the larger question concerning the relationship between
    financial remuneration and academic credit. SCUS approved CHEN
    483-15 with the explicit deletion of that item and the request that
    it be reconsidered. A response of the Chemistry Department Chairman
    to that request is attached. Members of SCUS were also concerned
    about the requirement that a student submit a research proposal to
    the Department at least three months prior to the start of the
    semester in which the course will be taken. The Committee was assured
    that the intent was to obtain a preliminary research proposal at that
    time. It was agreed that the word "preliminary" be inserted in the
    Calendar description of the course.
    R. Ironside suggested that the statement on the evaluation form
    attached to the proposal, "The research effort may result in publish-
    able material, but this must not be seen as the primary aim of the ISS,"
    could have a negative effect on the student as publishing tends to put
    too high an emphasis on the Individual Study Semester. J. Walkley said
    the function was to indicate the length of time in the semester that a
    student may spend on the project, and J. Webster added that in his
    interpretation of the phrase there was no request for production of
    publishable reu1ts.

    In response to a question raised by C. Jones, J. Blaney advised
    that of the total number of course enrolments in the Fall semester
    1976, there was 32.5% evening only, .1% full-time; 40% evening part-
    time; 27.5% day and evening full-time, and that approximately 72-73%
    involved part-
    !
    time students, either evening only or day and evening.

    de pressed for documentation relating to course drop,
    fail and pass statistics, and it was agreed that the Senate Committee
    on Continuing Studies would be asked to examine the question and the
    feasibility of compiling the information requested, either through
    the Senate Committee or the Faculties. M. McClaren provided informa-
    tion relating to his analysis of the Extension Program which had
    indicated there was no significant difference between students in
    evening or day courses, but where there was no familiarity with the
    subject there was a high drop rate.

    It was noted that, inasmuch as the Faculty of Education consists
    of a single department, its representation on the Senate Graduate
    Studies Committee is restricted, and this limitation is reflected in
    the Executive Committee, particularly in connection with quorum
    requirements.

    8. NOTICES OF MOTION
    L. Severy gave notice of motion to amend the Rules of Senate
    relating to the quorum, and was advised to present her motion to
    the Secretary of Senate for consideration of the Senate Committee
    on Agenda and Rules prior to transmittal to Senate for advance
    notice of discussion to be undertaken at the next following meeting
    of Senate.
