    "That Senate approve and recommend to the Board
    of Governors continuation of the Canadian Studies
    Program."
    Question was called, and a vote taken.

    "That Senate approve and recommend to the Board
    of Governors continuation of the Africa/Middle
    East Studies Program."
    In response to a question raised by R. Schiffer, R. Brown stated

    "That Senate approve and recommend to the Board
    of Governors continuation of the Latin American
    Studies Program."
    R. Newton, Director of the Latin American Studies Program, was
    invited to join the assembly, and provided information to the effect
    that there had been no data compiled on graduands of the Program with
    respect to their pursuits. R. Brown informed Senate of future plans
    for a cooperative exchange of students and faculty. R. Schiffer sug-
    gested that the language prerequiste for the minor discouraged enrol-
    ment.
    Question was called, and a vote taken.

    P. Buitenhuis enquired if the search for a Director of the
    Canadian Studies Program was continuing, and the Chairman responded
    that the possibility of a permanent appointment hinged on higher
    priorities in graduate studies and research.
    b) Paper S.76-57 - New Course Proposals: S.A. 140-4, 460-4, 461-4;
    Course Changes: S.A. 374-4, 386-4, 391-4, 393-4, 394-4, 396-4

    Moved by D. Birch, seconded by R. Carlson,
    "That Senate approve and recommend to the Board
    of Governors the following new courses, as set
    forth in Paper S.76-57:
    S.A. 140-4 - Introduction to Anthropology
    S.A. 460-4 - Special Topics in Sociology and
    Anthropology I
    S.A. 461-4 - Special Topics in Sociology and?
    Anthropology II."
    Questions arose regarding the description for S.A. 140, with particular
    reference to the limitation of the locale to British Columbia, and it was
    explained that the course had been designed as part of a proposed diploma
    program for B.C. Museum Studies, and was not intended for majors.
    K. Dixon joined the meeting and provided information regarding the
    introduction of special topics courses for flexibility in studying
    developing areas, and that all vectors in the Sociology/Anthropology
    Department follow the regular pattern to match the contact hours.

    K. Rieckhoff suggested that if the Regional Studies courses were
    taught by either Sociology or Anthropology faculty a situation tantamount
    to offering two courses under the same number might develop. K. Dixon
    noted the point, and stated that it would be unlikely under the new ar-
    rangement.
    A. Curzon pointed out that the documents lacked the signatures of
    the Dean and the Committee chairman, and the Chairman stated that the
    matter would be brought to the attention of those concerned.

    ii) Senate Graduate Studies Committee
    a) Paper S.76-58 - Ph.D. Admission Requirements

    Moved by K. Rieckhoff, seconded by A. Curzon,
    "That Senate approve the following change in the
    Ph.D. Admission Requirements:
    PH.D. ADMISSION REQUIREMENTS
    The minimum University requirements for admission to a
    Doctoral Program are as follows:
    (a) either 1) a Master's Degree from a recognized
    University, or the equivalent, or
    ii)
    A Bachelor's Degree, with a Cumulative
    Grade Point Average of at least 3.5, from
    a recognized University, or the equivalent,
    or
    iii)
    at least two semesters in a Master's Program
    at this University with a Cumulative Grade
    Point Average of 3.5 in 75% of the graduate
    course work required for the degree. All
    graduate courses for the Master's Degree,
    whether taken at this University or another,
    shall be considered in the calculation.
    (b) submitted evidence that the applicant is capable of under-
    ?
    taking substantial original research. Such capability
    is
    ?
    will normally be judged from letters of reference from
    qualified referees and the completion of a Master's thesis
    or other scholarly work."

    K. Rieckhoff provided examples of the conditions under which
    students would be admitted to the doctoral program with other than
    regular admission standards, and he pointed out that the major change
    in the requirements proposed was for letters of reference from quali-
    fied referees.

    REPORTS OF FACULTIES
    1) Faculty of Science
    a) Paper S.76-59 - R. Ironside Motion re Faculty Requirements
    The Chairman introduced Paper S.76-59, which was the Faculty of
    Science response to the motion presented by R. Ironside, stating that
    it was for information. In compliance with a request for elaboration,
    S. Aronoff informed the assembly that the matter had been brought
    before the Faculty undergraduate curriculum committee which felt there
    was no need to restrict Science students in their choice of electives.
    A. Curzon confirmed the Faculty opinion was inclined toward a liberal
    selection of courses from other Faculties. T. Calvert expressed the
    opinion that there was no apparent Faculty goal to broaden the educa-
    tional background of Science students. R. Schiffer suggested that the
    Registrar might be asked to provide a listing for the information of
    Senate outlining the involvement of Science students in the course
    offerings of Computing Science, Mathematics, Kinesiology and Psychology
    laboratory courses which had been taken to satisfy the requirements
    outside the Faculty of Science.
    R. Ironside asked if the Dean of Science and his undergraduate
    curriculum committee were satisfied with the literacy of Science
    graduates, and S. Aronoff stated that he suspected that the level was
    equal to that of other students in the University; that the stipulated
    minimum requirements were such that there was freedom of choice to
    enable the individual student to arrange his own life. R. Brown
    suggested that the problem which faced the University was easily re-
    solved by specification of electives outside Faculty requirements in
    the areas of Fine Arts, Humanities and Social Sciences. The Chairman
    expressed the hope that the Dean of Science might take note of the
    recommendation and refer the matter to his curriculum committee.

    immediately dissolved; its remaining duties
    be assigned to the Senate Committee on Agenda
    and Rules; and that SCAR report to Senate on
    these matters in the Fall."
    R. Schiffer stated that the delegation of the remaining charge of
    an ad hoc committee would be easier accomplished than calling for nomina-
    tion and election of an individual to replace a student Senator whose
    term of office was due for expiration. The Chairman concurred that the
    Senate Committee on Agenda and Rules was the legitimate committee to
    assume the remaining responsibilities of the. Senate Committee on Committees.

    ii) Paper S.76-61 - Amendment to the Rules of Senate (Senate Committee
    on Agenda and Rules) - Not for Discussion
    The Chairman stated that Paper S.76-61 was provided for information
    and discussion at the June meeting of Senate.
    9. INFORMATION
    At the suggestion of the Chairman relating to the Rules of Senate
    for convening of the Closed Session of Senate, it was
    Moved by D. Knight, secodded by A. Gregory,
    "That the pertinent rule of Senate be suspended
    such that the incoming Senators who take office
    in June 1976, and the Assistant to the Dean of
    Arts, can remain as observers to the proceedings
    of the Closed Session of Senate."
    Question was called, and a vote taken.
    MOTION CARRIED
    It was noted that the next meeting of Senate is scheduled for Monday,
    June 7, 1976, at 7:00 p.m.
    The meeting recessed briefly at 8:14 p.m. prior to moving into
    Closed Session.
