The Chairman welcomed the two student Senators who had been elected
in a recent by-election to replace J. A. Versfelt and S. Harrison for
balance term of office to May 31, 1976. It was moved, seconded, and
carried that Alan Gregory and Catherine Carlson be seated.
The Secretary pointed out that the Rules of Senate stipulated
that in the election of individuals to the Senate and to the Board, the
names of the persons elected shall be stated and the recorded votes
revealed.
Moved by R. Schiffer, seconded by J.. Catalano,
"That the Secretary not be required to state
at this meeting the full results of the recent
elections to Senate."
It was understood that the results would be included in the minutes,
and that the Senate Committee on Agenda and Rules would give considera-
tion to bringing forward amendment to the Rules of Senate.
Question was called, and a vote taken.

Following are the election results.
In the by-election by students of two students to the Senate for
term of office. from date of election to May 31, 1976, ALAN GREGORY, being
the only nominee from the Faculty of Education, was declared elected by
acclamation, and CATHERINE CARLSON received the highest number of votes
and was declared elected. Individual totals were as follows:

In the regular election by students of eleven students to the
Senate for term of office from June 1, 1976 to May 31, 1977, NEAL G. HALL,
being the only nominee from the Faculty of Education, was declared elected
by acclamation, and DOUG BITLE, JOSEPH A. CATALANO, BRIAN E. EMERY,
RICHARD A. IRONSIDE, RANDI JOHL, BRIAN L. MacDONALD, ROGER SCHIFFER,
LINDY SEVERY, RANDY E. WALKER And IAN D. WEMYSS received the highest
numbers of votes and were declared elected. Individual totals were

APPROVAL OF AGENDA
The agenda was approved as distributed.

APPROVAL OF MINUTE
The minutes of the Open Session of March 1,
1976
were approved as
circulated.
3.
BUSINESS ARISING FROM THE MINUTES
In response to a question raised by J. Catalano regarding the
authority of the Librarian to delegate a representative to Senate in
his absence, the Secretary advised that an individual who had been duly
named in an acting capacity may temporarily substitute for an ex-officio
Senator.
4.
REPORT OF CHAIRMAN
The Chairman announced that the previous decision to relocate the
offices of the President and Vice-Presidents had been annulled, and
that the seventh floor of the Library would be used for faculty and
related offices.
5.
REPORTS OF COMMITTEES
R. Schiffer enquired of the status of the Senate Committee on
• ? Committees, and the Chairman responded to the effect that the ad hoc
Committee is still in existence pending resolution of recommendations
for the establishment of a new committee on appeals in matters of
academic discipline. She suggested that the Senate Committee on Agenda
and Rules, which had been considering other regulations and was charged

by Senate to assume SCOC's duties when that body terminated, would be
the more logical Committee to discharge the final charge to the ad hoc
Committee.
S. Aronoff asked for a description of the role of the Senate
Committee on University Budget, and the President stated that meetings
had been conducted regularly and she would request that a recently
produced and extremely helpful report of the Committee be transmitted
to Senate for its information.
1) Senate Nominating Committee
a) Paper S.76-49 - Elections
In addition to the nominations submitted by the Senate Nominating
Committee, as outlined in Paper S.76-49, C. Carlson had been nominated
by R. Schiffer as a candidate in the elections to the Senate Under-
graduate Admissions Board and the Senate Committee on Undergraduate
Studies. Following balloting, the undernoted results were announced:

a) Paper S.76-50 - Report on Special Semester
Moved by B. Wilson, seconded by K. Rieckhoff,

"That Senate approve on a continuing basis the
provision of a Special Semester at least once
a year for students who have been placed on
either of the 'Required to Withdraw' or
'Permanent Withdrawal' categories; that the
principles and conditions established for the
earlier experimental Special Semester under
Paper S.75-106 continue to apply; that the next
program be offered in the Fall 76-3 semester."
B. Wilson stated that the sample of the successes encouraged
continuation of the experimental program, which was restricted to
the number of students which could be held together as a group
through extra course work, providing resources are available to
repeat the offering.
R. Schiffer commented that he understood students registered
in the Special Semester would be eligible on the basis of a workload
of 12 hours for financial aid in the form of government loans and
grants, and B. Wilson undertook to provide a report on the question
to Senate.

iii) Senate Committee on Undergraduate Studies
a) Paper S.76-51 - Faculty of Science - New Course Proposal -
PHYS 334-4 - Introduction to Electronics
Moved by D. Birch, seconded by K. Rieckhoff,
"That Senate approve and recommend approval to
the Board of Governors, as set forth in S.76-51,
the new course proposal for PHYS 334-4 - Intro-
duction to Electronics."
D. Birch explained that the proposal represented a revision rather
than a new course, in that mandatory lectures were replacing lectures
previously provided on an optional basis. A. Davison suggested that
3 credit hours were more appropriate for a vector of 1-0-4, and S.
Aronoff reminded Senate that credit allotment had been assigned to the
discretion of the department involved.
It was noted that PHYS 331-3 is to be discontinued.
Question was called, and a vote taken.

iv) Senate Graduate Studies Committee
a)
Paper S.76-52 - New Course Proposal - BISC 827-3
Moved by J. Wheatley, seconded by K. Rieckhoff,
"That Senate approve, and recommend approval to
the Board of Governors, the new course proposal,
BISC 827-3 - Behavioural Ecology."
Discussion ensued on the comparison between the proposal and
BISC 807 - Social Behavior. It was established that BISC 827-3,
as a course on special topics, would take an in-depth approach to
a variety of topics which could be covered by the title.
Question was called, and a vote taken.

Paper S.76-53 - Change in Degree Requirements for the
Graduate Program in the Faculty of Education
Moved by J. Wheatley, seconded by K. Rieckhoff,
"That Senate approve the following change in

the degree requirements for the Graduate Program
in the Faculty of Education (see attached sheet
or Graduate Calendar
p.
107):
i)
Change 'forty' to'thirty-eight' semester hours
ii)
Add 'A student, with the advice and consent of
his Senior Supervisor, and the Director of
Graduate Programs, may replace one special
project (five semester hours) with one graduate
course from any faculty in the university.'"
J. Wheatley stated that the proposal was a move towards higher
standards and encouragement for students in the Faculty of Education
to take a graduate course outside of that Faculty. J. Hutchinson
enquired as to the extent of literary content involved, and J. Ellis
responded that quality writing will continue to be a component of the
project.

INFORMATION
It was noted that the next meeting of Senate is scheduled for
Monday, May 10, 1976 at 7:00 p.m. The Chairman referred to the motion
in connection with the meeting of Senate in May 1975 which reversed
the two sessions of Senate to accommodate in-coming Senators as
observers of the Open Session proceedings. She stated that anticipated
agenda items for the next meeting would not appear to necessitate again
reversing the sessions, but if the open agenda proved lengthy it would
be desirable to hold the Closed Session first.

"That the Chairman act at her own discretion
in the matter."

The Chairman stated that formal invitations would be issued in
connection with the dinner preceding Senate, the meeting of Senate,
and a following reception at the President's residence.
The assembly recessed briefly at 7:40 p.m. prior to moving into
Closed Session.
