    APPROVAL OF AGENDA
    The agenda was approved as distributed.
    2. APPROVAL OF MINUTES
    S. Aronoff asked that there be included in the minutes a definition
    of "Professional Librarian" for electoral purposes in order that it will
    be available should there be question in future.
    (Secretary's Note: For the purposes of this regulation "Professional
    Librarian" shall mean an individual holding a Bachelor of Arts or Bachelor
    of Science or other approved degree from a recognized university, and in
    addition holding a Master of Library Science (or Bachelor of Library
    Science) or equivalent degree from a recognized university or other
    accepted library qualification such as the A.L.A. or F.L.A. of Great
    Britain (i.e. an individual deemed qualified for the Certificate of
    Professional Librarianship of British Columbia). Further, the individual
    must hold a position in the SFU Library stipulated as requiring the
    qualifications of a Professional Librarian.)
    With the above addition, the minutes of the Open Session of February
    2, 1976 were approved as circulated.

    3. BUSINESS ARISING FROM THE MINUTES
    S. Aronoff informed Senate that the matter of alteration to the
    Faculty of Science requirements had been discussed by the Faculty, referred
    to the Faculty of Science Undergraduate Curriculum Committee, and the
    decision of the Faculty would be relayed to Senate in due course.
    B. Wilson enquired as to the status of S. Thomas, a Professional
    Librarian, in terms of being a candidate in the current internal elec-
    tions of Senate as a Lay member. The Secretary identified that the seat
    currently held by Senator Thomas on Senate is through election by and from
    Convocation, thereby currently qualifying as a Lay member. It was noted
    that under current policies of Senate, individuals may fall in more than
    one categorization. S. Thomas indicated that there had been discussion
    earlier and that she was prepared to abide by the electoral officer's
    ruling.

    REPORTS OF COMMITTEES
    i) Senate Nominating Committee
    a) Paper S.76-38 - Elections
    R. Schiffer's suggestion that the successful candidates in the by-
    election of student Senators be named to fill the vacant positions on the
    Senate Committee on Undergraduate Studies was not accepted by the Chairman
    as the procedures for nominations would not have been followed and the
    candidates finally elected cannot now be known.

    ii) Senate Committee on Scholarships, Awards and Bursaries
    a) Paper S.76-39 - 1975 Annual Report
    The Secretary to the Committee, Director of Financial Aid, K. L.
    Gilbert, was invited to join the assembly.
    Moved by C. Jones, seconded by R. Debo,
    "That Senate ratify the terms of reference of
    the programs administered by the Senate Committee
    on Scholarships, Awards and Bursaries, and estab-
    lished during 1975, as set forth in Paper S.76-39,
    on pages 26-28 inclusive."
    A. Curzon referred to the regulation on page 19 of the report
    which stipulated, "In addition, a recipient may hold a teaching
    assistantship for one semester of the three covered by the scholarship,"
    and asked that the point be reconsidered. C. Jones replied that the
    Committee had taken the matter under advisement and would be looking

    at it again, but the original rationale was a safeguard to ensure that
    the student would have two clear semesters for research. J. Wheatley
    supported the rationale.
    Question was called, and a vote taken.
    MOTION CARRIED
    R. Schiffer and D. Wailbaum argued that Senate had not had an
    opportunity to discuss the contents of Paper S.76-39 and that the report
    had not been accepted. The Secretary explained that, in keeping with
    prior practice, the paper had been submitted as the annual report to
    Senate for information, together with a motion to ratify terms of refer-
    ence on staged pages of the programs established and administered by the
    Committee in 1975.
    iii) Senate Undergraduate Admissions Board
    a) Paper S.76-40 - Course Challenge, EDUC 405
    Moved by B. Wilson, seconded by J. Ellis,
    "That Senate approve change, as set forth in
    S.76-40, in requirements for course challenge

    for EDUC 405 (earlier approved under S.75-105),
    as follows:
    'That EDUC 405 be made available for course
    challenge for students with a minimum of one
    year's approved teaching experience at a level
    corresponding to grades taught in the B.C.
    public school system, and subject to the follow-
    ing:
    1. Applications for course challenge will be
    considered according to the generally
    established requirements and procedures;
    2. Students will be allowed to register in
    course challenge for EDUC 405
    normally
    only while registered in EDUC 401/402;
    3.
    Course challenge credit for EDUC 405 will
    not be granted until successful completion
    of EDUC 401/402;
    4.
    The maximum amount of credit allowable
    through a combination of course challenge
    and transfer credit for those who are
    successful in challenging EDUC 405shall
    be 75 hours rather than the
    normal
    60 hours;
    5.
    Student-s with credit for ED/iC 402 id who

    a) Paper S.76-41 - Faculty of Arts - New Course Proposals:
    PSYC 400-3. SPAN 104-8
    Moved by D. Birch, seconded by S. Smith,
    "That Senate approve and recommend approval to
    the Board of Governors PSYC 400-3 - Honors
    Seminar."
    Question was called, and a vote taken.
    MOTION CARRIED
    Moved by D. Birch, seconded by S. Smith,
    "That Senate approve and recommend approval to
    the Board of Governors SPAN 104-8 - Basic
    Spanish (Immersion)."
    C. P. Bouton joined the assembly as the representative of the
    Department of Modern Languages.
    When R. Debo enquired if it was the intention of the Department
    to present a similar program in the French language, Professor
    Bouton said the proposal had been selected initially for Spanish, and
    the Dean of Arts undertook to request the Department to develop a
    proposal for the French language.
    J. Catalano noted that students who had done certain courses in
    Spanish couldn't then do SPAN 104, and wished to ensure that the
    calendar appropriately would identify that students who completed
    SPAN 104 would not be eligible for further credit in the other courses.
    Question was called, and a vote taken.

    REPORTS OF FACULTIES
    There were no reports from faculties.
    7. OTHER BUSINESS
    The Chairman announced that two student Senators, C. G. McCoy
    and S. G. McCoy, had resigned their seats.

    NOTICES OF MOTION
    1) Paper S.76-42 - Amendment to the Rules of Senate ( B. McWhinney)
    -
    For Discussion
    Moved by E. McWhinney, seconded by M. Overholt,
    "That Senate amend the Rules of Senate, Section V
    'Meetings,' Subsection A 'Regular' by adding an
    Item 7 as follows:
    7. The open session of any regular meeting normally
    shall terminate not later than 10:00 p.m. The
    time may be extended at any meeting by successful
    motion for extension, such motion requiring only
    a simple affirmative majority of those who vote."
    An amendment was moved by M. Mackauer, seconded by B. Wilson,
    "That 'simple majority' be altered to read
    'two-thirds majority."
    K. Rieckhoff suggested the amendment should be ruled out of order
    as it contravened the purpose of the motion. B. McWhinney stated that
    time is of the essence, and if the simple majority vote led to abuse a
    further revision to the rules could be proposed when deemed necessary.
    D. Birch and S. Aronoff opposed the amendment, as did I. Allen, who
    warned against setting up barriers to extension of meetings, thus
    forcing special meetings for completion of Senate's business.
    M. Mackauer proposed withdrawing the amendment, but the seconder
    declined withdrawal.
    Question was called on the amendment, and a vote taken.

    It was noted that the next meeting of Senate is scheduled for
    Monday, April 5, 1976, at 7:00 p.m.
